Aerial Ladder Basket Handrail May Detach
A basket handrail that unexpectedly detaches from the basket may increase the risk of injury to first responders using the handrail or to individuals on the ground near the vehicle.

Summary
Pierce Manufacturing (Pierce
) is recalling certain 2018-2023 Velocity, Impel, Enforcer, and Arrow XT 110-foot aerial trucks. When the aerial platform is extended to its maximum angle, the platform mounting bracket may interfere with the basket handrail hinge peg and cause the handrail to detach from the basket.
Remedy
Dealers will install new basket handrail hinge pegs, free of charge. Owner notification letters were mailed March 16, 2023. Owners may contact Pierce customer service at 1-888-974-3723. Pierce
’s number for this recall is 74B326.

Pierce has determined that a defect which relates to motor vehicle safety exists in certain Velocity, Impel, Enforcer and Arrow XT 110’ Aerial Trucks, manufactured between August 14, 2018 and January 25, 2023. When one of these trucks has its 110 Foot aerial ladder elevated to its maximum angle (77 degrees), there is a lack of clearance between the basket handrail hinge peg and the platform mounting bracket to which it is secured. This lack of clearance could allow the basket handrail hinge peg to contact the bracket, which over time and with repeated contact can increase the risk of a fracture of the handrail hinge peg and leading to the basket handrail to become unsecured. This may increase the risk of injury to persons on the platform or those on the ground in the vicinity of the platform.
Why is a recall being conducted?
At high elevations of the aerial platform, the basket handrail hinge peg may contact the platform mounting bracket. Should contact occur, pressure is applied to the hinge peg which over time can increase the risk of a fracture of the hinge peg. Should the handrail hinge peg fail, the handrail is no longer secured to the platform and could detach, creating an increased risk of injury to persons on the platform or in the vicinity of the platform.
What are we doing about the problem?
Pierce will replace the recalled basket handrail hinge peg with a new designed hinge peg that will provide for sufficient clearance. An authorized Pierce
dealer will perform the repair.
The repair will be made at no cost to the customer.
This repair should take no longer than one hour to complete.
What should you do?
Customers can continue to keep their vehicles in-service until the repair is completed.

Chronology :
JAN 16, 2023 – Pierce was notified of a failure of the platform handrail hinge peg where the handrail detached and fell to the ground. No injuries were reported. This is the only known report related to this issue. Over the next two weeks Pierce
quarantined trucks in its production facilities and quality / engineering / manufacturing resources are involved to begin the assessment of failure mode and root cause. Pierce
’s investigation determined that when the aerial platform is elevated to its maximum angle, there is insufficient clearance between the basket handrail hinge peg and the platform mounting bracket.
FEB 10, 2023 – Pierce determines to file a 573 with NHTSA.

Dear Pierce Dealer Principals & Service Network,
Pierce has issued a safety campaign on the Ascendant 110’ platform for the hinge peg on the basket handrails.
When elevated to its maximum angle (77 degrees), there is a lack of clearance between the handrail hinge peg and
the platform mounting bracket. Over time this hinge peg may fail causing the handrail to become unsecured.
The customer notifications will begin mailing within the next week. Replacement parts are expected to be available
mid-April.
Execution Details:
• Dealers will place a standard parts order for two (2) each of part number 4306019 per unit.
• Dealers will replace the existing hinge peg on each of the basket handrails with the new part
• Dealer will submit campaign claim to Pierce.
• And RMA for the old hinge pegs will be issued with the claim submission and return of the parts is required.
Reimbursement:
Labor – One (1.0) hour to replace the two hinge pegs
Material – Cost of the brackets; including freight.
Travel reimbursement will follow the established travel reimbursement policy:
o One (1) $70 travel fee per vehicle.
o 150 miles travel will be paid per vehicle

JAN 16, 2023 – Pierce was notified of a failure of the platform handrail hinge peg where the handrail detached and fell to the ground. No injuries were reported. This is the only known report related to this issue. Over the next two weeks Pierce quarantined trucks in its production facilities and quality / engineering / manufacturing resources are involved to begin the assessment of failure mode and root cause. Pierce’s investigation determined that when the aerial platform is elevated to its maximum angle, there is insufficient clearance between the basket handrail hinge peg and the platform mounting bracket.
