Summary
Shandong New Continent Tire Co., Ltd (SNC) is recalling certain Rolling Big Power Repulsor M/T Tires, size 285/75R16LT with DOT date codes 1418 through 1622 (AJD6LCDE1418- AJD6LCDE1622). Due to a manufacturing issue, the sidewall may separate from the tire. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 139, “New Pneumatic Radial Tires for Light Vehicles.”
Remedy
SNC will reimburse the total amount paid for replacement tire(s) up to the retail price of the recalled tire(s), plus a fixed amount for installation and rotation. The manufacturer has not yet provided a schedule for recall notification. Owners may contact Shandong’s customer service via email at service@snctire.com.

As stated in Part 573.7, submission of the first of eight consecutive quarterly status reports is required within one month after the close of the calendar quarter in which notification to purchasers occurs. This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
SNC Tire has decided that certain Rolling Big Power 285/75R16LT 126/123Q Repulsor M/T tires fail to conform to Federal Motor Vehicle Safety Standard No. 139: New pneumatic radial tires for light vehicles. The recall affects 2045 tires produced from April 2, 2018 to April 10, 2022. No other tires are affected.
The noncompliance is associated with possible sidewall separation in the affected tires. If sidewall separation occurs while the vehicle is being operated, a loss of control or crash could occur. To date, there have been no injuries or deaths associated with these tires.
Accordingly, a voluntary recall is being initiated on the affected brand, model, pattern, and date range.
Please refer to the legend below to identify whether a tire(s) is in the affected brand, model, pattern, and date range. The affected tireโs brand is Rolling Big Power. The model is 285/75R16LT 126/123Q. The pattern is Repulsor M/T. The date of manufacture (DOT Code) can be found molded onto the tire near the bead. For the affected tires, the plant code (first two characters in the DOT Code) will be AJ and the last four characters will be a number between 1418-1622. Only a tire with all the identification (brand, model, pattern, and date range) as described above would be affected.

What Should You Do?
If you own the affected brand, model and pattern of tire and your tire(s) fall within the listed DOT Code production, please immediately stop using the recalled tires. If you replace the recalled tire(s) with other tire(s), SNC Tire will reimburse the total amount you paid for the replacement tire(s) up to the original retail price of the recalled tire(s) plus a fixed amount of $30 US dollars per tire for installation, rotation and disposal.
This replacement program will begin on November 7, 2022 and run for 180 days.
It is important that you act as soon as possible to determine whether your tires are covered by this campaign. Reimbursement plan for pre-notification remedies:

SNC Tire has established the following reimbursement plan to reimburse owners and purchasers for costs incurred for remedies obtained before they were notified of the recall on this product.
Period for Reimbursement:
The earliest date to have purchased a qualifying pre-notification remedy is June 22, 2022.
The ending date of the reimbursement eligibility is 10 calendar days after the date on which SNC Tire has directed the mailing of the last of its notifications to owners/purchasers or 30 days after the conclusion of SNC Tireโs initial efforts to provide public notice of the existence of the possible noncompliance, whichever is later.
Reimbursement Plan Exclusions:
- If the pre-notification remedy did not address the noncompliance that led to the recall or a manifestation of the noncompliance.
- If the pre-notification remedy was not reasonably necessary to correct the noncompliance that led to the recall or a manifestation of the noncompliance.
- Failure to submit adequate documentation at the address provided.
Required Documents, if you have already purchased a remedy for the noncompliance during the period for reimbursement:
- Name and mailing address of the claimant.
- Identification of the product that was recalled (Tire brand, model, size, and DOT number).
- NHTSA recall number.
- Identification of the owner or purchaser of the recalled tire at the time that the pre-notification remedy was obtained.

Chronology :
On or around June 22, 2022, the Company was notified by NHTSA that one of the subject tires had been deemed to have failed the endurance test requirement of FMVSS 139 Section 6.3.2(a) by showing signs of sidewall separation. The Company proceeded to investigate this allegation and submitted a Part 573 report on July 28, 2022. After further technical discussions with NHTSA, the Company has elected to recall all tires of this model and size that predate the submission of this updated Part 573 report.

The owners may contact you to verify if their tires are included in this recall. If you have any of these recalled tires in your inventory or you have received any of the tires that are included in this recall (or found any such tire on a customerโs vehicle), please take the following steps:
1) Immediately stop selling and/or mounting these tires. It is a violation of Federal law to sell or lease the tires covered by this recall notification. NHTSA shall be notified of any sale of a new or used recalled tire for use on a motor vehicle.
2) Federal law requires that each recalled tire be disabled by the dealer within 24 hours after the tire has been received. Tires should be permanently disabled by drilling three holes in one sidewall and the complete DOT code should be removed from the tires. Ship disabled tires to a location of your own choice (as you would normally do for scrapped tires), provided that you comply with applicable state and local laws and regulations regarding disposal of tires. When possible, please direct scrapped and recalled tires into a program for positive reuse (shredding, crumbling, recycling, and recovery) or another alternative beneficial non-vehicular use.
3) If any owner brings an affected tire to you for a placement, please replace the recalled tired with an appropriate FMVSS 139-compliant tire, SNC Tire will reimburse the owner with total amount paid by the owners for the replacement tire(s) up to the retail price of the recalled tire(s) , plus a fixed amount of $ 30 US dollars per tire for installation and rotation.
4) If you have any affected tire in your inventory, please communicate with your distributor from whom you have purchased the tire and a refund of your purchase price plus a reimbursement of actual and reasonable disposal fee will be provided to you.
5) Communicate this notice with all personnel and employees involved with sales, maintenance, mounting, removal, destruction, or disposal of tires. If you have any questions, please contact SNC Tire at service@snctire.com or at [ ]. We apologize for any inconvenience this recall may have caused.

Descriptive Information : As detailed on July 20, 2022 in response to questions submitted by OVSC pursuant to OA-139-220618, the Company recognizes that a Rolling Big Power Repulsor M/T 285/75R16LT tire tested by OVSC from the 32nd week of 2020 was deemed to have failed the endurance test requirement of FMVSS 139 S.6.3.2
(a) by showing signs of sidewall separation. Although the Company has been unable to replicate this claimed non-compliance, the Company did have manufacturing issues during the week in question over the course of two shifts, encompassing 68 tires that have been distributed to the US, which could have generated the condition observed by OVSC. Out of abundance of caution, the Company proposes to recall 166 tires, namely all the tires of this model and size that were manufactured during the 32nd week of 2020, as a precautionary measure. No other tires are affected.

Description of the Safety Risk : If sidewall separation occurs while a vehicle is being driven, the tire could
suddenly lose pressure, causing a vehicle to lose control and possibly crash.
Description of the Cause : The affected tires may have inadequate compression between the sidewall and carcass ply, creating the possibility of unintended sidewall separation. Identification of Any Warning

On or around June 22, 2022, the Company was notified by NHTSA through OA-139-220618 that one of the subject tires had been deemed to have failed the endurance test requirement of FMVSS 139 S.6.3.2(a) by showing signs of sidewall separation. The Company proceeded to investigate this inquiry and found that while it could not confirm the alleged non-compliance, that manufacturing issues had arisen during the 32nd week of 2020 (August), which conceivably could explain the sidewall separation observed by OVSC. The manufacturing machine in question was promptly shut down and repaired, and samples of tires manufactured during the shifts surrounding the malfunction passed FMVSS 139 requirements for highway driving and endurance, as well as one cut tire test, before the remaining tires from these shifts were approved for sale. The tires also exceeded the additional margin of safety required by the Company for highway driving and endurance. The Company is thus unable to determine that any of the subject tires in fact do not comply with FMVSS 139.
However, in the interests of consumer safety and in abundance of caution, the Company has determined that it would be prudent to recall all 166 tires of this model and size that were manufactured during the same week in which the machine malfunction occurred. Description of Remedy Program : At its own expense, the Company will supply a replacement tire of the
same model and size from a different manufacturing batch. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : The replacement product will have a date code from some week other than the 32nd week of 2020.
The recalled condition was corrected within one hour from first identification. Tires manufactured from any other week do not have the recalled condition.
