Summary
Vermeer Manufacturing Company (Vermeer
) is recalling certain 2016-2023 BC700XL brush chipper trailers. The incorrect retention bolt may have been installed in the safety chain assembly.
Remedy
Dealers will install a new retention bolt, free of charge. Owners notification letters were mailed on May 25, 2023. Owners may contact Vermeer customer service at 1-800-829-0051- ext. 7060.

SAFETY CHAINS MAY BECOME DISCONNECTED
During manufacturing, shorter retention bolts than were originally intended may have been installed on affected trailers. If the incorrect bolts were used, the bolts will not properly engage the locking feature of the retaining nuts, which may allow the safety chains to become separated from the drawbar.
DEATH OR SERIOUS INJURY POSSIBLE
Loss of the safety chains may increase the risk of separation of the trailer and tow vehicle, in the event the drawbars on affected trailers fail or become disconnected unexpectedly. Death or serious injury is possible. Property or equipment damage may also occur.
Solution:
IMMEDIATE MACHINE INSPECTION REQUIRED
IK004395 has been created to provide the necessary parts and instructions for the owner to inspect the safety chain retention bolts and to install correct bolts, if necessary. Owners will be instructed to inspect and install correct retention bolts as soon as possible.

were originally intended may have been installed on affected trailers. If the incorrect bolts were used, the
bolts will not properly engage the locking feature of the retaining nuts, which may allow the safety chains to
become separated from the drawbar.
DEATH OR SERIOUS INJURY POSSIBLE. Loss of the safety chains may increase the risk of separation of
the trailer and tow vehicle, in the event the drawbars on affected trailers fail or become disconnected
unexpectedly. Death or serious injury possible. Property or equipment damage may also occur.
IMMEDIATE MACHINE MODIFICATIONS REQUIRED. IK004395 has been created to provide the
necessary parts and instructions for the owner to inspect the safety chain retention bolts and to install
correct bolts, if necessary. Owners will be instructed to inspect and install correct retention bolts as
soon as possible.
Chronology :
03-Mar-23-Shipping employee notified quality of a safety chain coming off when moving machine to prepare for transport. Engineering was contacted and investigated. It was determined the unit had a short 25 mm bolt instead of the required 30 mm installed.
08-Mar-23-Engineering contacted manufacturing engineering to ask why a 25mm bolt was used instead of the 30 mm bolt. Manufacturing began investigating the production line while work was completed to check and update factory inventory to the correct bolt if incorrect bolt was installed. All units were completed and production line replaced bolt inventory with correct bolts.
09-Mar-23-Engineering called Product Safety about the chain coming off and set up a meeting for 20-Mar-23 when those individuals were back in the office.
13-Mar-23 Engineering spent that week reviewing design, warranty, QNFs and possible impact to prepare for the meeting with Product Safety personnel.
20-Mar-23-Product Safety and engineering met to discuss potential hazard. Product Safety then met with Legal to discuss.
22-Mar-23-Determination was made by Product Safety this was a safety recall.

Do not order kits as they will be sent directly to the owners to install. If the report
does not show an owner, the kit will be sent to the dealership for installation.
If you have any questions concerning the installation of IK004395, please contact
the environmental service department.
REIMBURSEMENT
Owner reimbursement: Upon inspection and installation of IK004395, the
following will occur:
๏ท As directed in the letter to owner, complete and return an owner work
completion certificate to safetyform@vermeer.com.
๏ท Upon receipt of the completed owner work completion certificate, product
safety department will mail to the owner a parts Certificate for $50.00USD
to be redeemed at Vermeer dealerships.
When a parts certificate has been redeemed at the dealership, submit a standard
warranty claim referencing SVC2023-079 as the causal part number and attach
a copy of the parts certificate. Add the parts certificate to the โother chargesโ tab
as a new item line. Dealers are not eligible to receive the parts certificate for
machines in dealer inventory.
Dealer assisting owners: If the dealer assists owner with the inspection and
installation, dealer will be reimbursed 0.5-hour labor. Dealer must submit
standard warranty claim attaching the work completion certificate referencing
SVC2023-079 in causal part number field.
Dealer inventory: If the machine is in dealer inventory, once work completion
certificate form has been completed and returned to safetyform@vermeer.com,
submit a standard warranty claim for 0.5 hour refencing SVC2023-079 as the
causal part number and attached the work completion certificate form.
Note: Future notices to dealers and owners are dependent upon the receipt of
warranty claims/work completion certificate.
OWNER NOTIFICATION
Sample letter: Included at the end of this bulletin is a sample letter which will be
sent by Vermeer Corporation directly to the owners on or about May 25, 2023, via
USPS certified/registered mail. The letter will include:
1. 2 bolts and 2 nuts for their brush chipper.
2. Kit instructions.
3. Owner work completion certificate that is included in the owner letter.

Purpose: Vermeer has decided that a defect that relates to motor vehicle safety exists in certain model year
2021 โ 2023 Vermeer BC700XL brush chippers.
SAFETY CHAINS MAY BECOME DISCONNECTED. During manufacturing, shorter retention bolts than
were originally intended may have been installed on affected trailers. If the incorrect bolts were used, the
bolts will not properly engage the locking feature of the retaining nuts, which may allow the safety chains to
become separated from the drawbar.
DEATH OR SERIOUS INJURY POSSIBLE. Loss of the safety chains may increase the risk of separation of
the trailer and tow vehicle, in the event the drawbars on affected trailers fail or become disconnected
unexpectedly. Death or serious injury possible. Property or equipment damage may also occur.
IMMEDIATE MACHINE MODIFICATIONS REQUIRED. IK004395 has been created to provide the
necessary parts and instructions for the owner to inspect the safety chain retention bolts and to install
correct bolts, if necessary. Owners will be instructed to inspect and install correct retention bolts as
soon as possible.
Please be reminded that it is a violation of federal law for you to sell or lease the machines covered by this
notification until this recall has been performed on these machines. Substantial civil penalties apply to
violations of this law.

Shutdown Procedure:
Stopping the machine
NOTICE: For your safety and the safety of others, use the
shutdown procedure before working on the machine for any
reason, including servicing, cleaning, unclogging, inspecting
or transporting the chipper.
A variation of this procedure may be used if so instructed
within this manual, or if an emergency requires it.
1. Return upper feed control bar to neutral.
2. Reduce engine speed to idle and cutter disc will
disengage.
Whenever practical and safe, allow engine to idle for one to
five minutes before shutting down after operating at full power.
Please consult machineโs engine manual for details.
3. Shut off engine and remove key.
4. Wait for cutter disc and belt to stop.
NOTICE: Cutter disc rotation can be checked by looking
through the viewing slots (1) on belt housing shield. Cutter
disc will continue to turn for a short time after engine has
stopped.
5. Close and latch feed table.
Unless indicated, new parts from kit have callouts with numbers. Callouts with letters indicate
existing parts or general items.
WARNING: Failure to use shutdown procedure can result in unexpected
hazard(s). Death or serious injury could result due to entanglement, crushing,
cutting, or other hazardous contact. Follow shutdown procedure after
operating, before performing any service or maintenance, and before
transporting.

Procedure 1:
1. Follow shutdown procedure.
2. Remove old screw (A) and nut (B) that connect safety
chain to hitch mount. Repeat on opposite side.
3. Use new screw (1) and nut (2) to reattach chain to hitch
mount. Repeat on opposite side.
When assembled correctly, the screw will have threads visible
past the nut.
4. Remove Figure 1 and attach to the invoice or place in the
manual storage box so unit owner can place with existing
parts manual.

08-Mar-23-Engineering contacted manufacturing engineering to ask why a 25mm bolt was used instead of the 30 mm bolt. Manufacturing began investigating the production line while work was completed to check and update factory inventory to the correct bolt if incorrect bolt was installed. All units were completed and production line replaced bolt inventory with correct bolts.
09-Mar-23-Engineering called Product Safety about the chain coming off and set up a meeting for 20-Mar-23 when those individuals were back in the office.
13-Mar-23 Engineering spent that week reviewing design, warranty, QNFs and possible impact to prepare for the meeting with Product Safety personnel.
20-Mar-23-Product Safety and engineering met to discuss potential hazard. Product Safety then met with Legal to discuss.
22-Mar-23-Determination was made by Product Safety this was a safety recall.
17-Apr-23-Discussion occurred between Product Safety, Compliance and Engineering around allowing owners to inspect and install this kit. It was determined there was no torque values or other specific instructions that would require dealers to install. Owners will be sent the bolts and reimbursed for their time to inspect and/or install the kit. Description of Remedy Program : Vermeer will prepare field remedy kits which will include the necessary
parts and instructions to resolve safety issues. These field remedy kits will be provided to owners to install. Upon inspection and/or installation and receipt of Work Completion Certificate (WCC), owners will be reimbursed for the parts and labor. Parts certificates for $50 USD will be sent to owners after receiving the WCC. Owners will be notified of the potential safety risk and available field remedy kit by letter according to the product database records maintained by Vermeer Corporation. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The remedy retention bolt is the correct length according to the machineโs Bill of Material. The recalled retention bolt is shorter than the correct retention bolt used in production.

Description of Remedy :
Description of Remedy Program : Vermeer will prepare field remedy kits which will include the necessary
parts and instructions to resolve safety issues. These field remedy kits will be provided to owners to install. Upon inspection and/or installation and receipt of Work Completion Certificate (WCC), owners will be reimbursed for the parts and labor. Parts certificates for $50 USD will be sent to owners after receiving the WCC. Owners will be notified of the potential safety risk and available field remedy kit by letter according to the product database records maintained by Vermeer Corporation. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The remedy retention bolt is the correct length according to the machineโs Bill of Material. The recalled retention bolt is shorter than the correct retention bolt used in production.
Production assembly line was retrained. All inventory on the production line was updated to the correct bolt only on 08-Mar-23. Recall Schedule :
