Summary
ZF North America, Inc. (ZF) is recalling certain park brake actuation air brake systems equipped with Haldex inversion relay valves, part numbers 9718990020 and RKN28032. An internal piston in the inversion valve may fail, delaying the engagement of the parking brake. As such, these valves fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 121, “Air Brake Systems.”
Remedy
ZF will replace aftermarket equipment, free of charge. Affected vehicle manufacturers will determine the appropriate remedy for their vehicles. Owners may contact ZF customer service at 1-734-416-6200.

Chronology Related to Haldex IRV Non-compliance Report
January 2023 – May 2023: Spartan Fire notified ZF of a potential intermittent delay when applying the parking brake in certain vehicles. ZF jointly investigated the potential issue with Spartan, including engineering analysis and inspection / analysis of affected parts. Initially, the investigation focused on excess grease. Parts were tested to established supplier test parameters, which did not address delay timing. On-site testing of instrumented vehicles began in March of 2023. ZF subsequently created a test bench protocol to replicate valve release, and initiated analysis and reviews with the valve supplier, Haldex
, to further understand the problem.
June 2023 – July 2023: Haldex implemented 100% end-of-line testing for park brake (valve) application timing. This test replicated the vehicle application and ensured any parts being supplied were released within the required time.
August 2023 – September 2023: Collaborative root cause investigation efforts between Spartan, ZF, and Haldex identified the main piston as shifting slow on suspect parts.
September 17, 2023: Spartan initiated a non-compliance recall of 659 vehicles containing suspect Haldex valves (23V-631).
September 2023 – December 2023: Detailed dimensional reviews of returned parts from Spartan Fire identified the main piston concentricity of three different O-Ring grooves as the likely cause of the slower release valves. ZF also visited Haldex
to confirm their processes and current controls for testing valves, to evaluate concentricity concerns, and to review interim corrective actions for valve machining.
November 2023: ZF notified DTNA of the Spartan Fire recall and that similar components had been supplied to DTNA.
December 2023: ZF informally provided information NHTSAโs Recall Management Division related to the Spartan Fire recall.
January 2024: DTNA initiated a related non-compliance recall of 149 vehicles containing suspect Haldex valves (24V-013). Following DTNA’s recall, NHTSA contacted ZF and requested that ZF submit a defect information report based on the non-compliance decision of two vehicle manufacturers (Spartan and DTNA).
February 2024: Air brake systems under FMVSS No. 121 are certified by the vehicle manufacturer based on their complete system. ZF does not have certification obligations relative to FMVSS No. 121, nor does ZF have sufficient information form its vehicle manufacturer customers to determine compliance of their vehicles. Although ZF has not determined that a non-compliance or safety-related defect exists in the subject parking brake actuation systems, ZF is providing this defect information report under 49 CFR 573.3(f) in the interest of cooperating with NHTSA following the non-compliance reports of Spartan and DTNA. To date, ZF has not received any reports of accidents or injuries related to the recalled vehicles, or the vehicles of other manufacturers in which the subject inversion relay valves are installed.

Descriptive Information : ZF makes this submission based on the recall of vehicles by Spartan Fire, LLC (23V-631) and DTNA (24V-013) that incorporate certain Haldex
inversion relay valves within the park brake actuation air brake system, supplied by ZF. As reported by Spartan Fire
and DTNA, air brake systems built with these Haldex
inversion valves may cause the park brake engagement on certain vehicles to be intermittently delayed.
The total number of potentially affected parts specified herein is the number of parts ZF supplied to the recalling vehicle manufacturers that were manufactured within the identified suspect production dates, as well as parts sold by ZF on the aftermarket. The relevant ZF part number is 9718990020, supplied to Spartan Fire and DTNA, and RKN28032, supplied to the aftermarket. Description of the Safety Risk : As reported by Spartan Fire and DTNA, an intermittent delay in park brake
engagement could increase the risk of a vehicle rollaway.

Description of Remedy Program : ZF is providing this information report in accordance with 49 CFR 573.3
(f). ZF refers to the vehicle manufacturers’ respective filings for details about their respective remedy programs. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : FMVSS 121 is a vehicle-level standard that ZF does not certify to. Nevertheless, in light of the decisions made by Spartan Fire and DTNA to conduct non-compliance recalls, and because same or similar parts were sold by ZF in the aftermarket, ZF will conduct a voluntary recall campaign under these circumstances that will cover replacement parts that ZF supplied into the replacement market through independent distributors.
As described by Spartan Fire, the inversion relay valves that will be used to replace the recalled components have either been through the supplier’s inspection process to identify the potential defect, or an improved piston machining process was utilized in their manufacture. Remedy inversion relay valves also exhibit a specific marking on the data tag.
Haldex improved clamping on parts to avoid movement during the piston machining process. Haldex
has also developed and implemented an offline inspection process. Recall Schedule :
Description of Recall Schedule : ZF refers to the vehicle manufacturers’ non-compliance reports for
details regarding their respective recall notification schedules. ZF will notify its distributor/dealer customers of ZF’s decision to conduct a voluntary recall campaign for replacement parts in accordance with the Planned Dealer Notification dates listed herein. ZF will work with those customers to identify and notify owners of replacement parts.
