Summary
Indian Motorcycle Company (Indian
) is recalling certain 2014 Chief, 2015 Chief Classic, 2014-2018 Chieftain, 2015-2020 Chief Vintage, 2016-2018 Chieftain Darkhorse, 2016-2020 Springfield, 2017-2018 Chieftain Limited, and 2018-2019 Chieftain Classic motorcycles. The electrical connection for the Vehicle Control Module (VCM) may fail, causing a loss of the front lights, including the headlight.
Remedy
Dealers will inspect and replace the electrical connection and VCM, as necessary. Dealers will update the VCM software, as necessary. All repairs will be performed free of charge. Owner notification letters were mailed September 27, 2022. Owners may contact Indian customer service at 1-877-204-3697. Indian
’s number for this recall is I-19-02. This recall replaces NHTSA recall number 19V-339.

SUBJECT: INDIAN MOTORCYCLE – FORWARD LIGHTING
PURPOSE
Indian Motorcycle has determined that an electrical defect mayexist in 2014-2020 Heavyweight Air Cooled Indian
Motorcycles, resulting in the unexpected loss of forward lighting. This defect may also cause heat damage to the Vehicle Control Module (VCM) and Pin 11 of the center VCM connector.
Indian Motorcycle has released this bulletin with instructions to inspect the VCM connector for damage, update the VCM software, and replace the VCM and pin 11 connector if damaged.

IMPORTANT
Vehicles that had ISA-19-02 performed as an interim solution are still required to have this updated repair solution performed. Reference Unit Inquiry to determine if a VIN is affected.
CUSTOMER NOTIFICATION
Dealers are required to review their sales records and make arrangements with customers for Bulletin completion. In addition to consumer units, dealers are required to correct any affected units in their inventory. Indian Motorcycle will be mailing a notification letter to consumers affected by this Bulletin. Indian
Motorcycle will also send an email to owners for whom Polaris
has a valid email address.
ACCESSORY LABOR
Polaris will cover labor for the removal and installation of accessories required to complete the bulletin work. Follow the steps below to obtain reimbursement.
1. Start a new Ask Polaris Case, Service &Warranty Question > Authorization Request: In Warranty or Polaris
ESC or Authorization Request: Out of Warranty/Goodwill.
2. Enter your contact information and VIN, along with miles and hours into the applicable fields.
3. Enter Indian Motorcycleยฎ I-19-02 in the CONCERN and CAUSE fields. In the CORRECTION field, enter “ACCESSORY REMOVAL AND INSTALLATION”.
4. Enter warranty fail codes 127/277/132.
5. Add part 0000541, quantity 1.
6. Attach photos of the vehicle and accessories sufficient to support the labor time requested.
7. Submit the case to Polaris.
COVERAGE PERIOD
Coverage began on March 3rd, 2020. This bulletin has no expiration date.
PARTS RETURN / DISPOSAL INFORMATION
Under no circumstances shall the parts removed be re-used, sold, or re-purposed for another application. It is your dealership / distributorโs responsibility to make sure every part replaced (related to this communication) is taken out of circulation and disposed of properly or returned to Polaris (if required).

VEHICLE CONTROL MODULE (VCM) CONNECTOR PIN 11 INSPECTION
PREPARATION
IMPORTANT
In the event the following inspection does reveal damage to Pin 11 of the center VCM connector (harness side), start an ASK Polaris case for further instruction as outlined in the I-19-02-B section of this document.
1. Park the motorcycle on a lift table with the wheel clamped in a wheel vise.
2. Turn the ignition off.
3. Remove Accessory Trunk, if applicable.
- Remove the left and right saddlebags and remove the trunk lock fastener 5 from each trunk latch.
- Disconnect the trunk harness multi-plug 4.
- Lift the trunk latches 3 to unlock the trunk from the mount.
- Lift up on the rear of the trunk 4 and slide rearward 5 to release the trunk from the motorcycle.
4. Pull carefully on the side panels to release the retaining posts from the in-frame grommets.
5. Using a 5 mm Allen Wrench, remove the rear seat fastener 2.
6. Using a 6 mm Allen Wrench, remove the two fasteners 1 securing the seat to the frame.
7. Lift the rear of the seat and pull rearward to disengage the front retaining arms from the bracket behind the fuel tank.
8. Place the seat upside down on a smooth, clean surface.
VCM CONNECTOR PIN 11 INSPECTION
1. Find the VCM located on top of the battery box.
2. Disconnect the center connector on the VCM. Locate Pin 11 of the VCM1 (center) connector and check for any discoloration.
Inspect the male pin on the VCM board for damage.
IMPORTANT
Pay special attention to the white terminal lock plate during inspection. If damage is present, a dark halo will be present around pin 11 of the VCM connector. Refer to the pictures below for examples.
Damage = Any sign of heat damage in or around pin 11 of the center VCM connector (e.g. the dark halo shown in the right image above).
STOP!
- If damage IS present, take pictures of the damage and proceed to I-19-02-B.
US/CAN: Submit an Ask Polaris Service & Warranty Question> All Vehicle Diagnostic case. INTโL: Contact your Country Service Department.
- If damage is NOT present, proceed to step 11 to complete I-19-02-A or I-19-02-C.
ASSEMBLY
11. Install the seat by sliding the seat forward to engage the retaining arms on the frame into the seat.
12. Loosely install both side seat fasteners 1.
13. Loosely install the rear seat fastener 2.
14. Torque all three seat fasteners to specification.
TORQUE
Seat Fastener: 88 in-lbs (10 Nยทm)
15. Install the side panels by aligning the side panel pins with the in-frame grommets and push inward to engage.
16. Install Accessory Trunk, if applicable.
CAUTION
Use care when installing the trunk assembly so that no electrical wires / connectors get pinched.
- Lift the flap at the rear of the passenger seat pad to access the vehicle side of the trunk harness connector and lay harness on fender.
- Slide the trunk forward 1 onto the mounting bracket and lower 2 the rear of the trunk until fully seated.
- Push the trunk locking levers e down until fully seated and the trunk is held securely in place.
- Reconnect the trunk harness connector 4.
- If applicable, install the mounting fasteners 5 into left and right locking levers.
- Install saddlebags, if equipped.
17. If a VCM reflash is not needed, file a claim for I-19-02-C
I-19-02-AONLY
VCMREFLASH
IMPORTANT
This procedure requires the use of Digital Wrenchยฎ II. Connect a battery tender to the vehicle during the programming.
1. Park motorcycle on a flat surface, fully extend kickstand, and make sure vehicle is stable.
2. Turn off the motorcycle.
3. Verify that Digital Wrench II version 1.0.24 or later has been installed on your PC or laptop.
Also confirm that your multilink has been set up to Direct to USB.

4. Connect MultiLink XP cables to PC and motorcycle. Then power on the motorcycle. Do NOT start.
CAUTION
Make sure the vehicle has sufficient battery voltage and is connected to a battery tender before the reflash.
Failure to do so may result in a reflash crash and damage the VCM.
5. Open the Digital Wrench II application.
6. Select Auto Identify.
7. Select Vehicle Update.
8. Put the motorcycle in 1st gear. Click continue button to finish.
NOTICE
If I-20-03 has not been completed, the value could be different. Please refer to I-20-03.
9. Select VEHICLE1. Then select Update ECU.
NOTICE
Digital Wrench II will automatically identify current software and determine if an update is required.
10. Select Continue.
11. Once the update is complete, select the continue button then clear any trouble codes and power cycle the motorcycle.
12. Check / clear any stored fault codes, disconnect Digital Wrench and test ride the motorcycle.
NOTICE
Following the VCM reflash, some customers may notice a slight delay in illumination of their fog lights (if equipped) during vehicle use. This is normal and is intended to reduce current flow through the VCM

Is every 2014-2020 Indian Motorcycles affected?
No, not all 2014-2020 Indian Motorcycles are affected. Impacted Indian
Motorcycles are equipped from the factory with halogen headlight and driving lights.
How can a dealer see which unregistered units in inventory are impacted by this?
- Login to the dealer website (DEX).
- Locate the โService and Warrantyโ dropdown, click on STOP Site.
- On the left-hand side of the page, under โSTOP Site Links,โ click on โService Bulletinsโ.
- Locate the link for the bulletin of interest and click on the โAll VINsโ link located on the right.
- The โAll VINsโ page will display all affected VINs within your dealershipโs inventory.
NOTE: Unit Inquiry can always be used to check an individual VIN.
Is this a STOP SALE?
This is a STOP SALE. All impacted units, new and used, in dealer inventory cannot be retailed.
What Dealers CAN Do
- Can quote new products.
- Can accept deposits from consumers as a reservation for a future sale.
- Can utilize PCDX to begin setup and PDI (except for test ride).
- Can, and should, warranty register impacted product that was delivered to consumers prior to the release of the stop sale to ensure Indian
Motorcycle has accurate records and can notify the customer if required.
What Dealers CANNOT Do
- Cannot complete a sale.
- Cannot deliver impacted products to consumers.
- Cannot allow a consumer to purchase and take an affected product.
- Cannot warranty register an affected vehicle (unless delivered to the consumer prior to the release of the stop sale).
- Cannot hold customersโ vehicles in service against their will.
Will Indian Motorcycle notify consumers?
Yes. Indian Motorcycle will mail a standard consumer notification letter and Email outlining the nature of this bulletin.
Should dealers notify consumers?
Yes. Dealers should follow their standard process for contacting consumers regarding bulletin work on their affected vehicles. Dealers should reference the STOP site for a list of their dealershipโs affected VINs.
Is training required before ordering parts or filing claims for this bulletin?
Yes. Polaris requires one person from a dealership to be certified before parts ordering may occur and two people be certified before warranty claims may be processed. Refer to 2014 Indian

What parts are required to update the vehicles affected by this bulletin, and will dealers need to order them?
Parts are not required to perform Part A of this bulletin. If the VCM Connector Inspection reveals discoloration or damage of Pin 11, an Ask Polaris case needs to be submitted for parts ordering and repair instructions.
How does a dealer warranty register a unit that a customer has paid for and taken delivery of PRIOR to the STOP SALE announcement?
The warranty registration capability is disabled for all units affected by the stop sale. If the unit has not been paid for, or if the unit has not yet been delivered to the customer, you should retrieve or hold the unit until repairs have been completed.
In the event that a warranty registration must be completed, please submit an Ask Polaris case using Sales Question > Wholegoods Question and include the following:
- Completed PCDX Customer Information and Customer Delivery form
- Sales invoices: Paper & DMS
- Copies of form of payment document or payment check
- Copies of purchaserโs identification
- Copies of the state registration forms unless the registration was VERY recent and this has not yet been obtained
- The promo selection for the unit (Program Number, Rebate Amount, Promotional Financing, etc.) Salespersonโs First Name and Last Name and My Polaris
Rewards Username to award points or spiffs.
* Warranty Registrations that are received and processed by Indian Motorcycle more than three (3) days after the date of the retail delivery of the unit to the customer will not qualify for any financial incentives and may be assessed a $300 late fee.

Chronology of Defect / Noncompliance Determination:
On March 5, 2019, NHTSA inquired with Indian Motorcycle regarding VOQs alleging loss of forward lighting. Indian
Motorcycle then conducted an internal warranty investigation on the issue through March and April 2019. On April 18, 2019, Indian
Motorcycle identified an actionable trend related to loss forward lighting on specific Model Year 2014 motorcycles.
Updated 8/2/2022: Following the release of the I-19-02 bulletin for MY14 vehicles, Indian Motorcycle continued to monitor field data for units outside the original recall population. An internal review conducted in or about March 2020, could not identify a defect trend to indicate a loss of forward lighting identified outside of the I-19-02 recall population.
In February 2022, Transport Canada received and notified Indian Motorcycle of a complaint related to the I-19-02 recall on MY15-17 vehicles. At that time, Indian
Motorcycle reanalyzed field data and performed additional analysis to determine if other model years may be affected with similar defect conditions. Through reanalyzing all available data sources Indian
Motorcycle identified an increase of claims of loss of forward lighting conditions on MY15-17 vehicles that were similar to the claims observed on MY14 vehicles at the time of the I-19-02 (NHTSA 19V339) recall. Further, while not identified with a frequency of occurrence to indicate a defect, Indian
determined MY18-20 vehicles may be at risk of the same or similar conditions based on our knowledge of the reported concerns and vehicle architecture.
Indian Motorcycle therefore determined that a risk to motor vehicle safety exists with these model years of vehicles and expanded the I-19-02 recall campaign to include certain MY15-20 vehicles equipped with halogen headlights and halogen fog lights. The corrective action for the vehicles affected by the bulletin expansion includes a visual inspection (and replacement if necessary) for damage at the affected electrical connection, along with providing updated control module software that substantially reduces risk in the event of failure or early wear out condition. The improved software reduces probability by decreasing electrical current at start-up, reduces severity by automatically re-powering forward lighting with an intermittent connection, and improves detectability of occurrence by flashing the high beam indicator on the vehicleโs dash.
While this corrective action may not eliminate all future occurrences, Indian believes that with the inspection and added software functionality, this issue no longer presents an unreasonable risk to motor vehicle safety.
During the investigation, Indian identified 247 reports of damage at the affected electrical connection, which were received from 10/22/2014 to 07/19/2022. There have been no accidents or injuries associated with this reported concern identified.
Indian plans to take additional measures to increase bulletin completion rates in the field for MY14 vehicles.
Identify the Remedy:
Owners will be notified by mail of the defect, instructed to verify functionality of forwardfacing lighting, and be informed of timing of the fix. The details of the fix will be included at a future date but may include hardware inspection and/or a controller module update. Owners will be notified a second time by mail when the fix is available and instructed to take their vehicle to an authorized Indian dealer for service. There will be no charge for this service. If you have had this procedure performed before you received this letter, you may be eligible to receive reimbursement for the cost of obtaining a pre-notification remedy of the problem associated with this recall. Consumer Service Department using the contact information above.
Updated 3/6/2020: Owners will be notified by mail of the defect and the availability of the remedy. They will be instructed to contact their authorized Indian Motorcycle dealer to schedule an appointment to bring their vehicles in to have the repair performed at no cost to the customer. Indian
Motorcycle has determined that all model year 2014 111 c.i. motorcycles may experience loss of forward lighting. If this event does occur, the High Beam indicator will flash on the gauge cluster. If the motorcycle lighting malfunctions while in operation, it may reduce visibility and increase the risk of a crash. Indian
Motorcycle has released a safety recall bulletin I-19-02-A/B with instructions to inspect the vehicle control module (VCM) connector for damage and reflash the VCM with an updated calibration. If damage to the VCM connector is present, repair instructions will be provided (Bulletin Part B).
Updated 8/2/2022: For the expanded recall population, Indian Motorcycle will notify consumers of the potential loss of forward lighting and the availability of the remedy. Consumers will be instructed to contact their Indian
Motorcycle dealer to schedule an appointment to bring their vehicle in to have the inspection and repair performed at no cost to the consumer. Dealers will be instructed to inspect the VCM and harness connector for damage and reflash the VCM with updated software. If damage to the VCM and/or harness connector is present, dealers will be instructed to repair the harness and replace the VCM.
Customers who paid to replace or service their vehicle for this condition prior to the recall notification may be eligible for reimbursement per Polarisโ General Recall Reimbursement Plan on file with NHTSA.

Park the motorcycle on a lift table with the wheel clamped in a wheel vise. 2. Turn the ignition off. 3. Remove Accessory Trunk, if applicable. โข Remove the left and right saddlebags and remove the trunk lock fastener t from each trunk latch. โข Disconnect the trunk harness multi-plug r. โข Lift the trunk latches e to unlock the trunk from the mount. โข Lift up on the rear of the trunk rand slide rearward t to release the trunk from the motorcycle. 4. Pull carefully on the side panels to release the retaining posts from the in-frame grommets. Lift the rear of the seat and pull rearward to disengage the front retaining arms from the bracket behind the fuel tank. 8. Place the seat upside down on a smooth, clean surface. VCM CONNECTOR PIN 11 INSPECTION 1. Find the VCM located on top of the battery box. 2. Disconnect the center connector on the VCM. Locate Pin 11 of the VCM1 (center) connector and check for any discoloration. Inspect the male pin on the VCM board for damage. Verify that Digital Wrench II version 1.0.24 or later has been installed on your PC or laptop. Also confirm that your multilink has been set up to Direct to USB. Connect MultiLink XP cables to PC and motorcycle. Then power on the motorcycle. Do NOT start. Open the Digital Wrench II application. 6. Select Auto Identify. 7. Select Vehicle Update. 8. Put the motorcycle in 1st gear. Click continue button to finish. Further, while not identified with a frequency of occurrence to indicate a defect, Indian determined MY18-20 vehicles may be at risk of the same or similar conditions based on our knowledge of the reported concerns and vehicle architecture.
