Summary
The Pilotcar EV INC (Pilotcar) is recalling certain 2021-2023 PC-2, PC-4, and PC-6 low speed electric vehicles. The pedestrian warning sound system was not installed. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 141, “Minimum Sound Requirements for Hybrid
and Electric Vehicles” and 500, “Low Speed Vehicles.”
Remedy
Pilotcar will install a pedestrian warning sound system with a digital sound generator, amplifier, and two speakers, free of charge. Owner notification letters are expected to be mailed December 22, 2023. Owners may contact Pilotcar customer service at 1-239-243-8023. Pilotcar’s number for this recall is PC-2023-03.

On 11/28/2023 Mete Timur president of PILOTCAR EV, Inc. (Florida-USA) contacted MIROX Corporation via email
about FMVSS #500 compliance testing.
Miro Kefurt President of MIROX Corporation subsequently called Mr. Timur. During the phone conversation
Mr. Timur disclosed that PILOTAR EV, Inc. has been assembling golf carts from “kit” that were supplied to and imported by PILOTCAR (Florida-USA) from PILOTCAR OTOMOTIV SAN. TIC. A.S. [Manufacturer ID 20932] (Turkey) and then assembled in Florida by PILOTCAR (Florida-USA) into completed vehicles.
There was no distinction between “Golf Cart” or “LSV”, therefore at this time it is unknown how many vehicles were actually sold by Dealers as LSV and registered for use on public roads. Mr. Timur and Mr. Kefurt had in person meeting in Las Vegas on 12/1/2023 and Mr. Timur provided information about the vehicles.
It was then determined that PILOTCAR vehicles designated as LSV do not have the required by FMVSS #500 & #141 VSP System (Vehicle Sound for Pedestrians). It was therefore determined by Mr. Kefurt that a recall of the vehicles that were sold as LSV needs to be initiated.
Due to the fact that PILOTCAR assembled and sold the vehicles in USA, Mr. Timur decided that PILOTCAR EV, Inc. should be responsible for the vehicles and recall them. PILOTCAR (Florida-USA) has been registered with NHTSA on 12/1/2023 [Manufacturer ID 23039] and the Recall Account was finalized on 12/7/2023.

Manufacturer’s assigned campaign number: PC-2023-03 NHTSA Recall ID: 23V832 To all PILOTCAR vehicle dealers: This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.
PILOTCAR EV, Inc. has decided that certain 2021 through 2023 Model Year PILOTCAR LSVs, fail to comply to Federal Motor Vehicle Safety Standards (FMVSS) No. 500 “Low Speed Vehicles” and
No. 141 “Minimum Sound Requirements for Hybrid
and Electric Vehicles”. Accordingly, a recall to address this issue is being initiated effective February 1, 2024. The noncompliance involves vehicles which are missing the required Vehicle Sound for Pedestrians System (VSP). 2021 through 2023 PILOTCAR LSV have noncompliance with Federal Motor Vehicle Safety Standard (FMVSS) No. 500 and No 141, because the required VSP System has not been installed. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 500, “Low Speed Vehicles” and FMVSS #141 (Minimum Sound Requirements). Owners will be notified by mail about the recall and will be instructed to bring their PILOTCAR LSV for installation to their local PILOTCAR dealer. There is no cost to owners for this recall. You as PILOTCAR vehicle dealer will install the VSP System (Sound Generator and Amplifier Unit and two Speakers) free of charge. The installation requires about two and half hours, and the vehicle can be driven immediately after the installation is completed.
VSP System (Sound Generator and Amplifier Unit and two Speakers) will be provided to your dealership free of charge, and you will be reimbursed for the installation at standard Warranty Labor Rates. (2.5 hours) The replacement Kit will be: PILOTCAR Part Number: VSP 2023 Please be reminded that it is a violation of Federal law for you to sell or lease the 2021 to 2023 PILOTCAR SVs covered by this notification, until this recall has been erformed on these vehicles.
