Summary
Ningbo shuwu Import & Export Co.,ltd (Ningbo) is recalling certain aftermarket Hikari headlight bulbs, LED-V39-R3 and RS-R models (in configurations H1, H4, H7, H11, H13, 9004, 9005, 9006, 9007, 9012) sold through Amazon.com. These bulbs may create excessive glare or brightness for oncoming traffic. As such, these bulbs fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Ningbo will notify distributors, and owners, and will replace the bulb with halogen bulbs, free of charge. The recall began February 3, 2021. Owners may contact Ningbo customer service at 1-812-250-8051 or by recall@hikari-led.net.

Dear Hikari LED Bulb Owner:
This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Ningbo Shuwu Import & Export Co., Ltd (d/b/a as โHikari Technologyโ), the brand owner of Hikari replacement bulbs, has determined that the LED replacement headlight bulbs sold in the United States as Model Numbers Hikari-LED-V39-R3-H1; Hikari-LED-V39-R3-H4; Hikari-LED-V39-R3-H7; Hikari-LED-V39-R3-H11; Hikari-LED-V39-R3-H13; Hikari-LED-V39-R3-9004; Hikari-LED-V39-R3-9005; Hikari-LED-V39-R3-9006; Hikari-LED-V39-R3-9007; HikariLED-V39-R3-9012; Hikari-R3-R-9012; Hikari-R3-R-H13; Hikari-R3-R-9004; Hikari-R3-R9007; Hikari-R3-R-H11; Hikari-R3-R-9006; Hikari-R3-R-H7; Hikari-R3-R-H4; Hikari-R3-R9005; and Hikari-R3-R-H1 (collectively, the โLED Bulbsโ) fail to conform with Federal Motor Vehicle Safety (FMVSS) Standard No. 108 โLamps, Reflective Devices, and Associated Equipment.โ The bulbs exceed limitations on luminous flux set forth in the standard and may cause increased or excessive glare for oncoming drivers, increasing the risk of a crash.
Hikari has issued the following disclaimer about these bulbs: โAutomotive LED bulbs should be used only for supplementary lighting purposes, and you should check with the laws of your own state before doing so. All LED bulbs from all brands, regardless of marketing claims, are restricted from headlamp usage under current federal regulation. Usage outside of the United States is not similarly prohibited and depends upon local law and regulation.โ
As a remedy, Hikari Technology is offering to replace, free of charge, each LED Bulb you purchased in the United States with a halogen bulb that complies with the requirements of FMVSS 108. To obtain a replacement bulb, please go to www.hikari-led.net and fill out the recall form located there. You will need to provide an original order number, receipt or other proof of purchase at the time you submit the form. Hikari Technology will send both the replacement bulb and a prepaid label, and you will be expected to send back the headlamp bulb to Hikari Technology in the same box in which the replacement bulb is sent.
