Summary
Electra Meccanica Vehicles Corp (Electra) is recalling certain 2021-2023 Solo vehicles. A defect in the motor controller and inverter or the battery controller may cause the electric motor to shut down and cause a sudden loss of drive power.
Remedy
Electra will repurchase the affected vehicles. Owner notification letters were mailed April 14, 2023. Owners may contact Electra customer service at 1-888-457-SOLO (7656).

Please be reminded of the following requirements:
You are required to submit a draft owner notification letter to this office no less than five days prior to mailing it to the customers. Also, copies of all notices, bulletins, dealer notifications, and other communications that relate to this recall, including a copy of the final owner notification letter and any subsequent owner follow-up notification letter(s), are required to be submitted to this office no later than 5 days after they are originally sent (if they are sent to more than one manufacturer, distributor, dealer, or purchaser/owner).
Please be reminded that under 49 U.S.C. § 30112(a)(3), it is illegal for a manufacturer, to sell, offer for sale, import, or introduce or deliver into interstate commerce, a motor vehicle or item of motor vehicle equipment that contains a safety defect once the manufacturer has notified NHTSA about that safety defect. This prohibition does not apply once the motor vehicle or motor vehicle equipment has been remedied according to the manufacturer’s instructions.
As stated in Part 573.7, submission of the first of eight consecutive quarterly status reports is required within one month after the close of the calendar quarter in which notification to purchasers occurs. Therefore, the first quarterly report will be due on, or before, 30 days after the close of the calendar quarter.
Chronology :
August 2022: ElectraMeccanica received complaints related to loss of propulsion.
September 2022: Additional complaints were received.
October 2022: An internal meeting was held to review this issue. Engineering team instructed to conduct further investigation.
January 15, 2023: A new team comprised of engineering and quality dedicated personnel overseeing issues was installed and a status review of issues was conducted during the first two weeks of January 2023.
January 30, 2023: The engineering and quality dedicated team gathered again, and updated data and information related to the propulsion issue.
February 8, 2023: An internal meeting was held with the engineering, operations, and quality dedicated team to further review this issue. Decision: escalate to executive team.
February 9, 2023: An internal meeting was held with executives, and it was determined to conduct a voluntary recall of the affected vehicles.
As of March 17th, 2023, EMV has identified 37 field reports potentially related to this issue with dates of receipt ranging from Feb. 10th, 2022, to Mar. 6th, 2023. As of March 17th, 2023, EMV is aware of zero accidents or injuries potentially related to this issue for all markets.

We are writing to remind you about an open recall for your SOLO, and the expiration of the full buyback remedy. As noted in previous communications we have offered a full-price buyback that will begin to depreciate come July 15th, 2023. After the 15th, the refund amount for SOLO units will depreciate by 20% for every year after the vehicle was delivered. As a reminder, you are advised not to drive your vehicle. We urge you to take advantage of this offer as we prioritize your safety and the reduction of SOLOs remaining in customers’ hands. Example: An owner bought a SOLO in February 2022 for $18,500. If a signed bill of sale is received on or before July 15, 2023, this owner would receive a repurchase amount of $18,500. Prioritizing Quality and Safety
At ElectraMeccanica, safety and quality are a top priority. That is why today we have announced a voluntary recall of the SOLO (G3) vehicle.
Protecting our customers and their ability to drive our unique EV both safely and enjoyably is of importance to us. That is why, out of an abundance of caution, we have also paused deliveries and sales of the SOLO while we investigate this issue.
Specifically, while driving, the vehicle may experience a loss of propulsion. An instrument cluster warning light illuminates, and the driver will experience a loss of power as the vehicle decelerates as if removing their foot from the accelerator pedal. Steering, braking, and lighting systems are not impacted. The vehicle can be restarted after a short period of time. In the event of sudden loss of propulsion, the vehicle maintains all other critical functionality including power steering, braking, and lighting, and in most instances allows the driver to pull over. However, due to the unexpected loss of propulsion, there may be an increased risk of crash, albeit the Company has not received any reports of injuries or crashes.

ElectraMeccanica will send a letter to each owner within 10 days regarding their repurchase offer. After July 15, 2023, your vehicle will be repurchased for the purchase price you paid for the vehicle, including taxes, fees, and shipping, less a depreciation of 20 percent per year from the date you purchased your vehicle. ElectraMeccanica will arrange for shipment of your vehicle from your location to ElectraMeccanica at no charge to you. ElectraMeccanica will provide each owner with a personalized offer regarding their vehicle.
Any lien against your Solo will be deducted from the repurchase amount and sent directly to the lien holder and/or lender. Description of Remedy Program : The recall remedy is a vehicle repurchase (buy back). Until July 15, 2023,
EMV will repurchase (buy back) the Solo G2 and G3 for the purchase price paid by the customer for the vehicle, including taxes, fees, and shipping.
After July 15, 2023, the vehicle will be repurchased for the purchase price paid for the vehicle, including taxes, fees, and shipping, less a depreciation of 20 percent per year from the date of purchase. ElectraMeccanica will arrange for shipment of the vehicle from the customer to our facilities at no charge to the customer. ElectraMeccanica will provide each owner with a personalized offer regarding their vehicle. Any lien against the Solo will be deducted from the repurchase amount and sent directly to the lien holder and/or lender. The customer’s repurchase payment amount, therefore, will be the purchase price they paid for the Solo, including taxes, fees, and shipping, less any applicable depreciation and less the lien amount. The customer will have the opportunity to review the financial terms of EMV’s repurchase offer prior to the final acceptance. How Remedy Component Differs from Recalled Component :

Description of Remedy :
