Summary
Daimler Trucks North America LLC (DTNA) is recalling certain 2017-2020 Saf-T-Liner C2 school buses equipped with Detroit DD5 engines and Allison transmissions. The Flex-Plate/Torque Converter fasteners may have been insufficiently tightened.
Remedy
DTNA will notify owners, and dealers will inspect and tighten the fasteners, as necessary, free of charge. The recall began November 19, 2019. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL-828.

General Information
Daimler Trucks North America LLC, on behalf of its wholly owned subsidiary, Freightliner
Custom Chassis Corporation, is initiating recall FL828 to modify the vehicles mentioned above.
There are approximately 676 vehicles involved.
On certain school buses, the torque convertor bolts may come loose and lodge in the starter, which could disable the school bus and result in an evacuation in an uncontrolled traffic situation, increasing the risk of an injury.
The torque convertor bolts, located at the engine/transmission mating point, will be replaced as necessary. Repairs will be performed by Daimler Trucks North America authorized service facilities.
Additional Repairs
Dealers must complete all outstanding Recall and Field Service campaigns prior to the sale or delivery of a vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.

IMPORTANT: When the Recall has been completed, locate the base completion label in the appropriate location on the vehicle, and attach the red completion sticker provided in the recall kit (Form WAR260). If the vehicle does not have a base completion label, clean a spot on the appropriate location of the vehicle and first attach the base completion label (Form WAR259). If a recall kit is not required or there is no completion sticker in the kit, write the recall number on a blank sticker and attach it to the base completion label.
Claims for Credit
You will be reimbursed for your parts, labor, and handling (landed cost for Export Distributors) by submitting your claim through the Warranty system within 30 days of completing this campaign. Please reference the following information in OWL:
- Claim type is Recall Campaign.
- In the Campaign field, enter the campaign number and appropriate condition code (FL828A).
- In the Primary Failed Part Number field, enter 25-FL828-000.
- In the Parts field, enter the appropriate part number(s) as shown in the Replacement Parts Table.
- In the Labor field, first enter the appropriate SRT from the Labor Allowance Table. Administrative time will be included automatically as SRT 939-6010A for 0.3 hours.
- The VMRS Component Code is F99-999-005 and the Cause Code is A1 – Campaign.
- U.S. and Canada — Reimbursement for Prior Repairs. When a customer asks about reimbursement, please do the following:
- Accept the documentation of the previous repair.
- Make a brief check of the customerโs paperwork to see if the repair may be eligible for reimbursement. (See the “Copy of Owner Letter” section of this bulletin for reimbursement guidelines.)
- Submit an OWL Recall Pre-Approval Request for a decision.
- Include the approved amount on your claim in the Other Charges section.
- Attach the documentation to the pre-approval request.
- If approved, submit a based on claim for the pre-approval.
- Reimburse the customer the appropriate amount.
IMPORTANT: OWL must be viewed prior to performing the recall to ensure the vehicle is involved and the campaign has not been previously completed. Also, check for a completion sticker prior to beginning work.

Export Distributors: Excess inventory is not returnable.

Please note that the National Traffic and Motor Vehicle Safety Act, as amended (Title 49, United States Code, Chapter 301), requires the ownerโs vehicle(s) be corrected within a reasonable time after parts are available to you. The Act states that failure to repair a vehicle within 60 days after tender for repair shall be prima facie evidence of an unreasonable time. However, circumstances of a particular situation may reduce the 60 day period. Failure to repair a vehicle within a reasonable time can result in either the obligation to (a) replace the
vehicle with an identical or reasonably equivalent vehicle, without charge, or (b) refund the purchase price in full, less a reasonable allowance for depreciation. The Act further prohibits dealers from selling a vehicle unless all outstanding recalls are performed. Any lessor is required to send a copy of the recall notification to the lessee within 10 days. Any subsequent stage manufacturer is required to forward this notice to its distributors and retail outlets within five working days.

NOTE: Detroit Diesel Tool DDE W904589046300 is required to rotate the engine.
Torque Convertor Bolt Replacement
- Inspect the base label (Form WAR259) for a campaign completion sticker for FL828 (Form WAR260). If a sticker is present for campaign FL828, no work is needed. If there is no sticker, proceed with the steps below.
- Park the vehicle on a level surface, shut down the engine, and apply the parking brake. Chock the tires.

When working on the vehicle, shut down the engine, set the parking brake, and chock the tires. Before working under the vehicle, always place jack stands under the frame rails to ensure the vehicle cannot drop. Failure to follow these steps could result in serious personal injury or death.
- If the vehicle is raised, use jack stands to support the vehicle when working underneath it.
- Disconnect the negative battery cables at the batteries.
- Remove the four battery cable clamps at the bottom of the flywheel housing to gain access to the flywheel and torque converter bolt covers. See Fig. 1. Set the battery cable clamps aside.
- Move the battery cables away from the access covers.
- Remove the access covers. See Fig. 1 and Fig. 2.
- Install the engine barring tool (Detroit Diesel Tool DDE W904589046300) to rotate the engine. See Fig. 3 for an example of the engine barring tool.
- Rotate the engine to the first bolt in the inspection cover opening.
- Use a marker to make a mark on the adaptor ring to identify the starting point.
- With a hand ratchet and socket only, remove the torque convertor bolt. Take note if the bolt feels like it is cross-threaded when turning the socket. Once it is removed, check the thread condition of the bolt. If the bolt was cross-threaded, chase the threads in the torque convertor with an M10x1.5, first with a starting tap and then a bottoming tap, before installing the new bolt. If the torque convertor threads cannot be repaired, or you find significant additional damage, replace the torque convertor. (Only 2% of the population is expected to need the torque convertor replaced.)
- Install the new bolt. Tighten the torque convertor bolts 46ยฑ3 lbfยทft (62ยฑ4 Nยทm). Ensure that the bolt starts straight before tightening. If the bolt will not tighten, replace the torque convertor.
- Using the barring tool installed earlier, rotate the engine to the next torque convertor bolt viewable in the access hole and repeat step 11.
- Continue rotating the engine with the barring tool and check each torque convertor bolt for cross-threading until the engine is rotated back to the mark made earlier on the adaptor ring.
- Remove the barring tool.
- Install both access covers.
- Install the four battery cable clamps removed earlier. See Fig. 1.
- Connect the negative battery cables.
- Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL828 (FormWAR260) indicating this work has been completed.

If the torque converter bolts are loose or cross threaded, bolts may fall into the flywheel housing. The
loose bolts may lead to illumination of the CEL, damage to the flex plate, or become lodged into the
starter, which could result in a disabled school bus and result in a school bus evacuation procedure in an
uncontrolled traffic situation, increasing the risk of an injury.

Chronology of Defect / Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the
noncompliance decision.:
March 2019, DTNA received two reports from the field of loose fasteners in the flywheel housing that
resulted in the school buses becoming disabled. The issue was communicated to the chassis plant
requesting an inspection to identify potential scope. March to April 2019, the Chassis plant performed an
inspection of 183 school bus chassis, still on the premises before being shipped to Thomas Built Buses.
The inspection revealed that on certain school buses, the specified torque process might not have been
followed, so proper torque cannot be guaranteed. April 2019, the chassis plant improved the parts and
tooling for proper torqueing of the Flex-Plate/Torque Converter fasteners. May 2019 -August 2019,
DTNA was notified of three additional reports from the field. These reports raised concerns about school
buses shutting down while transporting children with potential of being transferred to another vehicle in
an uncontrolled environment. A warranty seek was reviewed to determine the scope of the issue. The
review indicated an elevated failure rate on Thomas Built Buses Saf-T-Liner C2 School buses configured
with a Detroit DDS Engine and an Allison Transmission. DTNA therefore concluded that the issue was
limited to these vehicles with this particular configuration. September 2019, DTNA with an abundance of
caution, decided to conduct a voluntary recall campaign on certain school buses that may have
incorrectly torqued Flex-Plate/Torque Converter fasteners.
Identify the Remedy
Describe the defect/noncompliance remedy program, including the manufacture’s plan for
reimbursement.
The Flex Plate/Torque Converter fasteners will be inspected and repaired if necessary on the identified
School buses. Repairs will be performed by Daimler Trucks North America authorized service facilities.

an uncontrolled environment. A warranty seek was reviewed to determine the scope of the issue. The
review indicated an elevated failure rate on Thomas Built Buses Saf-T-Liner C2 School buses configured
with a Detroit DDS Engine and an Allison Transmission. DTNA therefore concluded that the issue was
limited to these vehicles with this particular configuration. September 2019, DTNA with an abundance of
caution, decided to conduct a voluntary recall campaign on certain school buses that may have
incorrectly torqued Flex-Plate/Torque Converter fasteners. October 7, 2019, certain vehicles within the
date range had been inspected as part of the investigation. Subsequently it was determined that a
subset of them may not have been inspected correctly and therefore, with an abundance of caution,
DTNA is adding these vehicles back to the recall population.
Identify the Remedy
Describe the defect/noncompliance remedy program, including the manufacture’s plan for
reimbursement.
The Flex Plate/Torque Converter fasteners will be inspected and repaired if necessary on the identified
School buses. Repairs will be performed by Daimler Trucks North America authorized service facilities.
Customer notification will be done by first class mail using Daimler Trucks North America records to
determine the customers affected.

Sur certains autobus scolaires, les boulons du convertisseur de couple peuvent se desserrer et se loger dans le

Remplacement des boulons du convertisseur de couple
1. Examinez lโรฉtiquette de base (formulaire WAR259) pour voir si elle comporte un autocollant de parachรจvement
pour le rappel FL828 (formulaire WAR260). Si un autocollant pour la campagne FL828 est prรฉsent,
aucune intervention nโest requise. Si aucun autocollant nโest prรฉsent, passez aux รฉtapes suivantes.
2. Stationnez le vรฉhicule sur une surface de niveau, coupez le moteur et engagez le frein de stationnement.
Calez les roues.
DANGER
Lorsque vous effectuez lโentretien du vรฉhicule, garez le vรฉhicule, coupez le moteur, serrez les freins de
stationnement et calez les roues. Avant de travailler sous le vรฉhicule, placez toujours des chandelles
sous le longeron de cadre de chรขssis pour empรชcher le vรฉhicule de tomber. Le fait de ne pas suivre ces
recommandations peut entraรฎner des blessures corporelles graves ou la mort.
3. Si le vรฉhicule est soulevรฉ, utilisez des chandelles pour supporter le vรฉhicule tandis que vous travaillez en
dessous.
4. Dรฉbranchez le cรขble de la borne nรฉgative (-) de la batterie.
5. Retirez les quatre serre-cรขbles de batterie au bas du carter du volant dโinertie, afin dโaccรฉder aux capuchons
des boulons du volant dโinertie et du convertisseur de couple. Reportez-vous ร la figure 1. Mettez de
cรดtรฉ les serre-cรขbles de la batterie.
6. รloignez les cรขbles de la batterie des couvercles dโaccรจs.
7. Retirez les couvercles dโaccรจs. Reportez-vous ร la figure 1 et ร la figure 2.
8. Installez le levier de rotation du moteur (outil Detroit Diesel DDE W904589046300) pour faire tourner le moteur.
Reportez-vous ร la figure 3 pour un exemple de levier de rotation du moteur.
9. Faites tourner le moteur jusquโร ce que le premier boulon apparaisse dans lโouverture du couvercle
dโinspection.
10. Utilisez un marqueur pour faire une marque sur la bague dโadaptation, afin dโidentifier le point de dรฉpart.
11. ร lโaide dโune clรฉ ร cliquet et dโune douille uniquement, retirez le boulon du convertisseur de couple. Lorsque
vous tournez la douille, notez si vous avez lโimpression que le filet du boulon est faussรฉ. Une fois quโil
est retirรฉ, vรฉrifiez lโรฉtat du filet du boulon. Si le filet du boulon est faussรฉ, ravivez les filets usรฉs du convertisseur
de couple avec un M10x1,5, dโabord avec un taraud รฉbaucheur, puis un taraud finisseur, avant
dโinstaller le nouveau boulon. Si les filets du convertisseur de couple ne peuvent pas รชtre rรฉparรฉs ou si
vous constatez des dommages supplรฉmentaires importants, remplacez le convertisseur de couple. (Seul un
petit pourcentage de la population (2 %) des convertisseurs de couple aura besoin dโรชtre remplacรฉe.)
12. Installez le nouveau boulon. Serrez les boulons du convertisseur de couple ร un couple de 62ยฑ4 Nยทm (46ยฑ3
lbfยทpi). Assurez-vous que le boulon sโengage bien droit avant de commencer ร serrer. Si le boulon ne se
serre pas correctement, remplacez le convertisseur de couple.

13. ร lโaide du levier de rotation de moteur installรฉ prรฉcรฉdemment, faites tourner le moteur jusquโร ce que le
boulon du convertisseur de couple suivant soit visible dans le trou dโaccรจs , puis rรฉpรฉtez lโรฉtape 11.
14. Continuez ร faire tourner le moteur ร lโaide du levier de rotation de moteur, puis vรฉrifiez quโaucun boulon du
convertisseur de couple ne soit faussรฉ, jusquโร ce que le moteur soit tournรฉ dโun tour complet et revienne ร
la marque faite prรฉcรฉdemment sur la bague dโadaptation.
15. Retirez le levier de rotation de moteur.
16. Remettez les deux couvercles dโaccรจs en place.

Informaciรณn general
Daimler Trucks North America LLC (DTNA), a nombre de su subsidiaria de total propiedad, Freightliner
Custom
Chassis Corporation, estรก comenzando una llamada a reparaciรณn FL828 para modificar los vehรญculos arriba
mencionados.
Hay aproximadamente 676 vehรญculos involucrados.
En ciertos autobuses escolares, los pernos del convertidor de par pueden aflojarse y alojarse en el arrancador,

Reemplazo del perno del convertidor de par
1. Inspeccione la etiqueta base (Formulario WAR259) para observar si existe una etiqueta de terminaciรณn de
campaรฑa correspondiente a la campaรฑa FL828 (Formulario WAR260). Si hay una etiqueta de la campaรฑa
FL828, no es necesario que se realice el trabajo. Si no hay una etiqueta, continรบe con los pasos a continuaciรณn.
2. Estacione el vehรญculo en una superficie a nivel, pare el motor y ponga los frenos de estacionamiento. Bloquee
las ruedas.
DANGER
Al trabajar en el vehรญculo, estaciรณnelo, pare el motor, ponga los frenos de estacionamiento y bloquee
los neumรกticos. Antes de realizar trabajos debajo del vehรญculo, coloque siempre torres de soporte bajo
los rieles del bastidor para asegurar que el vehรญculo no se caiga. No seguir estos pasos puede ocasionar
lesiones personales graves o la muerte.
3. Si se levanta el vehรญculo, use torres de soporte para soportar el vehรญculo cuando trabaje debajo de รฉl.
4. Desconecte los cables negativos de las baterรญas.
5. Retire las cuatro abrazaderas del cable de la baterรญa en la parte inferior de la carcasa del volante para acceder
a las cubiertas de los pernos del volante y del convertidor de par. Vea la Figura 1. Ponga las
abrazaderas del cable de la baterรญa a un lado.
6. Aleje los cables de la baterรญa de las cubiertas de acceso.
7. Retire las cubiertas de acceso. Vea la Figura 1 y la Figura 2.
8. Instale la herramienta de bloqueo del motor (Herramienta Detroit Diesel DDE W904589046300) para girar
el motor. Vea la Figura 3 para ver un ejemplo de la herramienta de bloqueo del motor.
9. Gire el motor hasta el primer perno de la abertura de la cubierta de inspecciรณn.
10. Utilice un marcador para hacer una marca en el anillo adaptador para identificar el punto de partida.
11. Con solo un trinquete de mano y una llave tubular, quite el perno del convertidor de par. Tenga en cuenta si
el perno tiene la sensaciรณn de estar enroscado en cruz al girar la llave tubular. Una vez retirado, compruebe
el estado de la rosca del perno. Si el perno estaba con rosca cruzada, antes de instalar el nuevo
perno, siga las roscas del convertidor de par con un M10x1,5, primero con una llave de arranque y luego
con una llave de fondo. Si no se pueden reparar las roscas del convertidor de par o si se encuentran daรฑos
adicionales significativos, sustituya el convertidor de par. (Se espera que sรณlo un pequeรฑo % de la poblaciรณn
(2%) necesite que se sustituya el convertidor de par).
12. Instale el nuevo perno. Apriete los tornillos del convertidor de par a 46ยฑ3 lbfยทft (62ยฑ4 Nยทm). Asegรบrese de
que el perno esta recto al inicio antes de apretarlo. Si el perno no se aprieta, reemplace el convertidor de
par.
13. Utilizando la herramienta de bloqueo instalada anteriormente, gire el motor hasta el siguiente perno del
convertidor de par visible en el orificio de acceso y repita el paso 11.

14. Continรบe rotando el motor con la herramienta de bloqueo y compruebe que cada perno del convertidor de
par no estรฉ con rosca cruzada hasta que el motor vuelva a girar hasta la marca hecha anteriormente en el
anillo adaptador.
15. Retire la herramienta de bloqueo.
16. Instale ambas cubiertas de acceso.
17. Instale las cuatro abrazaderas del cable de la baterรญa que se quitaron anteriormente. Vea la Figura 1.
