Summary
Marion Body Works Inc. is recalling certain 2024 Spartan Fire MetroStar vehicles. A defect in the inversion valve may delay park brake engagement, which could allow the vehicle to move unintentionally. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 121, “Air Brake Systems.”
Remedy
Dealers will replace the inversion valve, free of charge. Owner notification letters were mailed January 11, 2024. Owners may contact Marion Body Works customer service at 1-715-754-5261.

This service bulletin applies to certain 2021 through 2024 model year, Gladiator, Metro Star, FC-94, KME Panther, and KME Predator model emergency response chassis cabs built between June 2022 and September 2023.
CONDITION:
Potential delay in the park brake setting after park brake valve is activated.
CORRECTION:
Inspect and replace the inversion valve if qualified.
Chronology :
August 12, 2022 โ January 18, 2023 โ Internal production intermittent, non-repeatable issues being investigated.
January 19, 2023 โ Spartan received notice from Final Stage Manufacturer of repeatable potential delay when engaging the park brake.
January 23 โ August 31, 2023 โ Spartan worked with Wabco to investigate the issue, created a PSR team, quality alert, as well as conducted a risk assessment. Wabco and their supplier completed various types of inspections and testing on returned parts. (Chronology details will be provided in a separate document).
August 31, 2023 – Reviewed warranty one last time and found recent claims found at the end user. Therefore, the PSR team conducted another risk assessment.
September 5, 2023 โ Spartan escalated the issue to REV Group Management.
September 6, 2023 โ Stop ship issued.
September 7, 2023 โ REVโs senior leadership approved a voluntary recall for this issue.
December 19, 2023 – Marion Body Works was issued a safety recall notice from Spartan.
January 8, 2024 – Marion Body Works submitted a safety recall to NHTSA.

GENERAL INSTRUCTIONS:
Thoroughly review entire service bulletin before starting work. If there are questions or concerns

All applicable industry safety standards must be followed when performing work identified in this
procedure.
Step By Step Instructions
1) Ensure vehicle park brakes are set and chock the wheels.
2) Locate inversion valve under truck mounted to the crossmember in front of the engine
on the driverโs side. (See Figure 2.1)

3) Inspect metallic tag attached to the body of the inversion for a green mark.
(See Figure 2.2)
a) If a green mark is present, the inversion valve does not require replacement. Please
notify Spartan Fire of the presence of the green mark so the vehicle records can be
updated. No further action is required.
b) If green mark is not present, inversion valve must be replaced. Please contact Rev
Fire Parts to procure a certified valve with the green mark. Do not source valve
locally. Replacement must be certified from Rev Fire parts, signified by a colored
mark on the ID tag. Proceed to step 4.

4) Label the air lines at the inversion to ensure proper re-installation.
5) Remove air lines from the inversion valve.
6) Remove the two 5/16โ bolts from the inversion valve and remove the inversion valve.
7) Remove fittings from old inversion valve. Coat threads with new thread sealant. Install
fittings into new inversion valve.
8) Retain old inversion valve to return to Spartan Fire. Contact Spartan Fire
LLC
(1-800-867-6478) for a return shipping label.
9) Install new inversion valve to cross-member using same two 5/16โ bolts.
10) Reconnect air lines in their respective locations. (See Figure 5.1 and 6.1)
11) Start the engine and permit the air system to build to full governed air pressure.
12) Chock the wheels, release the park brake, and apply the service brakes. Check inversion
valve for leaks.
13) If no leaks are present, the repair is complete, and the vehicle is ready for operation.

IMPORTANT SAFETY RECALL – Recall Number: 24V-007
Affected Chassis: Dear Valued Customer,
This notice is sent to you in accordance with the requirements of the National
Traffic and Mortor Vehicle Safety Act. Spartan Fire, LLC has decided that adefect which relates to motor vehicle safety exists in certain model year 2024 Metro Star emergency response chassis cabs. What is the concern? A defect in the inversion valve may cause the park brake engagement to be intermittently delayed. As such, these vehicles may fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 121, “Air Brake Systems.” If this condition exists, the park brake may not be applied within 3 seconds, resulting in inadvertent vehicle movement and increasing the risk of a crash or injury. Corrective Action The affected vehicles will have the inversion valve replaced with a certified inversion valve. The vehicle listed on this letter will need to be inspected following Spartan’s Recall Service bulletin RSB23-330-001. What should you do?
