Summary
Harley-Davidson Motor Company (Harley-Davidson
) is recalling certain 2023 FLHXSE and FLTRXSE motorcycles. The rear brake line may not be secured properly, allowing it to chafe against the exhaust pipe, which can result in a brake fluid
leak.
Remedy
Dealers will replace the rear brake line clamp, free of charge. Owner notification letters were mailed October 19, 2023. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson

Purpose for Service Bulletin
This bulletin informs dealers that Harley-Davidson has learned that certain 2023 CVO Street Glide (FLHXSE) or Road Glide (FLTRXSE) model motorcycles may not have the rear brake line properly retained in a lower frame rail clamp, which may allow the brake line to contact the exhaust. Contact between the brake line and the exhaust could, over time, lead to a hole in the brake line and a loss of rear brake fluid
. If brake loss remains undetected, rear braking may be compromised, increasing the risk of a crash.

09/07/2023 – 09/13/2023 – The TSC met two times to review additional information. Available data shows that there are 3 field reports related to this condition. We are not aware of any crashes or injuries associated with this condition.
09/13/2023 – Upon completion of the investigation, TSC escalated the matter to H-D’s Field Action Committee (FAC) for further consideration.
09/19/2023 – The FAC reviewed the TSC’s findings and analysis and escalated the matter to H-D’s Executive Decision Authority (EDA).
09/27/2023 – Based upon the information developed during the investigation, the EDA authorized a voluntary recall to address this condition.

We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall (Campaign 0184) all affected motorcycles. The remedy is to first confirm that the motorcycles are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1610 (the “Bulletin”). As part of Campaign 0184, any affected brake lines (P/N 41800890) in your service parts inventory must also be remedied. The bulletin outlines the repair and credit procedures for the recall update, and additional relevant information. The recall kit (part number 91500116) will be used for Recall 0184.
