Infant Seat Webbing May Fail/FMVSS 213 & 209
An infant seat belt with insufficient strength many not properly restrain the occupant, increasing the risk of injury in a crash.

Summary
Columbus Trading-Partners USA, Inc. (CTP) is recalling certain Cybex models Aton, Aton Q, Aton M, Aton 2, and Cloud Q rear facing infant seats. Please refer to CTP’s recall report for specific model details. The design of the webbing for the central seat belt adjuster allows it to fray, which can reduce the strength of the seat belt. As such, these infant seats fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 213, “Child Restraint Systems” and 209, “Seatbelt Assemblies.”
Remedy
CTP/CYBEX will mail owners a replacement central seat belt adjuster strap assembly and installation instructions, free of charge. Owner notification letters are expected to be mailed March 13, 2023. Owners may contact CTP’s customer service at 1-937-415-3215.

National Highway Traffic Safety Administration (NHTSA) Office of Vehicle Safety Compliance (OVSC) notified Columbus Trading Partners (CTP) of a possible noncompliance of the Cybex Aton M child restraint system, model number 518002097, to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 213, “Child Restraint Systems.” (NEF-220Kad)
The child restraint system did not meet the requirements in S5.4.1.2(b)(1) because the adjuster webbing median strength, after being subjected to hex bar abrasion, was below the minimum strength requirement.
CTP/CYBEX and adjuster webbing supplier, Holmbergs, began investigations.
September 20, 2021
CTP/CYBEX responded to NHTSA’s Information Request with findings from internal investigations.
CTP/CYBEX, Holmbergs, and NHTSA continued investigations and meetings to review findings.
February 8, 2022
CTP/CYBEX received a Final Report No. 4807558-024 dated January 14, 2022 verifying that the 1-inch-wide webbing for seats manufactured after November 1, 2020 is compliant to FMVSS S5.4.1.2(b)(1).
July 5, 2022
CTP/CYBEX filed a petition for inconsequential noncompliance based on component test data and crash test data. (Petition 00576)
August 4, 2022
CTP/CYBEX amended the petition with additional information.

supplier of adjuster strap assemblies, Part 573 Safety Recall Report 23C-001 Page 5 The information contained in this report was submitted pursuant to 49 CFR §573 Holmbergs Safety Systems Co., Ltd., produces child restraint safety components for global markets. The adjuster strap assembly manufacturer was responsible for certifying compliance of their components to FMVSS 213. In response to a NHTSA information request, CTP/CYBEX and Holmbergs reviewed the production test reports and determined that the methods used to establish the abraded strength of the adjuster webbing was different from that defined in FMVSS No. 213, S5.4.2.1(b)(1), S5.1(d), Hex Bar Test. Subsequent hex bar testing data of historical samples of adjuster webbing straps were conducted and combined with FY2021 NHTSA Annual Compliance component test results to establish production lots of the 1-inch-wide webbing strap that were compliant and noncompliant. manufactured between June 6, 2017 and November 1, 2020 a remedy kit, free of charge, that includes a replacement central adjuster strap assembly and instructions for its installation. A link to a video demonstrating the removal of the recalled central adjuster webbing and the installation of the replacement central adjuster strap assembly is included with the instructions. 1. CTP/CYBEX will send remedy kits to registered product owners via mail without any action of the owner. 2.
