Summary
Fontaine Modification (Fontaine) is recalling certain Fontaine-modified 2020-2023 Elgin Crosswind 1 and Elgin Whirlwind 1 sweepers built on Peterbilt 220 chassis. The engine air compressor stainless steel braided supply line may rub through the oil suction tube running from the Variable Power Divider (VPD) sump to the hydrostatic pump, causing the pump to fail.
Remedy
Fontaine will provide remedy instructions to Elgin Sweeper Company dealers to reroute the air line and inspect and repair any damage, free of charge. Owner notification letters were mailed October 24, 2022. Owners may contact Fontaine’s customer service at 1-800-366-8246.

SAFETY RECALL NOTICE
October 2022
Dear Elgin Sweeper Dealer:
This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.
Fontaine Modification® has decided that a defect which relates to the installation of the Variable Power Divider (VPD) exists in certain Elgin® Crosswind 1® and Elgin Whirlwind 1® sweepers manufactured from December 2018 through June 2022 with Peterbilt chassis. The chassis engine air compressor stainless steel braided supply line may rub through the oil suction tube running from the VPD sump to the hydrostatic pump. If the suction tube fails, cavitation to the hydrostatic pump will occur and cause severe damage to the hydrostatic system. This could cause the vehicle to move at limited speed. All Elgin® Crosswind 1® and Elgin® Whirlwind 1® sweepers built between June 2019 and May 2022 with Peterbilt
chassis will need to be repaired to resolve this issue.
WHAT WE WILL DO
Fontaine Modification® will cover the cost to relocate the engine air compressor stainless steel braided supply line away from the VPD oil suction tube. The standard repair time is 2.0 hours for a standard unit with no auxiliary water tanks or platforms mounted behind the cab. Fontaine will allow an additional 1.5 hours to remove and replace water tanks.
Please note: Because this issue can result in severe system failure and render the truck out of service for an extended period of time, this recall needs to be performed immediately.
Fontaine strongly recommends that all units are inspected/repaired before 1/31/2023 due to the potential damage to the VPD. This will help with your customer’s unit not being out of service an extended amount of time.
WHAT YOU SHOULD DO
If you are contacted by a customer for this recall, please contact Fontaine Modification® at 800.989.2113 or tim.wheeler@fontainemod.com with the last eight of the VIN of the chassis, to receive an warranty authorization number. Inspect the engine air compressor stainless steel braided supply line, to verify if it is touching the VPD oil suction tube. Please document the before and after of the relocation of the air line with pictures to send with invoice to Fontaine. See the attached work instructions for relocating the engine air compressor stainless steel braided supply line. Please inspect the VPD oil suction tube for any damage before removal.

Peterbilt 220 Air Line Relocation
Purpose:
This document proposes the evaluation criteria and subsequent repair requirements related to possible interference between the VPD suction oil line and the chassis air compressor discharge line on Peterbilt 220 chassis used on Elgin Crosswind1 and Whirlwind1 sweepers. Inspection of the units will determine which condition(s) exist and what repairs are required.
Chronology :
Fontaine received notification from Marmon Herrington of a unit that had a defective pump and motor. Fontaine installed the Variable Power Divider (VPD) on this unit. During the investigation of the root cause of the failure, it was found that the OEM stainless steel braided air compressor supply line was laying on top of the VPD hydraulic oil suction tube. This unit was in service for over 3 years with the stainless steel braided air compressor supply line in contact with the VPD hydraulic oil suction tube and wore a small hole in the suction tube. This caused air to enter the sealed hydraulic system causing damage to the pump and motor of the VPD.

Reinstall plug after oil has drained, torquing to 70 Nm (50 ft lbs) 3.1.2 Oil Filling Procedure The VPD is filled with oil through a plug (item 20) on the top of the central housing. Remove plug with 10mm hex key wrench. 2022May09 MM2VPDB 7 Oil capacity is approximately 5 gallons (oil cooler, hoses, etc. included), but oil level should be checked with oil level gauge on side of central housing. Oil level is checked with engine running at idle (<1000 rpm) with VPD in road mode. Oil temperatures should be around 60°C (140° F). Add or remove as necessary when oil is cold and engine is not running. 3.1.3 Acceptable Oil The VPD requires use of specialized lubricants designed for use with hydrostatic pumps, motors, and wet clutches. VARIABLE POWER DIVIDER (VPD) SYSTEM CONTROLS The Crosswind Single Engine Sweeper uses a console panel (Fig. 10: VPD Controls) for control of the Single Engine Sweeping System. The VPD specific controls are: • Chassis – Mode Select • Work Throttle • Sweeper – Mode Select • Fan Speed Tachometer Chassis – Mode Select Button/Indicator Light The Chassis – Mode Select button (Fig. 11: Chassis Mode Select Button) includes an indicator light. This button allows the operator to switch between ROAD and WORK modes. Pressing the button while in ROAD mode engages WORK mode—provided the appropriate conditions exist for a mode change. Pressing the button while in WORK mode returns the sweeper to ROAD mode. Chassis Modes ROAD: Indicator light is OFF and chassis drive functions are normal. WORK: Indicator light is ON and VPD System is active. ACTIVE FAULT: A flashing CHASSIS – MODE SELECT indicator light can occur for several reasons: a. The chassis key has been turned to the ON position but the engine has not been started. b. Mode Engage/Change: A flashing indicator light can be indicative of an unsuccessful mode change. Verify mode change conditions have been met and attempt mode change again. If mode change is still unsuccessful, cycle the chassis key OFF/ON and repeat Mode Change steps. If the light continues to flash, an active fault condition exists. Notify service. c. During Sweep Operation – If the indicator light begins to flash, an active fault is present in the VPD control system. Contact the Elgin servicing dealer for diagnosis of the fault. NOTE The Chassis Mode Indicator Light flashes when the chassis ignition is ON but the engine is not running. The light indicates the selected mode once the engine is running. The mode always defaults to ROAD mode when the ignition is turned OFF. NOTE In conditions where the engine RPM is greater than 800, it is not possible to transition to WORK mode. For example, if you are starting a cold engine, the engine controller accelerates the RPM to warm the engine. Also, during a regen of the chassis engine, the engine controller maintains the engine RPM above 800. If the engine is performing a regen in WORK mode, you will not be forced into ROAD mode. But, you cannot transition into WORK mode while the engine controller is maintaining an RPM greater than 800. Fig. 10: VPD Controls Fig. 11: Chassis Mode Select Button SERVICE : CLOUD 20 Crosswind 1, Rev B, Work and Road Mode Sweeper – Mode Select Switch NOTE When the chassis is cycled on/off, the mode defaults to TRANSPORT. • SWEEP: From TRANSPORT mode, press the left side of the MODE SELECT switch to select SWEEP mode and begin sweeping operations (Fig. 12: Sweeper Mode Select). The Sweep Mode icon illuminates. • TRANSPORT: From SWEEP mode, press the right side of the MODE SELECT switch to return TRANSPORT mode. Sweeper functions are disabled and the Transport Mode icon illuminates. Sweeper functions will be disabled. • DUMP: Press the right side of the MODE SELECT switch to select DUMP mode. An indicator light in the MODE SELECT switch illuminates to display successful selection. The Sweeper fan will be disabled but the hopper dump controls will be enabled. NOTE Dump the hopper in chassis WORK mode and sweeper DUMP mode. The sweeper fan will not run when in DUMP mode. Work Throttle Control When WORK mode is selected (VPD enabled), the chassis engine speed is controlled by the WORK THROTTLE thumb wheel control (Fig. 13: Work Throttle). NOTE Turn the thumb wheel to DUMP to dump the hopper. In order for the sweeper to travel, set the thumb wheel to a setting between slow (turtle) and fast (rabbit). NOTE In WORK mode, chassis engine speed will not exceed 2000 RPM. Sweeper Fan Speed (Tachometer) With WORK mode and SWEEP mode selected, sweeper fan speed will be displayed (Fig. 14: Fan Speed Tachometer). The stainless steel braided supply line may rub a hole in the oil suction tube and cause the vehicle to move at a limited speed. Identification of Any Warning that can Occur : A small hole in the oil suction tube running from the VPD sump to the hydrostatic pump may not cause a loss of vehicle performance. A small hole will cause aeration of the oil and cavitation within the pump may cause significant damage to the charge pump. The operator may be able to recognize an unusual audible noise. Fontaine installed the Variable Power Divider (VPD) on this unit. During the investigation of the root cause of the failure, it was found that the OEM stainless steel braided air compressor supply line was laying on top of the VPD hydraulic oil suction tube. This unit was in service for over 3 years with the stainless steel braided air Part 573 Safety Recall Report 22V-757 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 compressor supply line in contact with the VPD hydraulic oil suction tube and wore a small hole in the suction tube. This caused air to enter the sealed hydraulic system causing damage to the pump and motor of the VPD. Description of Remedy : Description of Remedy Program : Variable Power Divider (VPD) was installed on Peterbilt 220 chassis and there was not sufficient clearance between the OEM stainless steel braided air compressor supply line and the VPD oil suction tube. Over time, the stainless steel braided air compressor supply line has the potential to wear a hole in the VPD oil suction tube and reduce the ground speed of the vehicle, and/or even possibly damage the stainless steel braided air compressor supply line. How Remedy Component Differs from Recalled Component : Fontaine has created a Field Service Bulletin (FNT-103014025) showing the potential of the OEM stainless steel braided air compressor supply line coming in contact with the VPD hydraulic oil suction tube and instructions for the proper relocation of the airline to prevent contact with the oil suction tube. During the relocation of the airline, we require the repair facility to inspect the airline and oil suction tube for possible damage. When all repairs are completed the repair facility will send an invoice for the material and labor for reimbursement as well as a picture of the repair. Field Service Bulletin includes the Standard Repair Times for each repair if needed. Identify How/When Recall Condition was Corrected in Production : Upon being reworked, the OEM stainless steel braided air compressor supply line is rerouted away from the VPD oil suction tube and secured to the chassis frame with a P-clip, thereby eliminating the risk of either component coming in contact with each other. Recall Schedule : Description of Recall Schedule : Fontaine does not have “Dealers”, however, we will be sending a letter to all of the Elgin Sweeper Company’s dealers with a copy of our Field Service Bulletin showing how to properly inspect and relocate the OEM stainless steel braided air compressor supply line and VPD oil suction tube for damage.
