July 17, 2019 NHTSA CAMPAIGN NUMBER: 19E045000
Loss of Hydraulic Steering Assist
A loss of hydraulic steering assist can increase the risk of a crash.
NHTSA Campaign Number: 19E045
Manufacturer Reyco Granning
Components SUSPENSION
Potential Number of Units Affected 426
Summary
Reyco Granning (Reyco

Remedy
Reyco will notify manufacturers, and dealers will install a new shock mount bolt and nut, hardened washer, and shims to keep the shocks secured, free of charge. The recall began July 18, 2019. Owners may contact Reyco

Purpose: To provide instruction for inspection and repair of the effected joint.
Please Read the Entire Tech Tip Before Proceeding With Any Work. Follow industry standards regarding safety equipment and procedures.
Inspection and Repair should be conducted immediately.
Tools Needed:
- 5/8โ hex (Allen) drive socket. Example Snap-On item # SA20E
- ยฝโ or ยพโ drive torque wrench โ 250 ft-lbs capable
- ยฝโ or ยพโ breaker bar
- ยฝโ drive, 12โ long extension
- 1 1/16โ box end wrench or similar torque drive adaptor for a socket.
Parts: Kit #K715180 that includes the following:
(2) 714189-01 โ Long Spacers
(2) 714190-01 โ Short Spacers
(2) 715176-01 โ Socket head bolts
(2) 710356-01 โ Ny-lock nuts
Also include in the above kit are shims to address any variations in the width of cradle pocket (reference Step 2 and 5 below).
(2) 714198-01 โ 0.020โ Shim
(2) 714199-01 โ 0.032โ Shim
(2) 714200-01 โ 0.062โ Shim
(3) 714201-01 โ 0.125โ Shim
(1) 715181-01 โ โGo-No Goโ Gage for use in Step 2.
Replacement:
- Remove and discard upper shock absorber eyelet hardware (nut, bolt, and spacers).
- Use the 715181-01 โGo-No Goโ Gage to check the width of the pocket near the bolt holes.
- If the gage slips into the pocket, then the pocket is too wide and a shim will be needed to close the gap.
- If needed, add shims between one of the spacers and the pocket inside face during reassembly such that the gap between the spacer and the pocket wall is minimized. Use one of the 0.062 shims (#714200-01) if necessary to check that the gap is less than 0.062โ (Placing the shims against either the front or rear mount is acceptable).
- Install new hardware including spacers and shims from kit #K715180 as shown below.
- Note: One 714201-01 shims must be installed under the head of eachย ย ย ย 715176-01 Bolt.
- Assembly tip: Insert bolt through the rear tab enough to hang needed shims and short spacer, place shock in position, advance bolt to engage shock, position long spacer, push bolt through front tab, and install nut.
- Using a socket extension thru the access holes in the cradle, torque the head of the bolt to between 245 and 260 ft-lbs while holding the nut with a wrench.
- Repeat Steps 1 through 4 on the opposite side.
Labor Allowance: 0.7 hr not to exceed $85.00.

IMPORTANT SAFETY RECALL NOTICE
7/18/2019
Mr. Wesley Chestnut
Manager, Product Safety and Compliance
Spartan Motors, Inc
1541 Reynolds Rd
Charlotte, MI 48813
Subject: Potential for loose upper shock mount on Fire Truck Independent Front Suspensions
Reyco Granning LLC has decided that a defect which relates to motor vehicle safety exists in Fire Truck Independent Front Suspension (FT IFS) modules manufactured by Reyco
Granning from December 01, 2014 to July 01, 2019.
What is the issue?
Reyco Granning has learned that FT IFS modules manufactured during the affected timeframe could have loose upper shock joints. If loose upper shock joints are not detected, they may eventually separate from their mating part, which could result in collateral damage including loss of steering assist. Reyco
Granning has notified NHTSA of this condition. This recall notice applies to FT IFS modules which have been identified as being purchased from Reyco
Granning by your company within the timeframe listed above. A list of the serial numbers of FT IFS modules manufactured within the affected timeframe and sold by Reyco
Granning to your company is attached as Exhibit A in the individual OEM letter of notification.
What are we asking your company to do?
Reyco Granning recommends that impacted OEMs conduct their own safety-related defect determination with respect to the vehicles in which the affected FT IFS units were installed, and that the impacted OEM file its own defect information report with NHTSA under 49 CFR Sections 573.3(f) and 573.6.
We also recommend that impacted OEMs conduct a recall of the vehicles in which it installed affected FT IFS units, so that they can have the hardware in the upper shock pocket replaced. Inspection and repair procedures are described in the attached Service Bulletin.
What will we do?
Reyco Granning will support the inspection and repair effort as set forth in the attached Service Bulletin, and is ready to begin that support immediately. Please review the Service Bulletin attached to this letter, which addresses:
- Proper Correction Method
- Authorized Labor Allocation
- Inspection Tools Required
- Repair Tools Required
- Inspection and Repair Instructions
As you are aware, it is a violation of Federal law to deliver any of the FT IFS modules covered by this recall notice, or vehicles incorporating such modules, under a sale or lease until the identified defect is remedied.
Thank you for your prompt attention regarding this important matter. Please contact me at (417) 461-4762 with any questions or concerns.
Sincerely,
Will Seeger
