Propane Regulator May Fail and Cause Fire

Summary
Holiday House, LLC (Holiday House) is recalling certain 2019-2021 27RQ, 24TB, and 18RB travel trailers, equipped with Winntec model 6020 two-stage propane regulators. The regulator may fail, causing an increase in propane pressure.
Remedy
Dealers will replace the regulator and test the propane system for leaks, free of charge. Owner notification letters were mailed March 18, 2022. Owners may contact Holiday House customer service at 574-206-0016.

REMEDY INSTRUCTIONS
FOR WINNTEC MODEL 6020 LP REGULATOR
(NHTSA Recall Number: 22V067)
Dear Valued Dealer:
As you are aware, Holiday House, LLC d/b/a Holiday House RV (โHoliday House RVโ) has decided that a defect which relates to motor vehicle safety exists in certain 2019-2021 18RB, 24TB, and 27RQ travel trailers.
Specifically, certain Winntec model 6020 LP regulators installed on these travel trailers may supply elevated, intermittent or low propane pressure to the appliances, which poses a safety issue to our customers.
These instructions provide a step-by-step guide on how to properly: (1) inspect each customerโs regulator to determine if the regulator is subject to this recall or not; and (2) if necessary, remove the affected regulator, replace it with a new regulator, and perform an industry standard LP system validation to ensure that the new regulator is functioning properly.
STEP 1: INSPECTING THE PROPANE REGULATOR
To determine whether a regulator is subject to this recall, please locate the โmanufacturing date codeโ stamped into the Winntec Model 6020 LP regulator. This date code is a letter, followed by a space, followed by two numbers, followed by a space, followed by two numbers. Any date codes where the first set of numbers is 17, 18, 19, 20, or 21, must be removed and replaced in accordance with this recall. Thus, you must remove and replace regulators with date codes N 17 XX, N 18 XX, N 19 XX, N 20 XX, or N 21 XX. For example, if you were presented with the following regulator, then the regulator must be removed and replaced in accordance with this recall because the first set of numbers in the date code is 20:
Because the first set of numbers in this date code is 20, the regulator must be removed and replaced in accordance with this recall.
If the travel trailer does not have a Winntec Model 6020 LP regulator, of if the first set of numbers in the date code is not 17, 18, 19, 20, or 21, then you do not need to remove and replace the regulator.
STEP 2: REPLACING THE WINNTEC MODEL 6020 LP REGULATOR
If it is determined that the Winntec Model 6020 LP Regulator must be removed and replaced in accordance with this recall, you must perform the following:
(1) Close the LP bottles and unscrew the pigtails from the LP bottles.
(2) Remove the regulator from the unit.
(3) Attach the new regulator to the unit.
(4) Connect the pigtails to the LP bottles.
(5) Check fittings, regulator, and connections using approved LP leak detection methods.
(6) Perform a Drop Pressure Test by:
a. Inserting manometer into LP system.
b. Turning on both LP tanks.
c. Turning off both LP tanks.
d. Bleeding the system down to 8โ water column.
e. To pass a Drop Pressure Test, the system must hold 8โ water column for a minimum of 3 minutes.
(7) Ensure system operating pressure is at 11โ (+-0.5โ) water column with 50% load, and lockout pressure does not exceed 14โ water column.
Please note that vice grips, a universal screwdriver, and yellow gas line PTFE thread seal tape are required to perform this recall.
Please read the dealer notification letter dated March 16, 2022 which accompany these instructions. The dealer notification letter includes important information, including but not limited to, how to order a replacement regulator from Holiday House RV, and what documents you need to submit to Holiday House RV to be reimbursed for the reasonable labor costs incurred by you in performing this recall.
Please note that if you inspect a Holiday House RV travel trailer in accordance with these instructions, and the travel trailer is not subject to this recall, Holiday House RV will pay a flat rate of 0.1 hours to cover your labor costs.
If you must remove and replace a regulator in accordance with these instructions, then Holiday House RV will pay you a flat rate of 0.7 hours to cover your labor costs.

Holiday House, LLC received notification from NHTSA that certain Winntec Model 6020 liquid propane (LP) regulators produced between January 1, 2017, and December 31, 2019, may be defective in that the LP regulators may fail, resulting in excessive output pressure and enlarged flames in gas appliances, increasing the risk of fire. It appears that NHTSA was notified by several recreational trailer manufacturers that a safety defect may exist in the subject LP regulators. Based on the foregoing, Holiday House LLC decided to issue a recall with respect to the thirteen (13) vehicles which may have been affected.

An increase in propane pressure could cause the flame of the appliance to become larger, and under certain rare circumstances, may ignite adjacent materials resulting in a fire. Appliances that can be affected by an excessive flame include the stovetop, oven, hot water heater, furnace and refrigerator. To determine whether a regulator is subject to this recall, please locate the โmanufacturing date codeโ stamped into the Winntec Model 6020 LP regulator. This date code is a letter, followed by a space, followed by two numbers, followed by a space, followed by two numbers. For purposes of illustration, a date code may look as follows: N 18 52. Any date codes where the first set of numbers is 17, 18, 19, 20, or 21, must be removed and replaced in accordance with this recall. Thus, you must remove and replace regulators with date codes N 17 XX, N 18 XX, N 19 XX, N 20 XX, and N 21 XX. If a replacement regulator is not readily available, Holiday House RV will promptly ship the regulator to the dealer once it becomes available. If the dealer has a replacement regulator available in its inventory, the dealer may instead elect to replace the defective regulator with a regulator in its inventory. Only regulators manufactured by Fairview, YSN, Marshall or Cavagna may be used. Retail owners can eliminate any potential risk to safety by turning off the propane bottles until the remedy is completed. If you as the dealer notice that their stove, oven, hot water heater, furnace or refrigerator flame height is unusually large or small, or if you hear or smell gas coming from the regulator, you should turn off the propane bottles and advise the retail owner to keep the propane bottles turned off until the remedy is completed. Other Important Information If you sold any vehicle with a defective regulator which is subject to this recall, please contact the owner immediately to inform them of this recall. It is a violation of federal law for you to sell or lease the products covered by this recall until the necessary repairs have been made. Substantial penalties apply to violations of this law. Description of the Cause : Upon information and belief, Certain Winntec model 6020 liquid propane Part 573 Safety Recall Report 22V-067 Page 2 The information contained in this report was submitted pursuant to 49 CFR ยง573 regulators contain a valve that can fail to regulate propane flow and pressure in two different ways. First, the second stage valve seat in the regulator has an inadequate mechanical lock, resulting in seal migration. Once out of position, the valve seal will not properly regulate propane flow and pressure to the recreational vehicle appliances. Second, the rubber hoses (pigtails) that connect the onboard propane cylinders to the regulator release a plasticizer which is a liquid that collects in the body of the regulator. When in contact with the plasticizer, the physical properties of the second stage valve seal can change making it easier to degrade during use and easier to migrate out of position. Identification of Any Warning that can Occur : Irregular performance from the recreational vehicle appliances may be an indicator that the propane regulator is experiencing the safety defect. In addition, the smell of propane may be present at the regulator, which would indicate that the regulator is venting due to high pressure. After a review of the pertinent records, it was determined that Holiday House, LLC likely received thirteen (13) of the affected regulators from DEHCO between 2019 and 2020. The recall population includes all vehicles wherein a Winntec Model 6020 LP regulator may have been installed in the vehicle. Other vehicles not included in the recall have LP regulators from other manufacturers and suppliers, and thus are not affected by this recall. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : An increase in propane pressure may cause the flame of the appliance to become larger, and under certain rare circumstances, may ignite adjacent materials resulting in a fire. Appliances that can be affected by an excessive flame are the stovetop, oven, hot water heater, furnace and refrigerator. Description of the Cause : Upon information and belief, Certain Winntec model 6020 liquid propane Part 573 Safety Recall Report 22V-067 Page 2 The information contained in this report was submitted pursuant to 49 CFR ยง573 regulators contain a valve that can fail to regulate propane flow and pressure in two different ways. First, the second stage valve seat in the regulator has an inadequate mechanical lock, resulting in seal migration. Once out of position, the valve seal will not properly regulate propane flow and pressure to the recreational vehicle appliances. Second, the rubber hoses (pigtails) that connect the onboard propane cylinders to the regulator release a plasticizer which is a liquid that collects in the body of the regulator. When in contact with the plasticizer, the physical properties of the second stage valve seal can change making it easier to degrade during use and easier to migrate out of position. Identification of Any Warning that can Occur : Irregular performance from the recreational vehicle appliances may be an indicator that the propane regulator is experiencing the safety defect. In addition, the smell of propane may be present at the regulator, which would indicate that the regulator is venting due to high pressure. It appears that NHTSA was notified by several recreational trailer manufacturers that a safety defect may exist in the subject LP regulators. Based on the foregoing, Holiday House LLC decided to issue a recall with respect to the thirteen (13) vehicles which may have been affected. Part 573 Safety Recall Report 22V-067 Page 3 The information contained in this report was submitted pursuant to 49 CFR ยง573 Description of Remedy : Description of Remedy Program : Units affected by this recall will have the Winntec Model #6020 LP Regulator removed and replaced with either a Fairview Model #GR994, YSN Imports Model #ACR2, or another model that performs a substantially similar function as the recalled model. However, owners are still eligible for reimbursement regardless of whether the pre-notification remedy is identical to the remedy elected by Holiday House, LLC. An owner shall be entitled to reimbursement for any out-of-pocket expenses to remedy the defect which were incurred by the owner prior to March 28, 2022 (which is ten (10) calendar days after the planned owner notification end date). To be entitled to reimbursement for a pre-notification remedy, the owner must submit to Holiday House, LLC a true copy of the receipt for the prenotification remedy. The receipt must indicate that the repair addressed the defect related to this recall. An owner is not required to submit an itemized receipt of the amount of parts, labor other costs and taxes, unless it is unclear on the face of the receipt that the repair for which reimbursement is sought addressed only the pre-notification remedy relating to the pertinent defect or manifestation thereof.
