Summary
Michelin North America, Inc. (Michelin
) is recalling certain X, XWX, Pilote X, XVS, TRX, MXV, XAS, TB 15, XDX, ZX, VHC, TB 5, XM+, and PB 20 specialty tires, sold for use on certain vintage and antique vehicles. Please see the attached products listing for a complete list of all affected tires and sizes. The DOT certification symbol is missing from the tire sidewalls. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 109, “New Pneumatic and Certain Specialty Tires,” and 139, “New Pneumatic Radial Tires for Light Vehicles.”
Remedy
Michelin will replace the tires, free of charge. Michelin
will provide a cash value debit card to the owners of the subject tires to defray the cost of mounting and balancing the remedy tires. If necessary, certain recalled SKUs may be replaced with competitor tires of the same tire size. Interim owner notification letters informing owners of the safety risk were mailed February 28, 2023. Owners will receive a second notice once replacement tires become available. Owners may contact Michelin

Subject: RECALL NOTICE
This notice is sent to you in accordance with the requirements of the National Highway Traffic and Motor Vehicle Safety Act.
Michelin North America, Inc. has decided that the following tires in the MICHELIN
® Vintage Tire Collection™ fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) No. 49 CFR Parts 571.109 “New Pneumatic Tires for Vehicles Manufactured from 1949 to 1975, Bias Ply Tires, and T-type Spare Tires”; and 571.139 “New Pneumatic Radial Tires for Light Vehicles.” You are receiving this letter because our records indicate that you may have purchased one or more of these replacement tires at retail. Your Vintage Collection tires are part of this recall if they are listed in “Appendix A – Replacement Product List” and were manufactured on or before October 23rd, 2022 (DOT week 4322). For information on how to determine the week and year of manufacture for your tires, please refer to “Appendix B – Locating Tire Date of Manufacture.”
The FMVSS requires in part that the letters “DOT” shall be marked on tire sidewalls but affected tires in this recall are lacking this required marking. The DOT symbol is an important safety related marking, because by placing the letters “DOT” on a tire the manufacturer certifies that all required safety and performance related testing has been conducted, and that the tires have passed all tests. Tires that do not comply with FMVSS requirements may increase the risk of a crash.
Michelin is manufacturing replacement inventories for affected products. This second letter is to advise that your product is now available, and that you may obtain replacement tires by following instructions detailed in Appendix C. Tires will be replaced free of charge.

Appendix A – Replacement Product List
Appendix B – Locating Tire Date of Manufacture
The Tire Identification Number (TIN) is a string of numbers and letters that includes each tire’s plant of manufacture, a unique tire ID and the week and year of manufacture. The TIN is located on the tire sidewall just above the wheel flange. The illustration below shows a sample TIN from one of the affected tires. The production date code is given by the last 4 digits of the TIN, with the first two digits specifying the week of production and the second two digits specifying the year of production.
Appendix C – Instructions for Obtaining Replacement Tires
- To verify that your tires qualify for replacement under this program, please have the following ready:
- Call Michelin
Consumer Care at 1-888-971-3801 and advise them that your tires are covered under the Michelin
Vintage Tire Replacement Program. Consumer Care will provide an email address for sending proof of eligibility and will confirm with you that they have your correct current mailing address.
- Michelin
will process the replacement tire order on your behalf, arrange a mount and balance credit, and ship tires to the address provided.

Chronology :
Michelin North America became aware of a potential marking issue with vintage automobile tires on 13 October 2022. During this initial meeting, it was learned that some vintage automobile tires without DOT markings had been shipped to the US and sold. Shipments of known non-compliant tires to the US distributor were stopped on 26 October 2022. Between 13 October and 28 November, Michelin
North America worked with Michelin
’s team in Clermont-Ferrand France to determine the tire lines, dimensions, and volumes of the affected tires. A determination meeting was conducted by Michelin
North America on 1 December 2022 to proceed with a recall of the affected tires.

Dear Michelin Dealer, As previously communicated, Michelin North America, Inc. and Michelin North America (Canada), Inc. are voluntarily recalling MICHELIN® Agilis® CrossClimate® C-Metric tires, in sizes 185/60R15C, 195/75R16C, 205/65R15C, 205/75R16C, 225/75R16C,
235/65R16C. These tires are marked with the Alpine Symbol¹, but do not meet the traction requirements for snow tires. As such, these tires fail to comply with the requirements of U.S. Federal Motor Vehicle Safety Standard (FMVSS) number 139, “New Pneumatic Radial Tires for Light Vehicles” and Canadian Technical Standards Document (TSD) 139. We have worked with NHTSA and Transport Canada to define a remedy plan for consumers who have purchased the impacted tires. A letter outlining the plan (click here for full letter) will be mailed to consumers on or before June 12, 2023. Included in that letter are the following approved options for replacement tires: 1. Beginning August 2023 (timing varies per chart below), replace with the Agilis CrossClimate C-Metric tires that do not display the Alpine Symbol (3PMSF). Availability may be delayed due to high demand.
2. Beginning August 2023, choose a competitor replacement tire from the dealer’s inventory. Please check with local dealer for brand options and inventory timing availability.
3. If you are not satisfied with the above options, please contact Consumer Care at 1-888-971-3801 where you can pursue a refund option upon proof of
removal and return of demounted tires. Below is information that will be crucial for dealers as consumers begin pursuing replacement tire options. Please read carefully and contact Customer Service at 800-847- 8475 with any questions: Processing Recall Warranty Claims

When marked on the side of a tire, the letters “DOT” constitute a certification by the manufacturer that the tire meets all applicable Federal Motor Vehicle Safety Standards (FMVSS). A range of low- volume specialty tire lines designed for antique and vintage vehicles of European manufacture were inadvertently exported to the US without the requisite DOT marking and updated compliance testing to include FMVSS specific requirements. As a result, Michelin is voluntarily recalling 16,983 tires that have been sold into the US market. There have been no safety incidents related to the subject Michelin vintage tires reported in the US. As an amendment to the original filing, Michelin recently determined that two additional vintage Pilot Sport sizes were inadvertently exported to the US without the requisite DOT marking and the list of tire sizes affected by this recall has been updated to include 452 additional tires, bringing the total number of affected tires to 17,435. There have been no safety incidents related to any of the subject tires reported in the US. Description of the Safety Risk : Without the DOT symbol on the sidewall, the tire contains no declaration to its certification. Additionally tires with a missing DOT marking could be used in inappropriate applications.
Description of the Cause : Michelin produces a specialty collection of low-volume vintage tires for European antique and vintage vehicles. As Michelin became aware of a small, but interesting market for these tires in the United States, the decision was made to begin sales of these tires to a single distributor in the US. In October 2022, Michelin began to implement a plan to update the supply chain for these tires and detected the potential that certain tires were sold into the United States without the requisite DOT marking and updated compliance testing to include FMVSS specific requirements. This marking noncompliance was subsequently confirmed to be due to a supply chain routing error. In the case of the 2 Pilot Sport sizes amended to this filing, all required FMVSS 139 testing was completed and the tires qualified for export to the US, but a procedural error made during the tire design validation process resulted in the mold engraving drawings for these tires being issued without letters “DOT” present on the sidewall plates. Michelin North America became aware of a potential marking issue with vintage automobile tires on 13 October 2022. During this initial meeting, it was learned that some vintage automobile tires without DOT markings had been shipped to the US and sold. Shipments of known non-compliant tires to the US distributor were stopped on 26 October 2022. Between 13 October and 28 November, Michelin North America worked with Michelin’s team in Clermont-Ferrand France to determine the tire lines, dimensions, and volumes of the affected tires. A determination meeting was conducted by Michelin North America on 1 December 2022 to proceed with a recall of the affected tires. Chronology for amended Pilot Sport sizes:
July 20, 2023 An audit of physical inventory reveals that two sizes of the vintage Pilot Sport line were missing letters DOT on the sidewall. North American exports were blocked and inventory still under Michelin control was blocked and quarantined. July 26, 2023 Counter-verification of design and production records demonstrated that the non-compliance was due to a transcription error that occurred during creation of mold specifications, resulting in failure to include a call-out for letters DOT on the sidewall plates. These sizes were fully tested to FMVSS 139 requirements, and were validated for US export in Michelin’s supply chain systems, which led to non-detection of the Pilot Sport sizes during the initial vintage tire analysis associated with recall 22T023. August 17, 2023 Michelin North America worked with Michelin’s team in Clermont-Ferrand, France completed confirmation of DOT certification status of the affected tires. Due to low production volumes of the specialty tires involved in this recall, Michelin will be conducting a phased recall of the subject tires over approximately the next 13 months. Michelin and the distributor of the subject tires has located the purchase and/or registration records for approximately 7,760 of the 16,983 of tires involved in this recall because the production dates for the subject tires range from January 2007 through October 2022. As noted in 49 CFR §574.7, tire registration records must be maintained for not less than five years from the date when purchase information is recorded; therefore, the purchase or registration records for many of the subject tires are no longer available. Based on Michelin production and logistics schedules as of late March 2023, Michelin anticipates that remedy tires will be available as noted in the following list. As Michelin became aware of a small, but interesting market for these tires in the United States, the decision was made to begin sales of these tires to a single distributor in the US. In October 2022, Michelin began to implement a plan to update the supply chain for these tires and detected the potential that certain tires were sold into the United States without the requisite DOT marking and updated compliance testing to include FMVSS specific requirements. Michelin will be conducting a phased recall of the subject tires over approximately the next 13 months. Michelin and the distributor of the subject tires has located the purchase and/or registration records for approximately 7,760 of the 16,983 of tires involved in this recall because the production dates for the subject tires range from January 2007 through October 2022. As noted in 49 CFR §574.7, tire registration records must be maintained for not less than five years from the date when purchase information is recorded; therefore, the purchase or registration records for many of the subject tires are no longer available. Based on Michelin production and logistics schedules as of late March 2023, Michelin anticipates that remedy tires will be available as noted in the following list. conducting a phased recall, based on the availability of remedy tires. An interim owner notification letter was approved by NHTSA on 28 February 2023 and was mailed to owners of the subject tires. In accordance with NHTSA regulations, a second mailing to owners of the subject tires no earlier than two weeks before remedy tires will be
