Incorrect GAWR on Certification Label/FMVSS 120
Incorrect GAWR information may cause the vehicle to become overloaded and result in tire failure, increasing the risk of a crash.

Summary
Charles Machine Works, Inc. is recalling certain 2020-2022 Ditch Witch VT24, VT12, VT14, and 2022 VT14MV trailers. The vehicle certification label does not have the correct Gross Axle Weight Rating (GAWR) listed. As such, these vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) number 120, “Wheels and rims – other than passenger cars.”
Remedy
Dealers will replace the labels, free of charge. Owner notification letters were mailed December 12, 2022. Owners may contact Charles Machine Work’s customer service at 1-580-572-2223.

What Dealer Should Do
1. Read t he attached customer notice for information regarding the defect and safety risks arising from it.
2. Check safety notification search tool on Dealer Central to see a list of units in your area.
3. Factory w ill send VIN plates and operator’s manual update stickers for machines in your area.
4. Replace VIN plate with new plate with the same VIN.
5. Apply sticker to appropriate page in specifications chapter in operator’s manual.
6. Ret urn removed plates to t he factory.
7. File warranty claim.
Chronology :
Ditch Witch originally understood the ratings to be a non-compliance issue pursuant to labeling requirements and submitted an Inconsequential Non-Compliance petition on August 26, 2022. After further review, Ditch Witch would like to conduct a recall to correct the labeling.

If the trailer is loaded in a way that places the maximum load on an axle as currently stated, there is a possibility that the load rating of one or more of the tires will be exceeded. If this occurs, there is a potential for t ire failure, which could result in the loss of control of the vehicle and could result in a crash without prior warning. You can continue to operate your trailer, but do not load the axles to more than 3,102 kg/ 6,840 lb per axle. Your trailer Gross Vehicle Weight Rating {GVWR) and the Maximum Debris Tank Fill Level chart provided in your operator’s manual are not affected by this certification label change. For the VT24 trailer, the GAWR on the label was 12,000 lbs. per axle, and the installed tires are rated at 5,675 lbs each, which supports a maximum GAWR of 11,350 lbs per axle. For the VT12, VT14, and VT14MV trailers, the axle ratings were 7,000 lbs per axle, and the installed tires are rated at 3,420 lbs each, which supports a maximum GAWR of 6,840 lbs per axle. When affected trailer models are designed and intended to carry only permanently mounted vacuum excavator equipment and the fluid that is vacuumed into the tank. The trailers are designed such that, when they are loaded to their maximum GVWR, the axle weights are below the GAWR on the certification label, and the installed tires are sufficient to carry the loaded trailer. When the VT24 trailer is loaded to its GVWR of 24,000 lbs, the maximum axle weight will be 22,200 lbs, or 11,100 lbs per axle. The installed tires support a GAWR of 11,350 lbs each. Engineering recently discovered that on or around September 1, 2020, the supplier changed tire brands and we started receiving tires rated at 5,675 lbs. The VT24 is a trailer for Ditch Witch vacuum excavators with 800-gallon spoils tanks. The VT24 trailer is designed and intended to carry only a Ditch Witch vacuum excavator. It is not designed to be used for any other load. The gross vehicle weight rating (gvwr) for the VT24 trailer is 24,000 lbs. Trailer gross vehicle weight is the sum of the axle weights and the tongue weight. Axle weights and tongue weights vary depending on the vacuum excavator configuration and the water and spoils load. When the trailer is loaded to the maximum gvwr of 24,000 lbs., the maximum axle weight possible is 22,200 lbs., or 11,100 lbs. per axle. (24,000 lbs. gvwr โ 1,800 lbs. min. tongue weight = 22,200 lbs. on 2 axles). The tongue weight is 1,800 lbs. or greater with all configurations and options available.
