Hydraulic Caliper Tie Bar May Be Loose
A dangling tie bar could come in contact with the rotating wheel-end components or damage may occur from the brake parts flexing. Either scenario may increase the risk of a crash.

Summary
Daimler Trucks North America, LLC (DTNA) is recalling certain 2022 Thomas Built Saf-T-Liner C2 school buses. The hydraulic caliper tie bar support fasteners on the steer axles may not have been properly tightened or the tie bar may have not been installed in some cases.
Remedy
DTNA will notify owners, and dealers will inspect both steer axle wheel-ends to make sure that the four tie bar mounting fasteners are properly tightened. If the required tie bar is missing, the caliper anchor mounts and functionality (brake pad slide pins and pad movement) will be inspected before installing a tie bar. All repairs will be performed free of charge. The recall began February 18, 2021. DTNA’s number for this recall is FL-871.

General Information
Daimler Trucks North America LLC (DTNA), on behalf of its Freightliner
Trucks Division, and wholly owned subsidiary, Freightliner
Custom Chassis Corporation, has decided that a defect that relates to motor vehicle safety exists on the vehicles mentioned above.
On certain vehicles, the caliper tie bar fasteners on the steer axle may not have been torqued to specification. A loose or dangling tie bar may come in contact with wheel-end components, which could affect vehicle braking and increase the risk of a crash.
The steer axle caliper tie bar fasteners and wheel end assemblies with be inspected and repaired as necessary. Repairs will be performed by Daimler Trucks North America authorized service facilities.
There are approximately 441 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding Recall and Field Service campaigns prior to the sale or delivery of a vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.

Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision: In November of 2020, DTNA found a single failure where the tie bar fasteners where determined to be finger loose. DTNA and the axle assembly supplier immediately performed inspections at the plants. The investigation found 55 units with fasteners under torqued and two trucks in which the tie bar had not been installed during assembly but no additional finger loose fasteners. Over the course of December 2020, DTNA engaged the axle assembly supplier to determine a population. Based on the best available information currently, DTNA has developed the population cited in this DIR/DIN; we will continue to work to define the population. December 2020, with an abundance of caution, DTNA reasonably decided to conduct a voluntary safety recall.

Procรฉdure pour la fixation de la barre de renfort de lโรฉtrier –
Vรฉhicules autres que autocaravanes (FL871A & B)
1. Vรฉrifiez si lโรฉtiquette de base (Formulaire WAR259) comporte un autocollant de parachรจvement pour FL871
(Formulaire WAR260), ce qui indiquerait que le travail a รฉtรฉ terminรฉ. Pour les camions, lโรฉtiquette de base
est gรฉnรฉralement apposรฉe sur la porte du passager, ร environ 30 cm (12 pouces) sous le loquet de la
porte. Pour les autobus scolaires, elle est gรฉnรฉralement situรฉe au-dessus de la vitre du conducteur. Pour
les autobus navettes et les fourgons surรฉlevรฉs, elle est gรฉnรฉralement situรฉe dans la zone du conducteur. Si
un autocollant pour la campagne FL871 est prรฉsent, aucune intervention nโest requise. Si aucun autocollant
nโest prรฉsent, passez ร lโรฉtape suivante.
2. Garez le vรฉhicule sur une surface plane, arrรชtez le moteur et serrez le frein de stationnement. Calez les
roues.
DANGER
Avant de travailler sous le vรฉhicule, placez toujours des chandelles sous le longeron de cadre de chรขssis
pour empรชcher le vรฉhicule de tomber. Le fait de ne pas suivre ces recommandations peut entraรฎner
des blessures corporelles graves ou la mort.
3. Soulevez le vรฉhicule et supportez-le avec des chandelles.
4. Retirez les deux ensembles de roues de lโessieu directeur. Pour en savoir plus, reportez-vous ร la groupe
40 du manuel dโatelier du vรฉhicule (en anglais).
5. Rรฉglez une clรฉ dynamomรฉtrique ร 52 Nยทm (38 lbfยทpi), puis serrez les boulons de fixation de la barre de renfort
de lโรฉtrier de chaque cรดtรฉ du vรฉhicule. Reportez-vous ร la Figure 1.
Si lโun quelconque des boulons tourne dans le vide, passez ร lโรฉtape suivante.
Si aucun des boulons ne tourne dans le vide, passez ร lโรฉtape 9.

WARNING
Lorsque vous remplacez des plaquettes de frein, des patins de frein, des disques ou des tambours,
changez toujours les deux composants de lโessieu.
โข Regarnissez toujours les deux ensembles de freins sur un essieu ร la fois.
โข Changez toujours les disques/tambours des deux cรดtรฉs de lโessieu en mรชme temps.
โข Installez toujours le mรชme type de garnitures/plaquettes de freins ou de disques/tambours des
deux cรดtรฉs dโun mรชme essieu simple et des quatre cรดtรฉs dโun mรชme essieu tandem. Ne mรฉlangez
pas les types de composants.
Le non-respect de cette procรฉdure pourrait provoquer un freinage inรฉgal et la perte de contrรดle du vรฉhicule
et causer des dommages matรฉriels, des blessures ou la mort.
6. Sur lโรฉtrier dont un ou plusieurs boulons de fixation de la barre de renfort de lโรฉtrier tourne(nt) dans le vide,
retirez et jetez les quatre boulons de fixation de la barre de renfort de lโรฉtrier, puis retirez et conservez la
barre de renfort. Reportez-vous ร la Figure 1.
7. Inspectez les plaquettes de frein et le disque de frein pour vous assurer que le freinage se fait de maniรจre
uniforme et quโaucun dommage nโexiste dรป ร une รฉventuelle flexion de lโรฉtrier.
Si les composants sont en bon รฉtat, passez ร lโรฉtape suivante.
Si les composants ne sont PAS en bon รฉtat, remplacez les composants usรฉs. Assurez-vous de remplacer le
matรฉriau de friction aux deux extrรฉmitรฉs de lโessieu.
8. Installez la barre de renfort avec quatre boulons de fixation de la barre de renfort de lโรฉtrier neufs. Serrez ร
un couple de 68 Nยทm (50 lbfยทpi).

10. Soulevez le vรฉhicule, retirez les chandelles, puis abaissez le vรฉhicule.

pas รฉtรฉ vรฉrifiรฉ. Sinon, la capacitรฉ de freinage pourrait รชtre inadรฉquate ou inexistante, ce qui pourrait entraรฎner
des blessures, la mort et des dommages matรฉriels.
11. Dans un endroit sรปr, vรฉrifiez le bon fonctionnement des freins avant de remettre le vรฉhicule en service, en
procรฉdant comme suit.
11.1 Appliquez et relรขchez les freins plusieurs fois pour vรฉrifier lโabsence de fuite dโair et pour vรฉrifier le
bon fonctionnement du mรฉcanisme.
11.2 Effectuez six arrรชts ร basse vitesse pour vรฉrifier que les piรจces ont รฉtรฉ correctement remplacรฉes et
que le vรฉhicule est parfaitement contrรดlable.
11.3 Vรฉrifiez la tempรฉrature des disques de frein immรฉdiatement aprรจs avoir effectuรฉ les รฉtapes cidessus.
Des rotors considรฉrablement plus froids que les autres indiqueraient un manque dโeffort de
freinage par ces roues. Inspectez et rรฉparez si nรฉcessaire. Reportez-vous ร la groupe 40 du manuel
dโatelier applicable pour les instructions.
12. Nettoyez un emplacement sur lโรฉtiquette de base (formulaire WAR259), รฉcrivez le numรฉro de rappel FL871
sur un autocollant de parachรจvement rouge vierge (formulaire WAR260), puis collez-le sur lโรฉtiquette de
base pour indiquer lโachรจvement du travail.

1. Vรฉrifiez si lโรฉtiquette de base (Formulaire WAR259) comporte un autocollant de parachรจvement pour FL871

rรฉclamation concernant les vibrations.
5. Faites une marque sur les deux goujons de roue les plus proches du corps de valve, comme illustrรฉ sur la
Figure 3, pour faciliter le positionnement correct de lโensemble de roue lors de sa remise en place sur le
moyeu.

12. ร lโaide des deux goujons marquรฉs prรฉcรฉdemment pour servir de guide, remettez lโensemble roue en place.
Lorsque lโensemble est correctement installรฉ, si une ligne est tracรฉe entre la queue de soupape et le centre
de lโensemble roue, elle doit passer entre les deux goujons portant une marque.
13. ร lโaide dโune jauge de contrรดle de voile, mesurez et notez le faux-rond radial de lโensemble roue et pneu.
Faites un repรจre sur le point le plus รฉlevรฉ de lโensemble roue et pneu. Faites tourner lโensemble pneu et
roue jusquโร ce que le point haut se trouve ร la position de 12 heures (sans permettre ร lโensemble de
tourner). Desserrez tous les รฉcrous de roue, afin de laisser lโensemble se stabiliser, puis serrez les รฉcrous
de roue dans lโordre de serrage prescrit. Reportez-vous ร la groupe 40 du manuel dโentretien du vรฉhicule
appropriรฉ, afin de connaรฎtre lโordre de serrage. Le faux-rond radial doit รชtre trรจs proche de ce qui avait รฉtรฉ
mesurรฉ ร lโรฉtape 3. Si ce nโest pas le cas, rรฉpรฉtez cette รฉtape.
14. Soulevez le vรฉhicule, retirez les chandelles, puis abaissez le vรฉhicule.

Informaciรณn general
Daimler Trucks North America LLC (DTNA), en representaciรณn de su Divisiรณn de Camiones Freightliner
y la
subsidiaria de su propiedad Freightliner Custom Chassis Corporation, ha decidido que existe un defecto
relacionado con la seguridad de los vehรญculos automotores mencionados anteriormente.
En ciertos vehรญculos, los sujetadores de la barra de uniรณn de la mordaza en el eje de la direcciรณn pueden no

โข En el campo de Mano de Obra, ingrese el SRT correspondiente de la Tabla de Asignaciรณn Laboral. El
tiempo administrativo se incluirรก automรกticamente como SRT 939-6010A por 0,4 horas para vehรญculos RV
o 0,3 horas para todos los demรกs vehรญculos.
โข El Cรณdigo de componente del VMRS es F99-999-999 y el Cรณdigo de causa es A1 – Campaรฑa.
โข EE. UU. y Canadรก: reembolso por reparaciones previas. Cuando un cliente pida un reembolso, haga

Procedimiento para el sujetador de la barra de uniรณn de la
mordaza – Vehรญculos que no son RV (FL871A & B)
1. Corrobore la etiqueta base (Formulario WAR259) para verificar que se haya fijado la etiqueta de terminaciรณn
de la FL871 (Formulario WAR260) para indicar que se realizรณ el trabajo. Para camiones, la etiqueta
base se encuentra generalmente en la puerta del pasajero a aproximadamente 12 pulgadas (30 cm) debajo
de la cerradura de la puerta; para los autobuses escolares, generalmente se encuentra sobre la ventana
del conductor; y para autobuses de enlace y furgonetas, generalmente se encuentra en el รกrea del conductor.
Si hay una etiqueta para FL871, no es necesario el trabajo. Si no hay una etiqueta, continรบe con el siguiente
paso.
2. Estacione el vehรญculo en una superficie nivelada, apague el motor y accione el freno de mano. Bloquee las
ruedas.
DANGER
Antes de realizar trabajos debajo del vehรญculo, coloque siempre torres de soporte bajo los rieles del
bastidor para asegurar que el vehรญculo no se caiga. No seguir estos pasos puede ocasionar lesiones
personales graves o la muerte.
3. Levante el vehรญculo y apรณyelo sobre torres de soporte.

5. Ajuste una llave dinamomรฉtrica a 38 lbfยทft (52 Nยทm) y apriete los pernos de montaje de la barra de refuerzo
de la mordaza en cada lado del vehรญculo. Vea la Figura 1.
Si alguno de los pernos girรณ, continรบe con el siguiente paso.
Si ninguno de los pernos gira, vaya al paso 9.

WARNING
Al reemplazar pastillas, zapatas, rotores o tambores de frenos siempre reemplace los componentes
como ensamble del eje.
โข Siempre realice el revestimiento de ambos ensambles de frenos al mismo tiempo.
โข Siempre reemplace ambos rotores/tambores en un eje al mismo tiempo.
โข Siempre instale el mismo tipo de revestimiento/pastillas o tambores/rotores en ambos extremos
de un eje y los cuatro extremos de un eje tรกndem, al mismo tiempo. No mezcle tipos de componentes.
Si lo hace, podrรญa provocar un frenado desparejo y la pรฉrdida del control del vehรญculo, lo que puede
producir daรฑos a la propiedad, lesiones o accidentes fatales.
6. En la mordaza en la que giraron uno o mรกs de los pernos de montaje de la barra de refuerzo de la
mordaza, retire y descarte los cuatro pernos de montaje de la barra de refuerzo de la mordaza, luego retire
y retenga la barra de refuerzo. Vea la Figura 1.
7. Inspeccione las pastillas de freno y el rotor de freno para asegurar un frenado parejo y que no haya ningรบn
daรฑo debido a la flexibilidad de la mordaza.
Si los componentes estรกn en buenas condiciones, continรบe con el siguiente paso.
Si los componentes NO estรกn en buenas condiciones, reemplace los componentes desgastados.
Asegรบrese de reemplazar el material de fricciรณn en ambos extremos del eje.
8. Instale la barra de refuerzo con cuatro nuevos pernos de montaje de la barra de refuerzo de la mordaza.
Apriete a un par de 50 lbfยทft (68 Nยทm).

9. Instale los dos ensambles de rueda. Para obtener instrucciones, consulte el Grupo 40 del manual de taller
correspondiente.
10. Levante el vehรญculo, retire las torres de soporte y luego baje el vehรญculo.
WARNING
No haga funcionar el vehรญculo hasta haber ajustado y revisado el funcionamiento correcto de los frenos.
Hacerlo podrรญa dar como resultado una capacidad de frenado inadecuada o nula, lo que podrรญa
causar lesiones personales o la muerte y daรฑos en la propiedad.
11. En un รกrea segura, verifique que los frenos funcionen correctamente de la siguiente manera antes de
poner el vehรญculo en servicio.
11.1 Aplique y suelte los frenos varias veces para controlar si hay fugas de aire y si el funcionamiento es
correcto.
11.2 Haga seis paradas a baja velocidad para asegurarse del reemplazo correcto de las piezas y de tener
control total del vehรญculo.
11.3 Inmediatamente despuรฉs de realizar las paradas indicadas arriba, revise las temperaturas de los rotores.
Todos los rotores que estรฉn significativamente mรกs frรญos que otros indican falta de esfuerzo de
frenado en esas ruedas. Inspeccione y repare segรบn sea necesario. Consulte la Grupo 40 del
manual de taller correspondiente para obtener instrucciones.
12. Limpie un espacio en la etiqueta base (Formulario WAR259), escriba el nรบmero del llamado a reparaciรณn
FL871 en una etiqueta de terminaciรณn vacรญa roja (Formulario WAR260), y adjรบntela a la etiqueta de base
para indicar que se realizรณ el trabajo.
Procedimiento para el sujetador de la barra de uniรณn de la
mordaza – Solo vehรญculos RV (FL871C)
1. Corrobore la etiqueta base (Formulario WAR259) para verificar que se haya fijado la etiqueta de terminaciรณn
de la FL871 (Formulario WAR260) para indicar que se realizรณ el trabajo. Habitualmente, para los
vehรญculos RV, la etiqueta base se ubica en la pared delantera debajo del tablero. Si hay una etiqueta para
FL871, no es necesario el trabajo. Si no hay una etiqueta, continรบe con el siguiente paso.
2. Estacione el vehรญculo en una superficie nivelada, apague el motor y accione el freno de mano. Bloquee las
ruedas.
DANGER
Antes de realizar trabajos debajo del vehรญculo, coloque siempre torres de soporte bajo los rieles del

General Information
Daimler Trucks North America LLC (DTNA), on behalf of its Freightliner
Trucks Division, and wholly owned
subsidiary, Freightliner Custom Chassis Corporation, has decided that a defect that relates to motor vehicle
safety exists on the vehicles mentioned above.
On certain vehicles, the caliper tie bar fasteners on the steer axle may not have been torqued to specification.
A loose or dangling tie bar may come in contact with wheel-end components, which could affect vehicle braking
and increase the risk of a crash.
The steer axle caliper tie bar fasteners and wheel end assemblies with be inspected and repaired as necessary.
Repairs will be performed by Daimler Trucks North America authorized service facilities.
There are approximately 441 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding Recall and Field Service campaigns prior to the sale or delivery of a
vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns
before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a
reasonable time after receiving notification.

Please refer to the attached work instructions. Prior to performing the campaign, check the vehicle for a
completion sticker (Form WAR260).

Please note that the National Traffic and Motor Vehicle Safety Act, as amended (Title 49, United States Code,
Chapter 301), requires the ownerโs vehicle(s) be corrected within a reasonable time after parts are available to
you. The Act states that failure to repair a vehicle within 60 days after tender for repair shall be prima facie
evidence of an unreasonable time. However, circumstances of a particular situation may reduce the 60 day
period. Failure to repair a vehicle within a reasonable time can result in either the obligation to (a) replace the

Caliper Tie Bar Fastener Procedure – Non RVs (FL871A & B)
1. Check the base label (Form WAR259) for a completion sticker for FL871 (Form WAR260) indicating this
work has been completed. For trucks, the base label is usually located on the passenger door about 12
inches (30 cm) below the door latch; for school buses, itโs usually located above the driverโs window; and
for shuttle buses and step vans, itโs usually located in the driverโs area. If a sticker is present for FL871, no
work is needed. If there is no sticker, proceed with the next step.
2. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.
DANGER
Before working under the vehicle, always place jack stands under the frame rails to ensure the vehicle
cannot drop. Failure to follow these steps could result in serious personal injury or death.
3. Raise the vehicle and support it on jack stands.
4. Remove both of the steer axle wheel assemblies. For instructions, refer to Group 40 of the applicable workshop
manual.
5. Set a torque wrench to 38 lbfยทft (52 Nยทm) and tighten the caliper stiffening bar mounting bolts on each side
of the vehicle. See Fig. 1.
If any of the bolts turned, continue with the next step.
If none of the bolts turned, go to step 9.

WARNING
When replacing brake pads, shoes, rotors, or drums, always replace components as an axle set.
โข Always reline both sets of brakes on an axle at the same time.
โข Always replace both rotors/drums on an axle at the same time.
โข Always install the same type of linings/pads or drums/rotors on both axle ends of a single axle,
and all four axle ends of a tandem axle, at the same time. Do not mix component types.
Failure to do so could cause uneven braking and loss of vehicle control, resulting in property damage,
personal injury, or death.
6. On the caliper of which one or more caliper stiffening bar mounting bolts turned, remove and discard the
four caliper stiffening bar mounting bolts, then remove and retain the stiffening bar. See Fig. 4.
7. Inspect the brake pads and brake rotor to ensure even braking and no damage due to any caliper flex.
If the components are in good condition, continue with next step.
If the components are NOT in good condition, replace the worn components. Make sure to replace the friction
material on both ends of the axle.
8. Install the stiffening bar with four new caliper stiffening bar mounting bolts. Torque to 50 lbfยทft (68 Nยทm).
9. Install both of the wheel assemblies. For instructions, refer to Group 40 of the applicable workshop manual.

10. Raise the vehicle, remove the jack stands, then lower the vehicle.
WARNING
Do not operate the vehicle until the brakes have been adjusted and checked for proper operation. To do
so could result in inadequate or no braking ability, which could cause personal injury or death, and
property damage.
11. In a safe area, check for proper brake operation, as follows, before putting the vehicle in service.
11.1 Apply and release the brakes several times to check for air leaks and proper operation.
11.2 Perform six low-speed stops to ensure proper parts replacement and full vehicle control.
11.3 Immediately after doing the above stops, check the rotor temperatures. Any rotors that are significantly
cooler than others indicate a lack of braking effort on those wheels.
12. Clean a spot on the base label (Form WAR259), write the recall number, FL871, on a blank red completion
sticker (Form WAR260), and attach it to the base label, indicating this work has been completed.
Caliper Tie Bar Fastener Procedure – RVs Only (FL871C)
1. Check the base label (Form WAR259) for a completion sticker for FL871 (Form WAR260) indicating this
work has been completed. The base label is usually located on the front wall under the dash for RVs. If a
sticker is present for FL871, no work is needed. If there is no sticker, proceed with the next step.
2. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.

4. Beginning with the right-front wheel, use a tire runout gauge to check the radial runout. See Fig. 2. Write
down the measurement for later use to avoid vibration complaints.
5. Mark the two studs closest to the valve stem, as shown in Fig. 3, for proper wheel assembly location when
installing the wheel assembly on the hub again.
6. Remove both of the steer axle wheel assemblies. For instructions, refer to Group 40 of the applicable workshop
manual.

12. Using the two studs marked earlier as a guide, install the wheel assembly. When correctly installed, a line
drawn from the valve stem through the center of the wheel assembly should go between the two marked
studs.
13. Using a tire runout gauge, measure and record the radial runout of the tire and wheel assembly. Mark the
highest point on the tire and wheel assembly. Rotate the tire and wheel assembly until the high spot is at
the 12 oโclock position (without allowing the assembly to turn). Loosen all lug nuts to let the assembly settle,
then tighten the lug nuts in the proper sequence. See Group 40 of the applicable vehicle maintenance
manual for the tightening sequence. The radial runout should be very close to what was recorded in step 3.
If not, repeat this step.
14. Raise the vehicle, remove the jack stands, then lower the vehicle.
15. Charge the air system and check for leaks.
WARNING

16.2 Perform six low-speed stops to ensure proper parts replacement and full vehicle control.
16.3 Immediately after doing the above stops, check the rotor temperatures. Any rotors that are significantly
cooler than others indicate a lack of braking effort on those wheels.
17. Clean a spot on the base label (Form WAR259), write the recall number, FL871, on a blank red completion
sticker (Form WAR260), and attach it to the base label, indicating this work has been completed.
