Summary
Daimler Trucks North America LLC (DTNA) is recalling certain 2020 Thomas Built Buses Minotour school buses built on a GMC
Savannah or Chevrolet
Express chassis. The seatbelt-unfastened warning light will not illuminate for approximately five seconds after the ignition is moved to the “on” or “start” position. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 208, “Occupant Crash Protection.”
Remedy
GM will notify DTNA owners, and GM dealers will reprogram the instrument panel cluster, free of charge. The recall began October 3, 2019. Owners may GM customer service at 1-800-462-8782 contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL-833.

General Motors has decided that certain 2019 model year Chevrolet

Savana vehicles may fail to conform to S7.3 of Federal Motor Vehicle Safety Standard (FMVSS) 208, Occupant crash protection. As a result, GM is conducting a recall. We apologize for this inconvenience. However, we are concerned about your safety and continued satisfaction with our products.

Why is your vehicle being recalled? | In these vehicles, the seatbelt-unfastened telltale will not illuminate for approximately five seconds after the ignition is moved to the on or start position. For this Defect/Noncompliance:
Describe the defect or noncompliance:
Per GM reca/l 16V-644, GM identified vehicles that may fail to conform to FMVSS 208, occupant crash
protection. GM states in these vehicles “the seatbelt-unfastened telltale will not illuminate for
approximately five seconds ofter the ignition is moved to the on or start position. There is no impact to
the vehicle’s seatbelt or airbag systems, and the telltales will function normally after the five-second
delay.”

Describe the safety risk:
Per GM recall 19V-644: “During the five-second delay, the telltale will not alert the driver that the
driver’s seatbelt is unbuckled or complete the airbag indicator readiness bulb check. There is no delay in
the activation of seat belt warning chimes.”

Per GM recall 19V-644: Aptiv Avenida Fomento Industrial 5/N
Chronology of Defect/ Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the
noncompliance decision.:
Early September 2019, GM filed a defect report of noncompliance to CMVSS 208. GM notified Thomas
Built Buses {TBB) of the recall and provided a VIN list of chassis cabs that were at TBB, TBB placed a hold
on the identified V/Ns per GMs instructions. DTNA requested information regarding the filing and
requested further information to determine if additional DTNA vehicles are affected. DTNA opened an
investigation to determine potential field exposure. Early October 2019, DTNA was provided a full list of
affected V/Ns supplied to TBB. October 3rd, 2019 DTNA with an abundance of caution, decided to
conduct a voluntary non-compliance recall on the GM identified vehicles.
Identify the Remedy
Describe the defect/noncompliance remedy program, including the manufacture’s plan for
reimbursement.
GM dealers will reprogram the instrumented panel cluster {/PC). Repairs will be performed by GM
authorized service facilities. Customer notification will be done by first class mail using GM records to
determine the customers affected.

GM Diagnostic/Programming (TIS2Web)
Approved J2534 Device with TIS2WEB can reprogram 1996 and later All GM Modules.
To obtain the latest electronic controller calibration information for your vehicle, go to https://tis2web.service.gm.com/tis2web and enter the vehicle's 17 character Vehicle Identification Number (VIN) and select 'Get CAL IDโ.
You can then compare the latest part number with the actual number installed on the vehicle to determine if a reprogram is needed.
The Service Programming System (SPS) application is part of the TIS2Web system. To program an ECU, the SPS application must communicate with the vehicle control modules using the proper J2534 programming interface tool.
