Summary

CumminseBay logo, Inc. (CumminseBay logo) is recalling certain L9eBay logo Diesel Engines, with part number D563027BX03. The engine calibration software’s management of the injection of Diesel Exhaust Fluid can allow excessive ammonia into the tailpipe exhaust.

 

Remedy

Dealers will recalibrate the engine, free of charge. Owner notification letters were mailed August 20, 2021. Owners may contact CumminseBay logo customer service at 1-800-286-6467.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.  CumminseBay logo Inc. has decided that a defect which relates to motor vehicle safety exists in certain CumminseBay logo L9eBay logo engines manufactured between September 24, 2018 and June 22, 2021 and installed in transit buses.

This notice applies to your engine(s)/vehicle(s) listed on the enclosed table.

 

WHAT IS THE PROBLEM?

Under certain conditions, the engine tailpipe exhaust may intermittently contain excessive ammonia.  Persons around the vehicle may smell ammonia.  Exposure to ammonia at elevated concentrations may cause personal injury.

 

WHAT ARE WE DOING ABOUT THE PROBLEM?

CumminseBay logo has released field Safety Campaign #C2460 L9eBay logo MY21 Transit Bus Calibration Safety Campaign to correct this condition by recalibrating the Engine Control Module.  This campaign is currently available at CumminseBay logo Distributors and authorized Warranty Dealers. The repair will be completed free of charge and most applications will require approximately 1 hour to complete.

 

WHAT SHOULD YOU DO?

Contact the nearest CumminseBay logo Distributor or authorized Warranty Dealer to arrange to have this campaign performed on your engine.  The distributor or dealer will work with you to schedule the best date to complete this repair.

In the meantime, CumminseBay logo advises you to avoid running the engine in confined spaces, such as in a service garage bay, without adequately venting the vehicle’s exhaust.

Federal law requires vehicle lessors receiving this recall notice to forward a copy of this notice to the lessee within ten (10) days.  Also, it is a violation of Federal law for a dealer to deliver a new vehicle or equipment covered by this recall notice under a sale or lease until the defect has been remedied.

DESCRIPTION:

This Safety Campaign is being issued to address the potential for excessive ammonia in the engine tailpipe exhaust. Exposure to ammonia at elevated concentrations may cause personal injury. This Safety Campaign authorizes certified repair locations to recalibrate the engine control module (ECM).

 

NOTE: This field action provides retroactive coverage for repairs made in anticipation of and prior to the release of this publication.

 

ACTION:

In order to qualify for repair under this field action, an engine:

  1. will be covered Regardless of coverage status, and
  2. must show as OPEN on QuickServe® Online for this field action.

 

NOTE: The ESN list is attached for reference.

 

After verifying that the engine meets the above requirements, perform the following actions:

  1. Use the ECM Calibration Revision History available on QuickServe® Online to confirm the revision date of the calibration currently installed in the engine. If ECM already contains the most recent calibration revision, DO NOT recalibrate the engine, no further action is needed. File a claim for Admin and 17-902 Campaign Check to close the eligibility of the engine.
  2. If a previous calibration revision is installed, download the latest calibration available on QuickServe® Online. Use the calibration revision history date to identify the latest calibration revision available. Please refer to Procedure 019-032 in the appropriate Service Manual.

 

NOTE: Certified repair locations outside of California, who elect to perform this campaign on engines installed in vehicles which are registered in the state of California, are authorized to do so if they have the two items noted below in their inventory. Please note that the Label, Authorized Change and the Proof of Correction Form must be ordered through standard parts processes. They are not available on QuickServe® Online.

  1. If applicable, a Label Authorized Change, CumminseBay logo part number 5297400, must be filled out per the attachment. Clearly print or type ECM RECALIBRATION in the center box. Fill in the Campaign Number, Distributor or Dealer Code, and Date information. Peel off the backing material and install the label on the engine valve cover near the engine data plate. There is a clear protective cover on this label; peel the backing off of this cover and push the clear cover over the printed material. This will help protect the label during engine operation. Label cost and appropriate SRT time can be claimed per Campaign guidelines.

 

  1. If applicable, an Emissions Campaign – Proof of Correction form, Bulletin # 4310621, must be filled out and provided to the Customer. Inform the Customer to retain this certificate as proof that the Emissions Campaign has been performed. This form may be required as proof of an Emissions Campaign by the State of California, for vehicles registered in that state, the next time the vehicle registration is renewed. Form cost and appropriate SRT time can be claimed per the Campaign guidelines.

 

  1. File one claim for the listed parts and required labor associated with this repair. Again, SRT 17-902 should ONLY be claimed if the unit DID NOT require calibration.

 

MATERIAL DISPOSITION:

Materials removed as a result of this field action must be scrapped.

Dear CumminseBay logo OEM Customer:

 

We are writing to inform you that CumminseBay logo Inc. has determined that a safety-related defect exists in certain EPA MY 2021 L9eBay logo engines that were manufactured between September 24, 2018 and June 22, 2021. CumminseBay logo has initiated a recall of the subject engines. Our records indicate that some of these engines have been shipped to you.

 

A copy of CumminseBay logo’ initial Part 573 Defect Notification report is enclosed. This notification was submitted to the National Highway Traffic Safety Administration (NHTSA) on June 29, 2021. As more fully described in the Defect Notification, the engine tailpipe exhaust may intermittently contain excessive ammonia, which may increase the risk of personal injury.

 

Enclosed is a list of Engine Serial Numbers for affected engines that our records indicate were shipped to your plants. For engines installed in vehicles that have left your control, we encourage you to make a safety defect determination in accordance with 49 USC 30118 et seq. and, as appropriate, to submit a Defect Notification to NHTSA in accordance with 49 CFR Part 573 CumminseBay logo will conduct the recall, including notifying owners pursuant to 49 CFR Part 577, performing the remedy, and submitting quarterly status reports to NHTSA. CumminseBay logo is requesting that you provide the associated vehicle model identification, VINs and owner contact information to facilitate owner notification. Please work with your CumminseBay logo account team leader to ensure that the requested information is provided to CumminseBay logo as soon as possible.

 

CumminseBay logo is finalizing the remedy (a new calibration) to address this condition. Availability of this calibration and CumminseBay logo’ plan for support to update engines/vehicles still in your inventory will be communicated separately. Please contact your CumminseBay logo OEM Customer Quality representative for more information. Please note that Federal law prohibits delivery of these engines, or vehicles equipped with these engines, under a sale or lease until this condition has been remedied.

 

CumminseBay logo will conduct a safety campaign to remedy the issue with a new engine calibration.
