Summary
Zhaoqing Junhong Co., Ltd. (Zhaoquing) is recalling certain Antares Comfort A5 tires, size LT265/75R16 10PR 123/120S. The belt may separate from the tire. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 139, “New Pneumatic Radial Tires for Light Vehicles.”
Remedy
Dealers will inspect times to confirm the production dates and replace tires, as necessary. Owner notification letters were mailed on August 30, 2022. Owners may contact Zhaoqing’s customer service at 1-758-363-7668.

Also, copies of all notices, bulletins, dealer notifications, and other communications that relate to this recall, including a copy of the final owner notification letter and any subsequent owner follow-up notification letter(s), are required to be submitted to this office no later than 5 days after they are originally sent (if they are sent to more than one manufacturer, distributor, dealer, or purchaser/owner).
Under 49 U.S.C. ยง 30112(a), it is illegal for anyone, including a manufacturer, distributor, dealer, or retailer to sell an item of equipment or vehicle that fails to comply with all applicable Federal motor vehicle safety standards.
As stated in Part 573.7, submission of the first of eight consecutive quarterly status reports is required within one month after the close of the calendar quarter in which notification to purchasers occurs. Therefore, the first quarterly report will be due on, or before, 30 days after the close of the calendar quarter.
Chronology :
June 21st, 2022: ZHAOQING JUNHONG CO., LTD received the mail from dear Jayton about the non-compliance notice of Antares Comfort A5 LT265/75R16 10PR 123/120S. Factory stopped the production of this size right now at that time.
June 22nd, 2022: To confirm the reason why the subject tires are non-compliance, factory made the internal investigation for all sizes of Comfort A5 and this subject size.
July 1st, 2022: We checked the LT265/75R16 10PR 123/120S COMFORT A5 development data, records of design changes and routine inspection data, and did not find any clues. We follow the Flow Chart of Manufacturing Process to find whether there were any abnormalities in quality control during the production process. The date code of the subject tires were 4015 and 4515, so we checked our record of manufacturing period that was between September 15th 2015 and November 19th, 2015 for the subject tire. Record shows that the subject tire was vulcanized on the M05 machine in 2015. When we checked the historical graph of the three elements of curing, that says temperature, pressure and time, we found something. The vulcanizer Instrument Panel shows the hot plate temperatures which is between 178.1โ and 177.2โ, also find that the displayed external temperature curve which was around 185ยฐC. If the temperature is higher than the standard, over curing may occur, which leads to a reduction in the mechanical properties of the rubber and, as the load rises during use, the deformation of the tread will become more serious and generate more heat, which cause the parts to separate.
July 1st: to find out whether the test would fail due to over curing which was caused by overheat, we carried out a reconstruction experiment .
July 2nd: we do the similar tests within similar situation under FMVSS 139, the separation did happen. By the reconstruction experiment, we concluded that the noncompliance was due to over curing of rubber causing by the excessive external temperature of the vulcanizer.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Antares Tire has decided that certain Antares Comfort A5 tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 139, “New Pneumatic Radial Tires for Light Vehicles.” These tires may experience belt separation around the tread pattern while driving increasing the risk of a crash. The defect that relates to motor vehicle safety may exist in one size of Comfort A5 LT265/75R16 123/120S l0PR, that was manufactured between the 38th and 45th week of 2015. We have determined that this issue may affect the performance of the tires in the range described below. Vehicle operators may see a bulge on the tread pattern if the tire is affected by this issue if the tire is affected by this issue, and if the tire(s) is continuously used, the enlarging bulge may be easily noticed visually. A failure to comply with the instructions of this letter may constitute a violation of the National Traffic and Motor Vehicle Safety Act. Replacing Consumer Tires Consumers will be advised to return their recalled tire(s) and the recall notification letter they received, if available, to an Antares Tires dealer. When a consumer presents a recalled tire to you for replacement, please visually inspect each tire and its serial number to confirm that it is covered by the recall. If the consumer’s tire(s) is covered by this recall, you should replace the tire(s), mount the new tire(s) and, if need, balance the tire(s). Antares Tires will authorize a labor and handling allowance of $20.00 per tire. We have advised the consumer that it will take approximately thirty
(30) minutes to replace each recalled tire. If Antares brand tires are not available at the time of the inspection, please replace the recalled tires with a comparable tire brand using the same size and load rating as required by the vehicle manufacturer. PLEASE NOTE: The maximum allowable reimbursement credit for a comparable tire brand is up to $500.00 on four, or $125.00 per replacement. If a consumer wishes to purchase higher-priced replacement tires, he or she may pay the difference in cost between the consumer’s desired tire and the replacement tire offered. Recalled tires should be replaced at no cost to the consumer if they are presented through Feb 28th, 2023 with receipt of a recall notification letter. Also, as soon as possible, please provide Antares Tires with names and addresses of all sub-dealers to whom you sold recalled tires. Handing Recalled Tires As mentioned above, all tires covered by the recall must be quarantined. This applies to new tires in your inventory, tires removed from consumer vehicles and tires collected from your sub-dealers. Please take the following actions for each tire collected or covered under this recall: (1) write “Recall” in tire crayon on the sidewall of each tire, and (2) disable the tire by making a 3-inch-long cut in each sidewall of the tire. This cut must be at least 3 inches to ensure that the tire cannot be inflated. Do not skive DOT serial week codes on recalled tires. Please note that federal law requires that if recalled tires are removed from a consumer’s vehicle and not altered in accordance with these instructions, you must notify Antares Tires within 30 days of their removal, and explain why they were not properly altered. Disposing of Recalled Tires Please do not independently dispose of the recalled tires. We will handle disposal of all recalled tires. After replacing and/or collecting recalled tires, contact your Antares wholesale distributor to arrange for tires to be returned. The recalled product can be picked up upon the next product delivery, or you may drop it off or mail it with freight to be collected to the warehouse location at 4818 4th Street, Irwindale, CA 91706. Along with the recalled tires, please provide the invoice for labor charges and the consumer’s recall notification letter, if available. if available. Handing Recalled Tires Please confirm that returned tires are covered by the recall. Like the recalled tires in your inventory, recalled tires returned to you must be quarantined. Upon receipt of returned recalled tires, you must confum that the tires are labeled “Recall” in tire crayon on the side wall of each
tire. You must also confirm that the tires have been disabled, as described above. If a tire has not
beenproperly altered, alter it immediately in accordance with the above instructions. Please note that federal law requires that if recalled tires are removed from a consumer’s vehicle and not altered in accordance with these instructions, you must notify Antares Tires within 30 days of their removal, and explain why they were not properly altered. Disposing of Recalled Tires Please do not independently dispose of the recalled tires. Recalled tires in your new product inventory, and those returned to you from Antares Tires dealers, must be returned to the negotiated warehouse at 4818 4th Street, Irwindale, CA 91706. Your adjustment representative will work with you to determine the best method to dispose the tires. Along with the tires, please be prepared to provide copies of the following: (1) customer’s invoice for labor charges; (2) consumer’s recall notification letter (if available); and (3) a complete claim form. Credit for Recalled Tires As mentioned above, when returning recalled tires, please include a copy of the invoice for labor charges and the consumer’s recall notification letter (if available). This information will allow Antares Tires to issue a credit for your customer’s labor charges and handling fees, as well as the
charges for the replacement tires. Antares Tire will authorize a labor and handling allowance of
$20.00 per tire. For recalled tires removed from your inventory, Antares Tire will issue a credit to you based upon your last invoice price of the tires. Please remember that the maximum allowable reimbursement credit for a comparable tire brand is up to $500.00 on four, or $125.00 per replacement (excluding labor). You are receiving this letter because our records indicate that you are the potential owner of the affected tire that is the subject of this tire recall campaign. To ensure 1119 Adkins Drive, Houston TX 77055 Toll Free: 1-855-444-5120 your safety and satisfaction with our product, we request that you return any recalled tires and this letter to your Antares Tires dealer where you purchased the tire(s) as soon as possible. If the dealer’s inspection verifies that you have a tire or tires within the affected range, the tire or tires will be replaced, mounted and, if needed, balanced at no charge to you, as long as you have presented them for remedy through Feb 28th, 2023 with receipt of this letter. If Antares replacement tires are not available at the time of inspection, the affected tire(s) will be replaced by another comparable tire brand using the same size and load rating as required by the vehicle manufacturer. This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Antares Tire has decided that certain Antares Comfort A5 tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 139, “New Pneumatic Radial Tires for Light Vehicles.” These tires may experience belt separation around the tread pattern while driving increasing the risk of a crash. The defect that relates to motor vehicle safety may exist in one size of Comfort A5 LT265/75R16 123/120S l0PR, that was manufactured between the 38th and 45th week of 2015. We have determined that this issue may affect the performance of the tires in the range described below. Vehicle operators may see a bulge on the tread pattern if the tire is affected by this issue if the tire is affected by this issue, and if the tire(s) is continuously used, the enlarging bulge may be easily noticed visually. Replacing Consumer Tires Consumers will be advised to return their recalled tire(s) and the recall notification letter they received, if available, to an Antares Tires dealer. When a consumer presents a recalled tire to you for replacement, please visually inspect each tire and its serial number to confirm that it is covered by the recall. If the consumer’s tire(s) is covered by this recall, you should replace the tire(s), mount the new tire(s) and, if need, balance the tire(s). Antares Tires will authorize a labor and handling allowance of $20.00 per tire. We have advised the consumer that it will take approximately thirty
(30) minutes to replace each recalled tire. If Antares brand tires are not available at the time of the inspection, please replace the recalled tires with a comparable tire brand using the same size and load rating as required by the vehicle manufacturer. PLEASE NOTE: The maximum allowable reimbursement credit for a comparable tire brand is up to $500.00 on four, or $125.00 per replacement. If a consumer wishes to purchase higher-priced replacement tires, he or she may pay the difference in cost between the consumer’s desired tire and the replacement tire offered. Recalled tires should be replaced at no cost to the consumer if they are presented through Feb 28th, 2023 with receipt of a recall notification letter. Also, as soon as possible, please provide Antares Tires with names and addresses of all sub-dealers to whom you sold recalled tires. Handing Recalled Tires As mentioned above, all tires covered by the recall must be quarantined. This applies to new tires in your inventory, tires removed from consumer vehicles and tires collected from your sub-dealers. Please take the following actions for each tire collected or covered under this recall: (1) write “Recall” in tire crayon on the sidewall of each tire, and (2) disable the tire by making a 3-inch-long cut in each sidewall of the tire. This cut must be at least 3 inches to ensure that the tire cannot be inflated. Do not skive DOT serial week codes on recalled tires. Please note that federal law requires that if recalled tires are removed from a consumer’s vehicle and not altered in accordance with these instructions, you must notify Antares Tires within 30 days of their removal, and explain why they were not properly altered. Disposing of Recalled Tires Please do not independently dispose of the recalled tires. We will handle disposal of all recalled tires. After replacing and/or collecting recalled tires, contact your Antares wholesale distributor to arrange for tires to be returned. The recalled product can be picked up upon the next product delivery, or you may drop it off or mail it with freight to be collected to the warehouse location at 4818 4th Street, Irwindale, CA 91706. Along with the recalled tires, please provide the invoice for labor charges and the consumer’s recall notification letter, if available. Descriptive Information : Because the subject tires and related inventory were produced in 2015, there are no related tires of the corresponding year and inventory to do the corresponding test. The factory could only check the company’s previous routine inspection records. The records show that the tests of high speed and durability in March 2015 and February 2017 met the standards of FMVSS No. 139. In the meanwhile, we checked the production records of the subject tires and production time from 40th week to 45 week in 2015 , it was found that the external temperature curve of the vulcanizing machine M05 that produced the subject tires specification from September 15, 2015 to November 19, 2015 exceeded the process requirements, which may cause the tire to be over cured, but the external temperature by the machine hot plate displayed is standard. Until November 19th, 2015, when the machine was maintained and repaired, the problem of unqualified external temperature was found, and we repaired the machine at the same time. At that time, because the appearance met the factory standard, the batch of tires finally entered the market.
Based on the above, we draw a conclusion. The tires involved in non-compliance are from September 15, 2015 to November 19, 2015. According to the safety and liability reasons, we have decided to confirm the scope of subject tires during DOT 3815-4515.

June 21st, 2022: ZHAOQING JUNHONG CO., LTD received the mail from dear Jayton about the non-compliance notice of Antares Comfort A5 LT265/75R16 10PR 123/120S. Factory stopped the production of this size right now at that time.
June 22nd, 2022: To confirm the reason why the subject tires are non-compliance, factory made the internal investigation for all sizes of Comfort A5 and this subject size.
July 1st, 2022: We checked the LT265/75R16 10PR 123/120S COMFORT A5 development data, records of design changes and routine inspection data, and did not find any clues. We follow the Flow Chart of Manufacturing Process to find whether there were any abnormalities in quality control during the production process. The date code of the subject tires were 4015 and 4515, so we checked our record of manufacturing period that was between September 15th 2015 and November 19th, 2015 for the subject tire. Record shows The information contained in this report was submitted pursuant to 49 CFR ยง573 Part 573 Safety Recall Report 22T-013 Page 3 that the subject tire was vulcanized on the M05 machine in 2015. When we checked the historical graph of the three elements of curing, that says temperature, pressure and time, we found something. The vulcanizer Instrument Panel shows the hot plate temperatures which is between 178.1โ and 177.2โ, also find that the displayed external temperature curve which was around 185ยฐC. If the temperature is higher than the standard,
over curing may occur, which leads to a reduction in the mechanical properties of the rubber and, as the load rises during use, the deformation of the tread will become more serious and generate more heat, which cause the parts to separate.
July 1st: to find out whether the test would fail due to over curing which was caused by overheat, we carried out a reconstruction experiment .
July 2nd: we do the similar tests within similar situation under FMVSS 139, the separation did happen. By the reconstruction experiment, we concluded that the noncompliance was due to over curing of rubber causing by the excessive external temperature of the vulcanizer. Description of Remedy :

The tire or tires recalled will be replaced, mounted and, if needed, balanced at no charge to customers, as long ascustomers have presented them for remedy within one hundred and eighty (180) days after receipt of the notification letter. If Antares replacement tires are not available at the time of inspection, the affected tire(s) will be replaced by another comparable tire brand using the same size and load rating as reauired by the vehicle manufacturer.After expiration of the one hundred and eighty
(180) dayperiod, tires will be replaced at a pro-rated value determined by remaining tread depth. Details are in the notificationetters uploaded. When returning recalled tires, please include a copy of the invoice for labor charges and the consumerโs recall notification letter (if available). This information will allow Antares Tires to credit you for labor charges, as well as the charges for the replacement tires. Now that the Antares wholesale distributor will initially bill you for replacement tires, but upon verification that returned tires are within the recall population, Antares Tire will issue a credit to your wholesale distributor for you based upon your last invoice price of the replacement tires (up to
