Summary
Daimler Trucks North America, LLC (DTNA) is recalling certain 2019-2021 Freightliner
108SD, 114SD, 122SD, Columbia, Coronado, Business Class M2, and 2020 Freightliner
Cascadia vehicles. The drag link taper joint may not have been tightened sufficiently and could come loose, resulting in a complete separation of the drag link from the steering arm.
Remedy
DTNA will inspect the drag link taper joint and repair it, as necessary, free of charge. Owner notification letters were mailed April 21, 2023. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL967. This recall expands recall number 21V-689.

Subject: Drag Link Tapered Joint
Models Affected: Specific model years 2019-2021 Freightliner 108SD, 114SD, 122SD, Business Class M2, Cascadia, Columbia, and Coronado vehicles manufactured April 2, 2018, through June 25, 2020.
General Information
Daimler Truck North America LLC (DTNA), on behalf of its Freightliner Trucks Division, has decided that a defect that relates to motor vehicle safety exists on the vehicles mentioned above.
On the affected vehicles, the drag link taper joint at the steering arm may not have been tightened sufficiently and may come loose. This may result in a gradual loosening of the joint causing a loss of steering control, which increases the risk of a crash. A loose joint may be detected by pre-trip inspections, loose steering, wandering, noises, or vibration.
A Daimler Truck North America authorized service facility will inspect the taper joint, test for accurate torque, and repair as necessary.
There are approximately 74,000 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding recall and field service campaigns prior to the sale or delivery of a vehicle. A dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.

Please refer to the attached work instructions. Prior to performing the campaign, check the vehicle for a completion sticker (Form WAR260).

Work Instructions
Castle Nut Inspection and Tightening
NOTE: This procedure will require two people—one in the cab to turn the steering wheel, and one to observe the drag link steering arm joint as the steering wheel is turned.
1. Check the base label (Form WAR259) for a completion sticker for FL967 (Form WAR260) indicating this work has been done. The base label is usually located on the passenger door about 12 inches (30 cm) below the door latch. If a sticker is present, no work is needed. If there is no sticker, proceed with the next step.
2. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the rear tires.
3. Open the hood.
4. Observe the behavior of the drag link steering arm joint. See Fig. 1.
4.1 With the engine running at idle, and the parking brake still engaged, have an assistant turn the steering wheel in small increments from left-to-right and back several times.
WARNING
Maintain a safe distance from the front tire and the moving steering linkage while observing.
Failure to maintain a safe distance could result in severe personal injury or death.
4.2 While the steering wheel is being turned, check the behavior of the drag link to steering arm joint.
5. Are any of the following conditions observed?
- The castle nut appears to be loose.
- The cotter pin is not in place.
- There is relative movement in the drag link to steering arm joint when the steering wheel is moved back and forth.
- If the vehicle is equipped with dual steering gears, follow the steps for both sides.
YES → Go to the Drag Link and Steering Arm Replacement procedure, on the next page.
NO → Go to the next step.
IMPORTANT: Do not back off the castle nut to align its slots to the cotter pin hole on the ball stud. Further turn the castle nut a maximum of one-sixth of a turn to align it.
6. Remove and discard the cotter pin from the castle nut at the drag link to steering arm joint, then tighten the castle nut to the torque value shown in Table 3. See Fig. 2.

7. Install and lock a new cotter pin on the drag link to steering arm joint.
8. Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL967 (Form WAR260), indicating this work has been completed.
Drag Link and Steering Arm Replacement
IMPORTANT: For vehicles equipped with dual steering gears, the inspection procedure and the necessary repairs must be performed on both sides.
1. At both ends of the drag link, remove the cotter pins, then remove the castle nuts. See Fig. 2. Discard the cotter pins and castle nuts.
2. Using a ball stud removal tool, remove the ball studs from the pitman arm and the steering arm.
3. Remove the drag link from the vehicle, and discard it.
4. For Detroit® steering arm:
4.1 Remove the capscrews that attach the steering arm to the knuckle, then remove the steering arm from the vehicle. Discard the steering arm and capscrews.
4.2 Position a new steering arm on the knuckle. Apply Loctite® 277 on the threads of the new steering arm capscrews, then install the capscews.
- If M20 capscrews are used, tighten them 425 lbf·ft (576 N·m).
- If M24 capscrews are used, tighten them 664 lbf·ft (900 N·m).
5. For Meritor steering arm:
5.1 For non-drive front axles, remove the cotter pin and castle nut that attach the steering arm to the knuckle, then remove the steering arm from the vehicle. Discard the steering arm, castle nut and cotter pin.
5.2 Press the key into the slot in the arm, then install the new steering arm on the knuckle.
IMPORTANT: Do not back off the castle nut to align its slots to the cotter pin hole on the ball stud. Further turn the castle nut a maximum of one-sixth of a turn to align it.
5.3 Install a new castle nut TDA 1227Y1715. Tighten the nut 775 to 1450 lbf·ft (1051 to 1966 N·m). Install and lock a new cotter pin TDA K2618 on the castle nut.
5.4 For front drive axles, see Meritor MX-120/MX-120EVO Service Manual.
5.5 Remove the capscrews that attach the steering arm to the knuckle, then remove the steering arm from the vehicle. Discard the steering arm and capscrews.
5.6 Position a new steering arm on the knuckle, then install the new capscews. Tighten the capscrews 500 to 650 lbf·ft (678 to 881 N·m).
6. For Hendrickson steering arm:
6.1 Remove the capscrews that attach the steering arm to the knuckle, then remove the steering arm from the vehicle. Discard the steering arm and capscrews.
6.2 Position a new steering arm on the knuckle, then install the new capscews HDR 60236-001. Tighten the capscrews 176 to 200 lbf·ft (239 to 271 N·m).
7. Insert the steering arm ball stud of the new drag link assembly through the bottom of the steering arm, then install a new castle nut, and hand-tighten it.
8. Turn the steering wheel as needed to align the hole in the lower end of the pitman arm with the forward ball stud. Insert the ball stud in the pitman arm from the inboard side. Install a new castle nut, and hand-tighten it.
IMPORTANT: Do not back off the castle nut to align its slots to the cotter pin hole on the ball stud. Further turn the castle nut a maximum of one-sixth of a turn to align it.
9. Tighten the castle nuts to the torque value shown in Table 3, on page 11.
10. Install and lock a new cotter pin on the castle nuts at both ends of the drag link. See Fig. 2, on page 12.
11. Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL967 (Form WAR260), indicating this work has been completed.
Chronology :
In or about September 2021, DTNA initiated an investigation on a specific population of vehicles that ultimately had 11 separations of drag link joints. This led to DTNA issuing recall (21V-689) in order to remedy certain populations of vehicles subject to possible steering link separations. In tandem, DTNA actively screened and investigated this second population that did not experience separations and was different from the first population based on the manufacturing location of these vehicles.
Starting in or about February 2022, DTNA and NHTSA had multiple discussions regarding both of these populations within SEL and specific off ramp meetings. In December 2022 DTNA, while in communication with NHTSA, DTNA determined the second population out of an abundance of caution, be fixed via a Service Campaign. This, in good faith and with reasonable engineering judgement was for a perceived quality issue as there were no separations and no injuries or deaths. The Service Campaign, SF660A was initiated for the population of vehicles manufactured at a specific plant within a specific date range separate from recall 21V-689.
In SF660A Service Campaign materials, due to some clerical oversight, DTNA unartfully worded the circumstances as to draglink symptom characteristics for this population of vehicles. In January and February 2023 discussions with NHTSA regarding SF660A continued, and understandably there were mutual concerns despite improbable risk regarding the language of the field action being performed as a Service Campaign. As such DTNA agreed with NHTSA that regardless of the lack of known separations in the field or awareness of any injuries or deaths that may be related to such conditions, the potential risk of this situation leading to a steering separation cannot be ruled out and thus may rise to the level of an unreasonable risk to safety. Out of an abundance of caution, DTNA has made the determination to issue a safety recall to remedy the potential risk.

Chronology of Defect / Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the
noncompliance decision:
In or about September 2021, DTNA initiated an investigation on a specific population of vehicles that
ultimately had 11 separations of drag link joints. This led to DTNA issuing recall (21V-689) in order to
remedy certain populations of vehicles subject to possible steering link separations.
In tandem, DTNA actively screened and investigated this second population that did not experience
separations and was different from the first population based on the manufacturing location of these
vehicles.
Starting in or about February 2022, DTNA and NHTSA had multiple discussions regarding both of these
populations within SEL and specific off ramp meetings. In December 2022 DTNA, while in
communication with NHTSA, DTNA determined the second population out of an abundance of caution,
be fixed via a Service Campaign. This, in good faith and with reasonable engineering judgement was for
a perceived quality issue as there were no separations and no injuries or deaths. The Service Campaign,
SF660A was initiated for the population of vehicles manufactured at a specific plant within a specific
date range separate from recall 21V-689.
In SF660A Service Campaign materials, due to some clerical oversight, DTNA unartfully worded the
circumstances as to draglink symptom characteristics for this population of vehicles. In January and
February 2023 discussions with NHTSA regarding SF660A continued, and understandably there were
mutual concerns despite improbable risk regarding the language of the field action being performed as a
Service Campaign. As such DTNA agreed with NHTSA that regardless of the lack of known separations in
the field or awareness of any injuries or deaths that may be related to such conditions, the potential risk
of this situation leading to a steering separation cannot be ruled out and thus may rise to the level of an
unreasonable risk to safety. Out of an abundance of caution, DTNA has made the determination to issue
a safety recall to remedy the potential risk.
Identify the Remedy
Describe the defect/noncompliance remedy program, including the manufacture’s plan for
reimbursement.
The taper joint will be inspected, tested for accurate torque and repaired as necessary. Repairs
will be performed by Daimler Truck North America authorized service facilities. Details of the

Daimler Truck North America LLC (DTNA), on behalf of its Freightliner Trucks Division, has decided that a defect, which relates to motor vehicle safety, exists in certain Freightliner 108SD, 114SD, 122SD, Business Class M2, Cascadia, Columbia, and Coronado 2019-2021 vehicles. necessary. The Recall will take approximately four hours and will be performed free of charge.

This letter is to inform you that, per the 05/24/2023 joint memo from DTNA and the Dealer Council, DTNA will allow Love’s service centers to perform select Recall and Field Service Campaigns
Recall campaigns address urgent safety and emission compliance issues. DTNA complies with U.S. and Canadian federal regulations and adheres to all requirements for Recall campaign documentation, repair completion, reporting to federal agencies, etc. By adding recall repairs to the Love’s service agreement, regulatory compliance by sponsoring locations and customers is also required.
With initial approval from sponsoring locations, Love’s service centers are authorized to perform specific Freightliner campaign repairs.
Love’s sponsoring locations are responsible for the management of this program (i.e., determining whether customer facilities are suitable and identifying the specific, DTNA-approved campaigns that a Love’s service centers can perform).

June 25, 2020.
General Information
Daimler Truck North America LLC (DTNA), on behalf of its Freightliner Trucks Division, has decided that a
defect that relates to motor vehicle safety exists on the vehicles mentioned above.
On the affected vehicles, the drag link taper joint at the steering arm may not have been tightened sufficiently
and may come loose. This may result in a gradual loosening of the joint causing a loss of steering control, which
increases the risk of a crash. A loose joint may be detected by pre-trip inspections, loose steering, wandering,
noises, or vibration.
A Daimler Truck North America authorized service facility will inspect the taper joint, test for accurate torque,
and repair as necessary.
There are approximately 74,000 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding recall and field service campaigns prior to the sale or delivery of a
vehicle. A dealer will be liable for any progressive damage that results from its failure to complete campaigns
before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a
reasonable time after receiving notification.

Please refer to the attached work instructions. Prior to performing the campaign, check the vehicle for a
completion sticker (Form WAR260).

from your facing Parts Distribution Center (PDC).

IMPORTANT: When the recall has been completed, locate the base completion label in the appropriate location
on the vehicle, and attach the red completion sticker provided in the recall kit (Form WAR260). If the vehicle
does not have a base completion label, clean a spot on the appropriate location of the vehicle and first attach
the base completion label (Form WAR259). If a recall kit is not required or there is no completion sticker in the
kit, write the recall number on a blank sticker and attach it to the base completion label.
Claims for Credit
You will be reimbursed for your parts, labor, and handling (landed cost for Export Distributors) by submitting
your claim through the warranty system within 30 days of completing this campaign. Please reference the
following information in OWL:
• Claim type is Recall Campaign.
• In the Campaign field, enter the campaign number and appropriate condition code (FL967-A).
• In the Primary Failed Part Number field, enter 25-FL967-000.
• In the Parts field, enter the appropriate kit or part number(s) as shown in the Replacement Parts table.
• In the Labor field, first enter the appropriate SRT from the Labor Allowance table. Administrative time will
be included automatically as SRT 939-6010A for 0.3 hours.
• The VMRS Component Code is F99-999-005 and the Cause Code is A1 – Campaign.
• U.S. and Canada — Reimbursement for Prior Repairs. When a customer asks about reimbursement,
please do the following:
• Accept the documentation of the previous repair.
• Make a brief check of the customer’s paperwork to see if the repair may be eligible for reimbursement.
(See the “Copy of Owner Letter” section of this bulletin for reimbursement guidelines.)
• Submit an OWL Recall Pre-Approval request for a decision.
• Include the approved amount on your claim in the Other Charges section.
• Attach the documentation to the pre-approval request.
• If approved, submit a based-on claim for the pre-approval.
• Reimburse the customer the appropriate amount.
IMPORTANT: OWL must be viewed prior to performing the recall to ensure the vehicle is involved and the
campaign has not been previously completed. Also, check for a completion sticker prior to beginning work.
U.S. and Canadian dealers, if you need additional information, contact the Warranty Campaigns Department
using the WSC (Warranty Support Center) app on the DTNA Portal. Export distributors, submit a WSC ticket or
contact your International Service Manager.
U.S. and Canadian Dealers: To return excess kit inventory related to this campaign, U.S. dealers must submit a
Parts Authorization Return (PAR) to the Memphis PDC. Canadian dealers must submit a PAR to their facing
PDC. All kits must be in resalable condition. PAR requests must include the original purchase invoice number.
Export Distributors: Excess inventory is not returnable.
The letter notifying U.S. and Canadian vehicle owners is included for your reference.
Please note that the National Traffic and Motor Vehicle Safety Act, as amended (Title 49, United States Code,
Chapter 301), requires the owner’s vehicle(s) be corrected within a reasonable time after parts are available to
you. The Act states that failure to repair a vehicle within 60 days after tender for repair shall be prima facie
evidence of an unreasonable time. However, circumstances of a particular situation may reduce the 60 day
period. Failure to repair a vehicle within a reasonable time can result in either the obligation to (a) replace the
vehicle with an identical or reasonably equivalent vehicle, without charge, or (b) refund the purchase price in
full, less a reasonable allowance for depreciation. The Act further prohibits dealers from selling a vehicle unless

Reimbursement to Customers for Repairs
Performed Prior to Recall
If you have already paid to have this recall condition corrected you may be eligible to receive reimbursement.
Requests for reimbursement may include parts and labor. Reimbursement may be limited to the amount the
repair would have cost if completed by an authorized Daimler Truck North America LLC dealer. The following
documentation must be presented to your dealer for consideration for reimbursement.
Please provide original or clear copies of all receipts, invoices, and repair orders that show:
• The name and address of the person who paid for the repair
• The Vehicle Identification Number (VIN) of the vehicle that was repaired
• What problem occurred, what repair was done, when the repair was done
• Who repaired the vehicle
• The total cost of the repair expense that is being claimed

Work Instructions
Subject: Drag Link Tapered Joint
Castle Nut Inspection and Tightening
NOTE: This procedure will require two people—one in the cab to turn the steering wheel, and one to observe
the drag link steering arm joint as the steering wheel is turned.
1. Check the base label (Form WAR259) for a completion sticker for FL967 (Form WAR260) indicating this
work has been done. The base label is usually located on the passenger door about 12 inches (30 cm) below
the door latch. If a sticker is present, no work is needed. If there is no sticker, proceed with the next
step.
2. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the rear tires.
3. Open the hood.
4. Observe the behavior of the drag link steering arm joint. See Fig. 1.
4.1 With the engine running at idle, and the parking brake still engaged, have an assistant turn the steering
wheel in small increments from left-to-right and back several times.

WARNING
Maintain a safe distance from the front tire and the moving steering linkage while observing.
Failure to maintain a safe distance could result in severe personal injury or death.
4.2 While the steering wheel is being turned, check the behavior of the drag link to steering arm joint.
5. Are any of the following conditions observed?
• The castle nut appears to be loose.
• The cotter pin is not in place.
• There is relative movement in the drag link to steering arm joint when the steering wheel is moved
back and forth.
• If the vehicle is equipped with dual steering gears, follow the steps for both sides.
YES → Go to the Drag Link and Steering Arm Replacement procedure, on the next page.
NO → Go to the next step.
IMPORTANT: Do not back off the castle nut to align its slots to the cotter pin hole on the ball stud. Further turn
the castle nut a maximum of one-sixth of a turn to align it.
6. Remove and discard the cotter pin from the castle nut at the drag link to steering arm joint, then tighten the
castle nut to the torque value shown in Table 3. See Fig. 2.

Drag Link and Steering Arm Replacement
IMPORTANT: For vehicles equipped with dual steering gears, the inspection procedure and the necessary
repairs must be performed on both sides.
1. At both ends of the drag link, remove the cotter pins, then remove the castle nuts. See Fig. 2. Discard the
cotter pins and castle nuts.
2. Using a ball stud removal tool, remove the ball studs from the pitman arm and the steering arm.
3. Remove the drag link from the vehicle, and discard it.
4. For Detroit® steering arm:
4.1 Remove the capscrews that attach the steering arm to the knuckle, then remove the steering arm
from the vehicle. Discard the steering arm and capscrews.
4.2 Position a new steering arm on the knuckle. Apply Loctite® 277 on the threads of the new steering
arm capscrews, then install the capscews.
• If M20 capscrews are used, tighten them 425 lbf·ft (576 N·m).
• If M24 capscrews are used, tighten them 664 lbf·ft (900 N·m).
6.2 Position a new steering arm on the knuckle, then install the new capscews HDR 60236-001. Tighten
the capscrews 176 to 200 lbf·ft (239 to 271 N·m).
7. Insert the steering arm ball stud of the new drag link assembly through the bottom of the steering arm, then
install a new castle nut, and hand-tighten it.
8. Turn the steering wheel as needed to align the hole in the lower end of the pitman arm with the forward ball
stud. Insert the ball stud in the pitman arm from the inboard side. Install a new castle nut, and hand-tighten it.
IMPORTANT: Do not back off the castle nut to align its slots to the cotter pin hole on the ball stud. Further turn
the castle nut a maximum of one-sixth of a turn to align it.
9. Tighten the castle nuts to the torque value shown in Table 3, on page 11.
10. Install and lock a new cotter pin on the castle nuts at both ends of the drag link. See Fig. 2, on page 12.
11. Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL967 (Form
WAR260), indicating this work has been completed.

5. For Meritor steering arm:
5.1 For non-drive front axles, remove the cotter pin and castle nut that attach the steering arm to the
knuckle, then remove the steering arm from the vehicle. Discard the steering arm, castle nut and cotter
pin.
5.2 Press the key into the slot in the arm, then install the new steering arm on the knuckle.
IMPORTANT: Do not back off the castle nut to align its slots to the cotter pin hole on the ball stud. Further
turn the castle nut a maximum of one-sixth of a turn to align it.
5.3 Install a new castle nut TDA 1227Y1715. Tighten the nut 775 to 1450 lbf·ft (1051 to 1966 N·m). Install
and lock a new cotter pin TDA K2618 on the castle nut.
5.4 For front drive axles, see Meritor MX-120/MX-120EVO Service Manual.
5.5 Remove the capscrews that attach the steering arm to the knuckle, then remove the steering arm
from the vehicle. Discard the steering arm and capscrews.
5.6 Position a new steering arm on the knuckle, then install the new capscews. Tighten the capscrews
500 to 650 lbf·ft (678 to 881 N·m).
6. For Hendrickson steering arm:
6.1 Remove the capscrews that attach the steering arm to the knuckle, then remove the steering arm
from the vehicle. Discard the steering arm and capscrews.

This letter is to inform you that, per the 05/24/2023 joint memo from DTNA and the Dealer Council, DTNA will now allow Love Service Locations to perform select Recall and Field Service Campaigns
Recall campaigns address urgent safety and emission compliance issues. DTNA complies with U.S. and Canadian federal regulations and adheres to all requirements for recall campaign documentation, repair completion, reporting to federal agencies, etc. By adding recall repairs to the Love Service Agreement, regulatory compliance by sponsoring locations and customers is also required.
With approval from sponsoring locations, select Love Service locations are authorized to perform specific Freightliner Campaign repairs. Love Service locations may only do this work with the agreement of their sponsoring locations.
Love sponsoring locations are responsible for the management of this program (i.e., determining whether customer facilities are suitable and identifying the specific, DTNA-approved campaigns that a Love Service location can perform).

Problem:

In or about September 2021, DTNA initiated an investigation on a specific population of vehicles that ultimately had 11 separations of drag link joints. This led to DTNA issuing recall (21V-689) in order to remedy certain populations of vehicles subject to possible steering link separations. In tandem, DTNA actively screened and investigated this second population that did not experience separations and was different from the first population based on the manufacturing location of these vehicles.
Starting in or about February 2022, DTNA and NHTSA had multiple discussions regarding both of these populations within SEL and specific off ramp meetings. In December 2022 DTNA, while in communication with NHTSA, DTNA determined the second population out of an abundance of caution, be fixed via a Service Campaign. This, in good faith and with reasonable engineering judgement was for a perceived quality issue as there were no separations and no injuries or deaths. circumstances as to draglink symptom characteristics for this population of vehicles. In January and February 2023 discussions with NHTSA regarding SF660A continued, and understandably there were mutual concerns despite improbable risk regarding the language of the field action being performed as a Service Campaign. As such DTNA agreed with NHTSA that regardless of the lack of known separations in
the field or awareness of any injuries or deaths that may be related to such conditions, the potential risk of this situation leading to a steering separation cannot be ruled out and thus may rise to the level of an unreasonable risk to safety. Out of an abundance of caution, DTNA has made the determination to issue a safety recall to remedy the potential risk.

circumstances as to draglink symptom characteristics for this population of vehicles. In January and February 2023 discussions with NHTSA regarding SF660A continued, and understandably there were mutual concerns despite improbable risk regarding the language of the field action being performed as a Service Campaign. As such DTNA agreed with NHTSA that regardless of the lack of known separations in
the field or awareness of any injuries or deaths that may be related to such conditions, the potential risk of this situation leading to a steering separation cannot be ruled out and thus may rise to the level of an unreasonable risk to safety. Out of an abundance of caution, DTNA has made the determination to issue a safety recall to remedy the potential risk.
Description of Remedy :
Description of Remedy Program : The taper joint will be inspected, tested for accurate torque and repaired
as necessary. Repairs will be performed by Daimler Truck North America authorized service facilities. Details of the reimbursement plan will be included in the owner’s notification letter. How Remedy Component Differs NR from Recalled Component :
