Summary
Goodyear Tire & Rubber Company (Goodyear
) is recalling certain Kelly Armorsteel KDM I tires, size 11R22.5 with DOT date code 3419. The date code in the tire identification number (TIN) was incorrectly embossed on the tire, which may make it illegible. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 119, “New Pneumatic Tires-Other Than Passenger Cars.”
Remedy
Dealers will replace the tires, free of charge. Owner notification letters are expected to be mailed July 15, 2022. Owners may contact Goodyear’s customer service at 1-800-592-3267.

Subject: Faint DOT Date Code, 11R22.5 Kelly Armorsteel KDM I – NHTSA Recall 22T010
Goodyear has decided that a small quantity of 11R22.5 Kelly Armorsteel KDM I Load Range H tires (โsubject tiresโ) manufactured in Topeka, KS during one specific week and year of production, out of one production mold, fail to conform to Federal Motor Vehicle Safety Standard 571.119. The subject tires were manufactured with the date code portion of the TIN below the minimum required height. Goodyear
is therefore conducting a voluntary tire recall. The difficult to read date code will only be found in some week and year code 3419 tires. A photo of the noncompliant date code portion of the TIN is shown below.
Letters will be mailed to owners of these tires in July or August 2022 asking them to contact an authorized Goodyear Commercial Tire and Service Network location or authorized Goodyear
commercial truck tire dealer and arrange to have their tires verified as being โsubject tiresโ and replaced. We request your assistance in handling customers involved in this Recall. Dealers will receive full credit for each qualifying tire returned. In addition, dealers will receive reimbursement for dismounting, mounting, balancing, and handling costs.
The only week and year involved is DOT week and year โ3419.โ Subject Tires with a compliant date code portion of the TIN are not eligible for free replacement.

Immediate Action Required
- Please check your inventory for any unsold 11R22.5 Kelly Armorsteel KDM I tires to determine if any of the difficult to read date code from week and year 3419 are in your inventory. Any such tires (tires described above where the date code is too faint to read) found in inventory should be returned for full credit through the warranty return process detailed below. Tire Inspection and Recall Handling Procedure:
When a customer arrives at your location, please follow the procedure below.
- Verify that the tire size, type, DOT numbers match the โTires Involved in Recallโ as described above. ONLY Subject Tires with a noncompliant date code portion of the TIN (as listed in the photo above) are eligible for free replacement.
- Deflate the tire.
- Remove the tire/wheel assembly from the vehicle and then demount the tire from the wheel following standard practices.
- Any tire covered by this recall should be promptly and permanently altered so that it is rendered unsuitable for resale for installation on motor vehicles. Examples of how to alter the tires include but are not limited to: drill three ยฝ inch size holes in the sidewall above the TIN (DOT).

Recall Duration
This Recall will end February 28, 2023. Claims dated March 1, 2023 or later will not qualify under this program. All adjustments and reimbursement forms must be returned to your Product Service Center by March 31, 2023.

What is the Problem?
Certain Kelly Armorsteel KDM I tires, size 11R22.5 LR H, from week 3419, may have been manufactured with the date code portion of the tire identification number (TIN) not meeting the minimum regulatory height requirement, making it hard to read the date code on those tires. Only these specific tires (the โsubject tiresโ) with noncompliant TIN are part of this recall.
This noncompliance may prevent consumers from making informed decisions related to the age of the tire which may lead to prolonged usage which may increase the risk of a crash.
What Tires Are Affected?
This recall involves the following tires:

Only tires produced during the specified week and year, as indicated by the last four digits of the TIN, i.e., โ3419โ (representing the 34th week of 2019) AND that exhibit the noncompliant date code, are being recalled. Tires from the 34th week of 2019 that exhibit a compliant date code portion of the TIN are not subject tires and are not eligible for free replacement.
What Should You Do?
If you own one or more of the subject tires, the tire(s) will be replaced at no charge to you with another 11R22.5 Kelly Armorsteel KDM I tire that is outside the affected date range, including mounting and balancing. We recommend that you contact a Kelly/Goodyear retailer as described below when you receive this letter. To be eligible for a free replacement, you must return your tires to an authorized dealer on or before February 28, 2023. Please take this letter to the dealer at the time of your appointment.
The time required to determine if the tire is subject to RECALL is only a few minutes and approximately sixty (60) minutes per tire if replacement is required.
Reimbursement
If you have already replaced any of the tires covered by this recall, you may be eligible for reimbursement. Reimbursements are limited to warranty transactions where you paid a portion of the total price of a tire to replace an affected tire. Documentation that adequately supports eligibility must be provided for reimbursement. Submit a copy of your replacement tire invoice/receipt and if available a copy of the tire adjustment claim form to the following address for reimbursement:

Chronology :
11/07/19: Government Compliance team was notified that approximately eight tires of code 3TK2B were presented for warranty adjustment with an irregular (i.e. shallow embossing) date code portion of the Tire Identification Number (TIN). Based on review of a picture, the date code was readable, but not as pronounced as normal. Team requested that one of the tires be shipped to Akron for analysis.
11/19/19: Tire received in Akron.
11/20/19: Tire inspected and measurements conducted which confirmed that the date code portion of the TIN was not raised above the surface at least 0.51 mm.
11/21/19: Team determined that 76 tires of code 3TK2B cured in one mold in week 3419 which may contain the irregular date code portion of the TIN are not in Goodyearโs possession or control.
11/25/19: Goodyear submitted a petition seeking exemption from the notification and remedy requirements of 49 U.S.C. 30118 (d) and 49 C.F.R. Part 556 on the basis that the noncompliance with Federal Motor Vehicle Safety Standard (FMVSS) No. 119, New Pneumatic Tires for Motor Vehicles with a GVWR of More than 4,536 kilograms (10,000 pounds) and Motorcycles, was inconsequential as it relates to motor vehicle safety.
6/16/22: Goodyear was advised by NHTSA that the inconsequential petition from 11/25/19 was denied. Goodyear
, therefore is submitting this Part 573 Report.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. The Goodyear Tire & Rubber Company has decided that certain Kelly Armorsteel KDM I tires, size 11R22.5 LR H, manufactured in the 34th week of 2019, (August 25 โ August 31, 2019), i.e., โSubject Tiresโ fail to conform to Federal Motor Vehicle Safety Standard 571.119. The subject tires were manufactured with the date code portion of the Tire Identification Number (TIN) below the minimum required height. Goodyear
is therefore conducting a voluntary tire recall.
We are contacting you because records indicate that you may have purchased one or more of the subject tires. The difficult to read date code will only be found in some week and year code 3419 tires. A photo of the noncompliant date code portion of the TIN is shown below.
What is the Problem?
Certain Kelly Armorsteel KDM I tires, size 11R22.5 LR H, from the 34th week of 2019, may have been manufactured with the date code portion of the tire identification number (TIN) not meeting the minimum regulatory height requirement, making it hard to read the date code on those tires. Only these specific tires (the โsubject tiresโ) with noncompliant TIN are part of this recall. This noncompliance may prevent consumers from making informed decisions related to the age of the tire which may lead to prolonged usage which may increase the risk of a crash.

What Should You Do?
Records indicate that you may have purchased one or more of the subject tires. First, please check your inventory for any unsold subject tires. Any such tires found in inventory must not be sold and must be returned through the warranty return process described in the enclosed Goodyear Product Service Bulletin.

11/20/19: Tire inspected and measurements conducted which confirmed that the date code portion of the TIN was not raised above the surface at least 0.51 mm.

6/16/22: Goodyear was advised by NHTSA that the inconsequential petition from 11/25/19 was denied. Goodyear, therefore is submitting this Part 573 Report. Description of Remedy Program : The Goodyear Tire & Rubber Company (Goodyear) will initiate a voluntary
safety recall of the subject tires. Goodyear will contact registered owners that purchased tires of the specified date range by mail. Customer correspondence will explain the issue, and include instructions on how to obtain replacement tires, as well as instructions for collecting reimbursement for remedies made prior to the recall. All tires found to contain the noncompliant condition described above will be replaced and will be scrapped according to applicable law. Consumers who have had their tires replaced before this recall may be eligible to receive reimbursement for
the cost of obtaining a pre-notification remedy of the problem associated with this recall. In accordance with the provisions of 49 C.F.R. ยง 573.6(c) (9)(i), Goodyear will make dealers aware of the legal requirements associated with the prohibition against the sale of recalled tires through a Dealer Notification Letter that will be submitted to the agency separately pursuant to 49 C.F.R. ยง 573.6(c)(10). The program for disposing of all recalled tires returned to Goodyear will comply with applicable state and local laws and regulations regarding the disposal of tires, and to the extent possible, tires will be channeled into a category of positive reuse or another alternative beneficial non-vehicular reuse, instead of being disposed of in landfills. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : The remedy tires will contain a compliant date code portion of the TIN. Per the chronology section, the issue was discovered when tires were presented for warranty adjustment from a dealer due to the issue.
Therefore, the out of compliance TIN date slug (used in only one mold) had already been replaced with the normal date code slug change that occurs Sunday at the start of the new week – in this case date code 3519.
Procedures have been put into place to prevent a reoccurrence. Recall Schedule :
Description of Recall Schedule : The Goodyear Tire & Rubber Company (Goodyear Tire) will initiate a
voluntary safety recall of the subject tires. Goodyear Tire will contact registered owners that purchased tires of the specified date range by registered mail. Customer correspondence will explain the issue, and include instructions on how to obtain replacement tires, as well as instructions for collecting reimbursement for remedies made prior to the recall. The tires with affected identification numbers will be returned to the Goodyear Tire product service center, where they will be inspected for the affected DOT tire identification numbers and noncompliant condition; or subject tires can be field inspected by a National Field Manager for credit. All tires found to have an affected DOT identification number and noncompliant condition will be replaced and will be scrapped according to applicable law. Consumers who have had their tires replaced before this recall may be eligible to receive reimbursement
