Left, Rear Brake Caliper may Drag
A dragging brake reduces the ability to stop or slow down a vehicle, which increases the risk of crash. A dragging brake may cause thermal damage to the brake components, which may activate the ABS warning light. The warning light may cause the driver to immediately stop the vehicle and transfer occupants, which increases their risk of injury.

) is recalling certain 2016-2020 IC CE and 2019 IC RE school buses equipped with Bendix
ADB22X brake calipers. The driver side rear brakes may drag.
Remedy
Navistar
will notify owners, and dealers will replace the left rear caliper with a redesigned adjuster mechanism, free of charge. The recall began July 12, 2019. Owners may contact Navistar

SUBJECT: SAFETY RECALL
Left-side rear caliper on certain CE and RE school bus models built 11 March 2015 thru 30 April 2018 with Bendix
ADB 22X brake calipers.
DEFECT DESCRIPTION
The ADB22X caliper on the left-side rear corner on school bus applications may experience an unintended reduction in running clearance during operation, which can lead to a dragging brake. The problem occurs intermittently. A dragging brake may cause overheating, resulting in thermal damage to the brake components and wheel speed sensor.
MODELS INVOLVED
This safety recall involves certain CE and RE school bus models built 11 March 2015 thru 30 Aprll 2018 with Bendix
ADB 22X brake calipers.
ELIGIBILITY
This procedure applies ONLY to vehicles marked in the International
Service Portal with Safety Recall 19506. Also complete any other open campaigns listed on the Service Portal at this time.

8900282R91 contains the following parts:
SERVICE_PRQCEDURE
- Park vehicle on flat surface.
- Shift transmission to Park or Neutral and set parking brake.
- Turn vehicle ignition to Key OFF position.
- Install wheel chocks.
- If the cluster ABS light is on, perform diagnostics for that indicator.

- If diagnostics indicate that the left-side rear speed sensor should be replaced, make note of the fact that the sensor must be replaced later. Proceed to Step Step 6.
- If diagnostics indicate a different reason than the left-side rear speed sensor for the ABS light, diagnostics and repairs should be in a separate repair section from this Proceed to Step 6.
- Raise rear of vehicle and support on jack stands.
- Release parking brake.
- Remove left-side rear wheel from vehicle.
- Locate the Identification label (Figure 1, Item 1) on the fixed pin area of the caliper casing.
- Identify the date of manufacture fields in the Serialized Production Code (Figure 2). These fields include the following:
- Month (Figure 2, Item 1). A= Jan, B = February, and so The letter I is skipped. So, J = September.
- Day (Figure 2, Item 2) written as two digits.
- Year (Figure 2, Item 3) written as two digits.
- Compare date on label to suspect manufacture date range of 03 November 2015 thru 30 April 2018.
- If date on label is not in suspect manufacture date range, proceed to Step 20.
- If date on label is in suspect manufacture date range, proceed to Step 20.
- Disconnect air hose from brake chamber.
- Remove caliper and discard mounting hardware. Refer to appropriate service manual for detailed instruction.
- Did diagnostics in Step 5 recommend replacing left-side rear speed sensor?
- If yes, replace sensor and proceed to Step 15.
- If no, proceed to Step 15.
- lnspect left-side rear break pad.
- If thickness variation between the inboard and outboard pad is greater than or equal to 14 in (3.5 mm), proceed to Step 16.
- If variation is less than 0.14 in (3.5 mm), proceed to Step 16.
- Replace rear left-side and right-side brake Refer to appropriate service manual for detailed instruction.
- Install new caliper assembly on left-side Refer to appropriate service manual for detailed instructions.
- Install new caliper mounting bolts and washers. Using a torque wrench, tighten bolts to 350 to 400 lb-ft {475 to 542 N•m) using a crisscross pattern sequence.
- Reinstall air hoses.
- Install tires, wheel assemblies and wheel nuts. Refer to appropriate service manual for instructions. Draw up nuts alternately following crisscross pattern sequence (Figure 3). Do not fully tighten nuts at this time. This procedure will allow uniform seating of nuts and ensure even, face-to-face contact of wheel and hub.
- Adjust brakes.
- Raise vehicle, remove jack stands, and lower vehicle.
- Set parking brake.
- Using a torque wrench, tighten wheel nuts to 450 to 500 lb-ft (61o to 678 N•m).
- Remove wheel chocks.

CAMPAIGN IDENTIFICATION LABEL
Each vehicle corrected in accordance with this campaign must be marked with a CTS-1075 Campaign Identification Label.
Complete the label and attach on a clean surface next to the vehicle identification number (VIN) plate.

WARRANTY CLAIMS
Warranty claim expense is to be charged to Warranty. Claims are to be submitted In the normal manner, making reference to Safety Recall 19506.
Section 7 of the Warranty Policy and Procedures Manual contains further information related to the submission and processing of AFC / Recall claims.
As with all claim submissions, items acquired locally must be submitted in the Mother Charges” tab. The cost of any bulk items (such as a bag of cable tie straps, roll of wire, barrel of oil, or tube of silicone) should be prorated for the cost of the individual pieces I amount used during each repair.
UNITED STATES AND POSSESSIONS
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle that is subject to a vehicle recall campaign must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after a tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within 60 days, the owner may be entitled to replacement with an identical or reasonable equivalent vehicle at no charge, or to a refund of the purchase price less a reasonable allowance for depreciation.
Dealers must correct all vehicles subject to this campaign at no charge to the owner, regardless of mileage, age of vehicle, or ownership, from this time forward.
Dealers should proceed Immediately to make necessary correction to units in inventory. All inventory vehicles subject to this recall campaign must be corrected prior to sale, transfer or delivery. If vehicles have been sold or transferred and you are in receipt of Customer Notification Letters and Authorization for Recall Service cards for those vehicles, the transfer location or customer must be notified immediately from your dealer location.
Dealers must make every effort to promptly schedule an appointment with each owner to repair his or her vehicle as soon as possible. However, consistent with the customer notification, dealers are expected to complete the repairs on the mutually agreed upon service date.
Dealers Involved in the recall process will be furnished a listing of owner names and addresses to enable them to follow up with owners and have the vehicles corrected. Use of this listing must be limited to this campaign because the list may contain Information obtained from state motor vehicle registration records, and the use of such motor vehicle registration data for purposes other than this campaign is a violation of law in several states.

12/7/2018 Navistar
field service reported emerging issue occurring with hot wheel ends
on the left rear of school buses with air disk brakes. All reports prior to this were believed
to be service related. The specific unit reported was a Fauquier County bus, with a build
date of 5/1/17. Parts were removed and sent back to Bendix
for analysis.
12/21/2018 Received report of a second Fairfax County bus that experienced a hot wheel
end on the left rear. The vehicle had prior brake pad replacement on 6/27/18. Therefore,
the failure was believed to be maintenance related.
1/10/2019 Navistar
field service reported a second Fauquier County bus also built on
5/1/17 which experienced a dragging brake on the left rear wheel end. The driver noted
that the ABS light came on, and he could smell the brakes and drove the vehicle back to
the Fauquier bus garage. There was no report of prior brake service on this unit. Parts
were sent to Bendix
for analysis.
2/21/2019 – Field service received a report of an EL Paso ISD hot wheel end on a 2018 CE
bus built 7/27/17. Driver reported he could smell something burning and notice smoke
coming from the left rear wheel so he stopped the bus. No prior brake related repairs found
on this unit.
03/05/19 Navistar
field service, Compliance, and Bendix
met to review most recent report
where no prior service had been performed. Determined that elevated testing was needed
to determine contributing factors beyond maintenance related issues.
03/18/2019 Navistar
learned from Bendix
that pressure sensitivity testing did
demonstrate that the left rear adjuster was susceptible to unintended adjustments.
04/03/2019 Tests confirmed that pad kick as a result of repeated park brake applications
could contribute to unintended adjustments and reduced running clearance between the pad
and rotor.
