Headrest May Break or Separate/FMVSS 213

A broken or separated headrest increases the risk of injury during a crash.

Summary

Diono is recalling certain Cambria 2 Booster Seats model numbers 31200-US-01, 31201-US-01, and 31202-US-01. In the event of a crash, a crack between the headrest and backrest can occur, allowing the headrest to seperate. As such, these seats fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 213, “Child Restraint Systems.”

 

Remedy

Diono will notify owners and will provide a replacement backrest with headrest assembly, free of charge. The recall is expected to begin March 31, 2021. Owners may contact Diono customer service at 1-855-463-4666 .

SEAT BACK REPLACEMENT

1. Rotate seat back to a flat position. Separate seat back section from seat bottom section. Pull up on seat back just above hooks until fully detached.

2. Remove plastic fasteners and elastics that secure fabric cover to seat back and head rest. Remove fabric cover pieces from the booster seat back.

3. Install cover on new seat back and headrest. Discard old seat back.

4. With seat lying flat on the floor, tuck in fabric panel at rear of seat. Place hooks at seat bottom.

5. Attach the seat back hooks to seat mounting points.

6. Push down on seat back just above hooks until fully engaged.

7. Rotate seat back to an upright position while maintaining pressure just above the hooks. Finish by tucking any excess fabric up and under the fabric of the backrest.

 

REMPLACEMENT DU DOSSIER DE SIÈGE

1. Faites pivoter le dossier du siège à plat. Séparez la section du dossier de siège de la section du bas de siège. Tirez sur le dossier du siège juste au-dessus des crochets jusqu’à ce qu’il soit complètement détaché.

2. Enlevez les attaches en plastique et les élastiques qui fixent le revêtement en tissu au dossier de siège et au repose-tête. Retirez pièces de couverture en tissu des sections du siège d’appoint.

3. Installez le couvercle sur le nouveau dossier de siège et au repose-tête. Mettez de côté la version précédente

4. Avec le siège à plat sur le plancher, insérez le revêtement en tissu à l’arrière du siège. Placez les crochets sur le bas du siège.

5. Fixez les crochets de dossier aux points de montage du siège.

6. Poussez sur le dossier de siège juste au-dessus des crochets jusqu’à ce qu’il soit complètement engagé.

7. Tournez le dossier de siège à une position droite tout en maintenant de la pression juste au-dessus des crochets. Terminez en insérant tout excès de tissu par le haut et le bas du tissu du dossier de siège.

 

REEMPLAZO DEL RESPALDO DEL ASIENTO

1. Gire el respaldo del asiento a una posición plana. Separe la sección del respaldo del asiento de la sección inferior del asiento. Tire hacia arriba del respaldo del asiento justo por encima de los ganchos hasta que se suelte por completo.

2. Quite los sujetadores de plástico y los elásticos que sujetan la cubierta de tela respaldo del asiento y al reposacabezas. Retire las piezas de la cubierta de tela de las secciones del asiento elevador.

7. Gire el respaldo del asiento a una posición vertical mientras mantiene la presión justo por encima de los ganchos. Para terminar, coloque el exceso de tela arriba y debajo de la tela del respaldo.

Potential Safety Act Violations

NHTSA is opening this AQ to better understand and evaluate Diono’s process(es) for its notification procedures and for timely and efficient execution of its Safety Act obligations.

Diono may have failed to timely report a noncompliance with Federal motor vehicle safety standard (FMVSS) No. 213 to NHTSA. On or about September 14, 2017, Diono submitted a 49 CFR Part 573 Safety Recall Report to NHTSA describing various noncompliances with FMVSS No. 213 in 519,052 child restraints they manufactured (NHTSA Recall No. 17C-003). The chronology submitted by Diono indicates that Diono knew or should have known there was a noncompliance with FMVSS No. 213 more than 5 working days before it filed a report under 49 CFR Part 573. NHTSA also has concerns regarding the recall remedy for Recall No. 17C-003 and concerns relating to owner notifications for this recall.

Additionally, NHTSA has concerns that Diono also may have failed to submit foreign recall information in compliance with 49 CFR 579.12, that it may have failed to comply with the early warning reporting requirements of 49 CFR Part 579, and may have also failed to comply with other regulations under the Safety Act.

This audit query is opened to seek information from Diono relating to its compliance with the Safety Act.
