Summary
Performance Machine, Inc. (Performance Machine) is recalling certain Burly Brand Dominator and Jail Bar motorcycle handlebars in 10inch, 12inch, and 14inch heights. Please see the recall report for the full list of affected part numbers. The handlebars may be improperly welded, which can cause them to crack and separate from the motorcycle.
Remedy
Performance Machine will replace the handlebars, free of charge . Owner notification letters were mailed June 29, 2022. Owners may contact Performance Machine customer service at 1-714-523-3000.

This recall notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. (Specifically, 49 U.S.C. 30116-30121)
Performance Machine, LLC. (“PM”) in cooperation with National Highway Traffic Safety Administration (“NHTSA”) has decided to announce a voluntary recall for aftermarket motorcycle road handlebars under their brand, “Burly Brand”.(see NHTSA notice at https://static.nhtsa.gov/odi/rcl/2022/RCAK-22E036-1454.pdf ) The bars that are affected in this recall are the “Dominator Raked”, “Dominator Straight” and “Jail Bar”. All are pictured at the end of this letter (on page 2) and here at this link: https://www.burlybrand.com/category/5/handlebars. These motorcycle handlebars are designed by Performance Machine and manufactured by contract manufacturers to our specifications. Jail bars were introduced in 2014 and Dominator bars were introduced in 2021. Any bars purchased before August 17, 2020, are not involved in this recall. It is suspected that some Dominator and Jail Bars may have non-conforming welds at the connection between the vertical tubing uprights and the threaded mounting plugs that may result in the formation of a crack or cracks. Continued use of the recalled handlebars after a crack has formed may result in the separation of the handlebars from the motorcycle thereby impairing the operator’s ability to control the motorcycle, increasing the risk of a crash. Consumers need to refrain from operating any motorcycle equipped with this product until the recalled handlebars are replaced.
Performance Machine has implemented a new quality assurance process with the manufacturer to facilitate consistent welded connections that fully conform to our specifications. Physical durability and destructive testing of handlebars will be part of the quality assurance program to confirm that new production fully conform to our specifications.
If you have any of this product new or used in stock at any location please advise us within 5 days of the date on this letter of the quantities and part numbers and we will issue a prepaid return authorization shipping label to return the handlebars to us and will issue you a credit once they arrive at our location . Please ensure that all affected Dominator and Jail Bars inventory is removed from stock that is available for sale and that you reference this recall link https://www.burlybrand.com/recalls on any specific webpage where the Dominator or Jail Bars were sold on your webpage or any e-commerce website. We are also asking for all contact data available from your system for each consumer or other buyer who purchased the recalled bars from you at any time after August 17, 2020. It would also be helpful if you could tell us the date sold to each purchaser, the quantity and any specific SKUs sold. Preferably this data would be in excel format. The sooner we receive this data the sooner we can notify your downstream customers. If we do not receive this data within 5 days of the date of this letter, we will be contacting you to follow up. We expect to have replacement handlebars available for distributors and retailers by September 1, 2022. This “new” production will be distinguishable from recalled bars by an engraved code greater than 22152 on the bottom side of clutch grip (left side). This recall notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. (Specifically, 49 U.S.C. 30116-30121)
Performance Machine, LLC. (“PM”) in cooperation with National Highway traffic Safety Administration (“NHTSA”) has
decided to announce a voluntary recall for aftermarket motorcycle road handlebars under their brand, “Burly Brand”.(see NHTSA notice at https://static.nhtsa.gov/odi/rcl/2022/RCAK-22E036-1454.pdf ) The bars that are affected in this recall are the “Dominator Raked”, “Dominator Straight” and “Jail Bar”. All are pictured at the end of this letter (on page 2) and here at this link: https://www.burlybrand.com/category/5/handlebars. These motorcycle handlebars are designed by Performance Machine and manufactured by contract manufacturers to our specifications. Jail bars were introduced in 2014 and Dominator bars were introduced in 2021. Any bars purchased before August 17, 2020, are not involved in this recall. It is suspected that some Dominator and Jail Bars may have non-conforming welds at the connection between the vertical tubing uprights and the threaded mounting plugs that may result in the formation of a crack or cracks. Continued use of the recalled handlebars after a crack has formed may result in the separation of the handlebars from the motorcycle thereby impairing the operator’s ability to control the motorcycle, increasing the risk of a crash. Consumers need to refrain from operating any motorcycle equipped with this product until the recalled handlebars are replaced.
Performance Machine has implemented a new quality assurance process with the manufacturer to facilitate consistent welded connections that fully conform to our specifications. Physical durability and destructive testing of handlebars will be part of the quality assurance program to confirm that new production fully conform to our specifications.
We previously issued a stop sale notice to you via email on 4/20/2022 (Dominator bars) & 05/17/2022 (Jail bars). We also requested via email on 05/06/2022 that all recalled unsold stock be returned to us as soon as possible and we have issued a RA# 39145 (Dominator Bars) & RA 39167 (Jail bars) to your company for the recalled bars to be shipped to us with a tracking number within 5 days of the date of this letter. Please ensure that all affected Dominator and Jail Bars stock is removed from stock that is available for sale and that you reference this recall link https://www.burlybrand.com/recalls on any specific webpage where the Dominator or Jail Bars were sold on your site. We are also asking for all contact data available from your system for each retailer, consumer or other buyer who purchased the recalled bars from you at any time after August 17, 2020. It would also be helpful if you could tell us the date sold to each customer, the quantity and any specific SKUs sold. Preferably this data would be in excel format. The sooner we receive this data the sooner we can notify your downstream customers. If we do not receive this data within 5 days of the date of this letter, we will be contacting you to follow up. Description of Remedy Program : Retailers and consumers who have been identified as purchasing the
affected bars will be contacted by letter, phone or email. Retailers and
Distributors will be asked to return any unsold inventory and to provide
us with all contact information for any of these bars sold to or installed on
consumers’ motorcycles.
Consumers that are known or suspected to have purchased the recalled
bars will be contacted by phone, email or letter. They will be asked to visit
www.burlybrand.com/recalls for details to file a claim to replace the
bars.. Labor credits or reimbursements will be made to retailers (that
replace consumer bars) and refunds will be given to those consumers who
choose not to receive a free replacement bar from Performance Machine
How Remedy Component Differs
from Recalled Component :
The replacement bars will look almost identical to the recalled bars.
However, all replacement products will have welds that have passed 100%
QC inspection and will be permanently identified with serial no. 22152 or
greater that will be clearly visible on all the replacement bars (on the
bottom side of clutch grip (left side)) and should last the life of the bars.
This will ensure consumers and retailers do not have to go through the
recall identification process again if the bike is sold with approved
replacements that look similar to the recalled bars.

Identify How/When Recall Condition
was Corrected in Production :
The recall issue was not spotted until two non-injury incidents were
reported to us. At that point we undertook a full investigation and further
testing to isolate the issue and the population. All new production going
forward will be permanently identified with serial no. 22152 or greater
that will be clearly visible on all the replacement bars (on the bottom side
of clutch grip (left side)) and should last the life of the bars. The QC process
will change so that there is a 100% QC process and more random samples
tested from batches to inform and confirm the QC inspection process and
guidelines.

Description of Defect :
Description of the Defect : The weld that attaches the threaded inserts to the tube of the uprights, (the
attachment point to the top clamp) may not be welded per the designed
specification. This is a “defect” and NOT a “FMVSS non compliance”

Description of the Safety Risk : Some percentage of welds do not meet our drawing specification. Such welds
can crack and lead to separation of handlebars from the top clamp of the
motorcycle, and may cause loss of control of motorcycle.

Warnings such as excessive looseness or play in the handlebars may occur.

Description of Remedy :
Description of Remedy Program : Retailers and consumers who have been identified as purchasing the
affected bars will be contacted by letter, phone or email. Retailers and
Distributors will be asked to return any unsold inventory and to provide
us with all contact information for any of these bars sold to or installed on
consumers’ motorcycles.
Consumers that are known or suspected to have purchased the recalled
bars will be contacted by phone, email or letter. They will be asked to visit
www.burlybrand.com/recalls for details to file a claim to replace the
bars.. Labor credits or reimbursements will be made to retailers (that
replace consumer bars) and refunds will be given to those consumers who
choose not to receive a free replacement bar from Performance Machine
How Remedy Component Differs The replacement bars will look almost identical to the recalled bars.
However, all replacement products will have welds that have passed 100%

The information contained in this report was submitted pursuant to 49 CFR §573
from Recalled Component : QC inspection and will be permanently identified with serial no. 22152 or
greater that will be clearly visible on all the replacement bars (on the
bottom side of clutch grip (left side)) and should last the life of the bars.
This will ensure consumers and retailers do not have to go through the
recall identification process again if the bike is sold with approved
replacements that look similar to the recalled bars.
Identify How/When Recall Condition
was Corrected in Production :
The recall issue was not spotted until two non-injury incidents were
reported to us. At that point we undertook a full investigation and further
testing to isolate the issue and the population. All new production going
forward will be permanently identified with serial no. 22152 or greater
that will be clearly visible on all the replacement bars (on the bottom side
of clutch grip (left side)) and should last the life of the bars. The QC process
will change so that there is a 100% QC process and more random samples
tested from batches to inform and confirm the QC inspection process and
guidelines.

Description of Recall Schedule : we will send out notifications to retailers and consumers (owners) as the
consumer and retailer contact information is made available to
Performance machine by downstream sellers.
