Tire Sidewall May Have Puncture/FMVSS 139

Summary
Sumitomo Rubber USA, LLC (Sumitomo) is recalling certain Falken Wildpeak AT3W with size 265/70R17 115T and Wildpeak HT02 with size LT235/85R16 120/116S tires. Due to a manufacturing error, the tires may have a puncture in the sidewall and leak air. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 139, “New Pneumatic Radial Tires for Light Vehicles.”
Remedy
Dealers will replace the affected tires, free of charge. Owner notification letters are expected to be mailed January 11, 2024. Owners may contact Sumitomo customer service at 1-877-763-0416.

Chronology of Defect Determination
Friday, Oct 20, 2023: Sumitomo Rubber North America, Inc. (โSRNAโ) learned from a distributor of three separate consumer complaints alleging air loss in newly installed tires involving three Falken WildPeak AT3W tires (265/70R17 115T) (โAT3W Tiresโ). SRNA notified the manufacturing plant Sumitomo Rubber USA (SRUSA).
Oct 21 โ Nov 1, 2023: SRUSA and SRNA investigated the complaints. SRUSA obtained and analyzed the tires involved in the consumer complaints. SRUSA determined that the suspect tires were manufactured the 30th to 34th weeks of 2023. SRNA initiated an inventory freeze of AT3W Tires manufactured in that timeframe, while SRUSA continued to investigate the issue. SRNA requested that the distributor that provided the complaints freeze its inventory of potentially affected tires while SRUSA continued to investigate.
Nov 2 โ Nov 30, 2023: SRUSAโs investigation discovered a potential manufacturing concern on a single specific curing press, which could cause a puncture of the tire during the post-cure inflation. The investigation determined that certain Wildpeak HT02 tires (LT235/85R16 120/116S) manufactured the 26th to 29th weeks of 2023 (โHT02 Tiresโ) had the same puncture condition. SRUSA confirmed the puncture condition only affected tires cured in the specific press identified by specific mold numbers within the DOT weeks those molds ran in that press location. Records confirmed the press was repaired on 8/22/23; but this issue was thought isolated at the time to tires contained within the plant. SRNA initiated an inventory freeze on the HT02 Tires. SRUSA escalated the issue to its parent company Sumitomo Rubber Industries, Ltd. (โSRIโ).
Nov 30, 2023: Based on the consumer complaints and its internal investigation, SRIโs Quality Assurance Department determined that affected tires may not comply with FMVSS 139.
As of the date of this filing, there have been no reports of injuries or vehicle damage related to this condition.

Description of the Safety Risk : The tires may not meet the performance requirements in S6 of Federal Motor Vehicle Safety Standard No. 139. Affected tires containing a puncture penetrating the tire inner liner may quickly leak air upon mounting leading to a flat tire. Loss of air under certain conditions could increase the risk of a crash.
Description of the Cause : A broken component of the curing press could potentially puncture tires at exit from curing press. The curing press has been repaired. Identification of Any Warning

Description of Remedy :
Description of Remedy Program : Known tire owners will be contacted and asked to bring their vehicle/tires
to an authorized dealer for replacement at no cost. Owners who registered their tires will be notified directly by mail. For those owners who did not register their tires, SRUSA will work with its distributors to obtain owner information, where available. This program to provide remedy tires without charge to the owner will be conducted through July 22, 2024.
Dealers performing the replacement of recalled tires will be notified of their responsibilities in accordance with 49 CFR 573.6(c)(9). All subject tires remain under the manufacturer’s warranty. Therefore, pursuant to 49 CFR 577.11(e), SRUSA requests an exemption from the reimbursement plan requirements. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : Replacement tires will be tires manufactured using a properly operating curing press.
The curing press component was repaired on August 23, 2023. In addition, inspection of the component was added to the preventive maintenance schedule for all curing presses and mold change instructions. Recall Schedule :
Description of Recall Schedule : All known customers, distributors and dealers will receive notification of
the recall, instructions on how to identify the subject tires, information regarding the removal of the subject tires from service, and instructions on the return and disposal of the subject tires.
