A separation of the handlebar could lead to a loss of control and an increased risk of a crash if this occurs while the motorcycle is in motion. We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall (Campaign 0179) all affected motorcycles. The remedy is to first confirm that the motorcycles are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1566 (the “Bulletin”) to replace the handlebar. As part of Campaign 0179, any affected handlebars (part number 55801154) in your service parts inventory must also be inspected. The Bulletin outlines the acceptable markings for service parts (blue dots on handlebar ends), the repair and credit procedures for the recall update, and additional relevant information. In the interest of our customers’ safety, and as required by federal law, you may sell but not deliver any affected motorcycles until the recall remedy is complete. From the images in the Service Request, it appeared that the left portion of the welded handlebar had separated from the middle section of the part. Harley-Davidson’s Technical Subcommittee (TSC) initiated a root cause investigation with the assistance of members from Harley-Davidson’s Engineering and Supplier Quality teams. 8/05/2022 – 09/08/2022 – Additional warranty analysis and customer contact searches were performed. As of 09/08/2022, one additional claim potentially related to this issue was identified. Field parts were obtained, inspected, and analyzed, the supplier was consulted, and lab tests (including weld examinations) were performed. The condition is a result of manufacturing (weld) variability and the supplier estimates that 1.63% of the handlebars in this vehicle population may be affected by the defect condition. Upon completion of the investigation, the TSC escalated the issue to the Field Action Committee (FAC) for further consideration. 09/20/2022 – The FAC reviewed the TSC’s findings and analysis and escalated the matter to H-D’s Executive Decision Authority (EDA). 09/29/2022 – Based upon the information developed during the investigation, the EDA authorized a voluntary Part 573 Safety Recall Report 22V-745 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 recall to address this condition due to the risk of a crash if the inner and outer sections of the handlebar separate while the vehicle is in motion. There have been no reports of any accidents or injuries related to this issue. Description of Remedy : Description of Remedy Program : The handlebar (P/N 55801154) will be replaced with an updated part. Owners of affected motorcycles will be advised to arrange service with an authorized Harley-Davidson dealer, who will perform the remedy at no charge to the customer. Pursuant to 49 CFR 577.11(e), Harley-Davidson requests that it be exempt from providing a notification of a reimbursement plan. Any pre-notification product failure would have been addressed under the manufacturer’s limited warranty. Accordingly, no person would be eligible for reimbursement pursuant to 573.13. Upon completion of the investigation, the TSC escalated the issue to the Field Action Committee (FAC) for further consideration. 09/20/2022 – The FAC reviewed the TSC’s findings and analysis and escalated the matter to H-D’s Executive Decision Authority (EDA). 09/29/2022 – Based upon the information developed during the investigation, the EDA authorized a voluntary Part 573 Safety Recall Report 22V-745 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 recall to address this condition due to the risk of a crash if the inner and outer sections of the handlebar separate while the vehicle is in motion. There have been no reports of any accidents or injuries related to this issue. Description of Remedy : Description of Remedy Program : The handlebar (P/N 55801154) will be replaced with an updated part. Owners of affected motorcycles will be advised to arrange service with an authorized Harley-Davidson dealer, who will perform the remedy at no charge to the customer. Pursuant to 49 CFR 577.11(e), Harley-Davidson requests that it be exempt from providing a notification of a reimbursement plan. Any pre-notification product failure would have been addressed under the manufacturer’s limited warranty. Accordingly, no person would be eligible for reimbursement pursuant to 573.13. How Remedy Component Differs from Recalled Component : The updated handlebar (which will have the same part number, P/N 55801154) can be identified with a blue paint mark located on each end of the handlebar. Identify How/When Recall Condition was Corrected in Production : Handlebars installed on production vehicles beginning on 09/09/2022 are not affected by the recall condition. Recall Schedule : Description of Recall Schedule : Harley-Davidson will notify the dealer network between 10/11/2022 and 10/18/2022.
