Summary
Sumitomo Rubber Industries, Ltd. (Sumitomo) is recalling certain Sumitomo and Falken tires. Please refer to the recall report for specific tire information. A deformation may occur in the tires near the bead, which could result in bead separation. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 119, “New Pneumatic Tires-Other Than Passenger Cars.”
Remedy
Sumitomo will notify owners and replace the affected tires, free of charge. Owner notification letters were mailed on June 7, 2022. Owners may contact Sumitomo customer service at 1-800-845-8378.

Chronology of Noncompliance Determination
August 17, 2020: SRIโs Quality Assurance Department in Japan initiated an investigation into the cause and potential performance impact of deformations observed in the bead area of returned tires in the Japanese market.
August 17 to September 24, 2020: Examinations of the returned tires and SRIโs production records indicated that joint-tape rubber, which is used during the tire-building process to join the two ends of the inner liner, may have been misplaced in certain tires. Additionally, due to a change in the joint-tape composition, the rubberโs adhesiveness was altered. As a result, the joint-tape rubber may protrude beyond the designated area for the joint-tape rubber. Production records indicated that these factors coexisted at SRIโs Shirakawa plant January 24, 2020 through June 2, 2020 and at the SRIโs Miyazakiโs plant May 22, 2020 through June 9, 2020.
SRI manufactured test tires with the joint tape misplaced (for testing purposes only) to replicate and test the condition and evaluate any potential performance or safety impact due to this condition.
SRI reviewed shipping records to determine where potentially affected tires were shipped, including (i) the extent to which these tires left SRIโs possession and (ii) the markets they were shipped to.
September 25 to September 30, 2020: To evaluate the potential implications under US safety standards, SRI conducted endurance tests under FMVSS 119 of โtestโ tires manufactured to replicate the joint-tape issue.
October 2 to October 16, 2020: SRI finalized the test report and evaluated the results of its testing. Based on the test report, the issue was elevated to Chief of Quality Assurance.
October 19, 2020 to November 4, 2020: SRI conducted a legal/regulatory review to evaluate whether the deformation may constitute a noncompliance under FMVSS 119.
November 4, 2020: Based upon the information provided by SRIโs quality team, SRIโs executive management determined that the subject tires do not comply with FMVSS 119
S6.1.2(a) and determined to file a noncompliance notice and petition for inconsequentiality.
December 4, 2020: SRI submitted a Petition for Determination of Inconsequential
Noncompliance pursuant to the National Traffic and Motor Vehicle Safety Act (Safety Act), 49 U.S.C. ยงยง 30118(d) and 30120(h) and 49 C.F.R. Part 556, for an exemption from the notice and remedy requirements of 49 U.S.C. ยงยง 30118 and 30120, on the ground that the noncompliance to which this petition relates is inconsequential to motor vehicle safety. Docket No. NHTSA-20200117.
April 13, 2022: NHTSA notified SRI that it would be denying its petition for inconsequential noncompliance.
April 18, 2022: NHTSAโs notice denying SRIโs petition for inconsequential noncompliance was published in the Federal Register. 87 Fed. Reg. 23020 (Apr. 18, 2022).
April 20, 2022: SRI amended its initial noncompliance report (assigned Recall No. 20T020) with the applicable remedy information.
May 2022: NHTSA requested that SRI file a new Part 573 report.
May 6, 2022: Per NHTSAโs request, SRI filed a new Part 573 report.
There have been no reports of tire failure, air loss, accidents, or injuries related to this condition.

RECALL NO. 22T-007 June 8, 2022 Dear Valued Sumitomo Customer:
This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. Sumitomo Rubber Industries, Ltd. (SRI) has decided that certain Sumitomo brand truck tires manufactured between January 2020 and June 2020 fail to conform to Federal Motor Vehicle Safety Standard No. 119, New pneumatic tires for motor vehicles with a GVWR of more than 4,536 kilograms (10,000 pounds), specialty tires, and tires for motorcycles. SRI has initiated a safety recall for the truck tires detailed in the attached list of affected tires (the affected tire list). We are notifying you because our records indicate that you may have purchased truck tire(s) subject to this recall. Therefore, please review this letter carefully. What is the Problem?
The recalled tires are susceptible to developing visible deformation in a single, small area of the bead (near the upper edge of a rim flange). This deformation may violate FMVSS 119 S6.1.2(a). If the deformation remains undetected, the condition may cause a bead separation. If this occurs in a manner that affects vehicle stability, there may be an increased risk of a crash. Prior to a potential failure, a deformation will be visible on the sidewall near the bead, as shown in the
following photograph. The deformation is to the left of the white line marked on the tire in the photograph. As the photograph shows, this small deformation appears on the surface of the tire near the rim. What Are We Doing About the Problem?
SRI will replace tires subject to the recall with new tires, and mount the replacement tires, all at no charge to you through November 21, 2022. Any tire subject to this recall will be replaced with a comparable Sumitomo tire. In the event that a Sumitomo brand tire is not currently available, a suitable competitive product may be used as a replacement. SRI estimates that the replacement will take approximately 45 minutes. How Do You Identify Recalled Tires?
Tires have certain unique sidewall markings that will allow you to determine whether they are subject to this recall. The attached affected tire list describes the tire brand, tire line, tire size, and tire identification number (circled in red) for each of the tires subject to this recall. recall for the truck tires detailed in the attached list of affect tires (the affected-tire list).

What is the Problem?
The recalled tires are susceptible to developing visible deformation in a single, small area of the

the deformation remains undetected, the condition may cause a bead separation. If this occurs in
a manner that affects vehicle stability, there may be an increased risk of a crash.

Prior to a potential failure, a deformation will be visible on the sidewall near the bead, as shown
in the following photograph.
The deformation is to the left of the white line marked on the tire in the photograph. As the
photograph shows, this small deformation appears on the surface of the tire near the rim.

What Are We Doing About the Problem?
SRI will replace tires subject to the recall with new tires, and mount the replacement tires, all at
no charge to you through November 21, 2022. Any tire subject to this recall will be replaced with
a comparable Falken tire. In the event that a Falken
brand tire is not currently available, a suitable
competitive product may be used as a replacement. SRI estimates that the replacement will take
approximately 2-4 hours.

Tires have certain unique sidewall markings that will allow you to determine whether they are
subject to this recall. The attached affected-tire list describes the tire brand, tire line, tire size,
and tire identification number (circled in red) for each of the tires subject to this recall. Any tire

IMPORTANT SAFETY RECALL Dear Falken Dealer From: Sumitomo Rubber North America, Inc.ยน This notice is being sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act (Safety Act). Sumitomo Rubber Industries, Ltd. (SRI) has decided that certain Falken
brand truck tires do not comply with FMVSS 119, S6.1.2(a). SRI has initiated a voluntary safety recall of these tires. The specific tires subject to the recall are listed in the attached affected-tire list. You are receiving this notice because SRNAโs records indicate that you received tires that may be subject to this recall. Further, SRI is required to advise you of certain tire dealer obligations, which are detailed in this notice. Effective immediately, a stop sale is required for Falken
brand tires identified in the attached affected-tire list. The affected tires that are in your dealer inventory, or may be arriving at your dealerships, must be returned to either of our three (3) warranty centers in accordance with the instruction in the section of this letter titled ACTIONS REQUIRED BY DEALERS. Affected tires that must be returned are those listed in the attached affected-tire list by pattern and size, to include specific manufactured date ranges.
For example, if an affected pattern and size tire is listed as showing the manufactured dates are โ1120โ, โ1220โ, and โ1320โ, then under this example, dealers should return all tires showing โ1120โ, โ1220โ, and โ1320โ as the manufactured date. The tireโs manufacture date is listed in the complete DOT numbers on one side of the tire, with the last four numbers being the week and year manufactured, as shown circled in red below. 1 Sumitomo Rubber North America, Inc. (SRNA) is Sumitomo Rubber Industries, Ltd.โs (SRI) U.S. sidiary. The return shipment will be at no charge to you. Any returned inventory will be replaced at no charge to you with Falken tires produced outside the affected population or full reimbursement credit provided. If you have any difficultly identifying an affected tire, please contact our Quality Assurance department at 1-877-763-0416. Whatโs the Issue: SRI has determined that some tires among a population of approximately 1,037 Falken
truck tires may not meet the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 119, New pneumatic tires for motor vehicles with a GVWR of more than 4,536 kilograms (10,000 pounds) and motorcycles. Specifically, subject tires that complete the endurance test in FMVSS 119 S7.2 may be susceptible to developing visible deformation in a single, small area of the bead (near the upper edge of the rim flange). This deformation may violate FMVSS 119 S6.1.2(a). What SRI is Doing: Consistent with SRIโs longstanding commitment to safety and customer satisfaction and service, owners of any affected tires that match the size, line, the Department of Transportation (DOT) tire identification number (TIN), and the production period 8535271v.1 provided in the affected-tire list are urged to contact a Falken
dealer to arrangement verification and replacement at no charge through November 21, 2022. Any tire subject to this recall will be replaced with a comparable Falken
tire. In the event that a Falken
brand tire is not currently available, a suitable competitive product may be used as a replacement. Upon receipt of this notice, however, dealers are prohibited under Federal law from continuing to sell any affected tires that remain in their inventory. ACTIONS REQUIRED BY DEALERS As a result of this safety recall and federal law, you are required to take the following actions. Returning Inventory (New/Never Mounted) Recalled Tires. Examine your tire inventory. Any tires that meet the above description are subject to this recall and cannot be sold. To determine if you have received tires that are included in this recall, please check the DOT TIN found on the sidewall of the tire as explained in Appendix
A. If you have tires that meet the above description, immediately stop the sale. Immediately count your inventory of affected tires and record specific DOT TINs. Provide this information to SRNAโs Quality Assurance department at 1-800-723- 2553, option 2. Promptly return all recalled tires from your inventory to SRNA as per company directions. You will be compensated for all recalled (new) tires that you return from inventory. All tires removed from inventory under this recall campaign must be rendered permanently unserviceable. To render the tire unserviceable, please utilize one of the following three options: Option 1: Drill a 1โ nominal (plus or minus ยผโ tolerance) hole through the sidewall using the 1โ hole saw. Rotate the recalled tire approximately 180 degrees and drill a second hole through the sidewall. Drilling additional holes beyond the two specified is not necessary. Drilling holes in the other sidewall is not necessary.
Option 2: Cut between body cords in the sidewall area of the tire. The cut shall be a minimum of 3-inches long. Making more than one continuous 3-inch minimum length cut or cutting more than one sidewall is not necessary.
Option 3: Use a โBead Notchingโ machine to permanently remove a section of the bead from the tire. It is not necessary to remove more than one section of bead or to remove a section of bead from more than one side of the tire. Please do not alter the DOT TIN in any way as we will check it to validate that the returned tire meets the recall criteria. 8535271v.1 Provide SRNA the List of Owners of Recalled Tires Please check your sales records to determine if you have sold any of the tires listed in the table above, which are subject to this recall. Sumitomo Rubber Industries, Ltd. (SRI) has decided that certain Falken brand truck tires do not comply with FMVSS 119, S6.1.2(a). SRI has initiated a voluntary safety recall of these tires. The specific tires subject to the recall are listed in the attached affected-tire list. You are receiving this notice because SRNAโs records indicate that you received tires that may be subject to this recall. For example, if an affected pattern and size tire is listed as showing the manufactured dates are โ1120โ, โ1220โ, and โ1320โ, then under this example, dealers should return all tires showing โ1120โ, โ1220โ, and โ1320โ as the manufactured date. The tireโs manufacture date is listed in the complete DOT numbers on one side of the tire, with the last four numbers being the week and year manufactured, as shown circled in red below. 1 Sumitomo Rubber North America, Inc. Whatโs the Issue: SRI has determined that some tires among a population of approximately 1,037 Falken truck tires may not meet the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 119, New pneumatic tires for motor vehicles with a GVWR of more than 4,536 kilograms (10,000 pounds) and motorcycles. Specifically, subject tires that complete the endurance test in FMVSS 119 S7.2 may be susceptible to developing visible deformation in a single, small area of the bead (near the upper edge of the rim flange). This deformation may violate FMVSS 119 S6.1.2(a). What SRI is Doing: Consistent with SRIโs longstanding commitment to safety and customer satisfaction and service, owners of any affected tires that match the size, line, the Department of Transportation (DOT) tire identification number (TIN), and the production period provided in the affected-tire list are urged to contact a Falken dealer to arrangement verification and replacement at no charge through November 21, 2022. Any tire subject to this recall will be replaced with a comparable Falken tire. In the event that a Falken brand tire is not currently available, a suitable competitive product may be used as a replacement. Upon receipt of this notice, however, dealers are prohibited under Federal law from continuing to sell any affected tires that remain in their inventory. ACTIONS REQUIRED BY DEALERS As a result of this safety recall and federal law, you are required to take the following actions. Returning Inventory (New/Never Mounted) Recalled Tires. Examine your tire inventory. Any tires that meet the above description are subject to this recall and cannot be sold. This deformation may violate FMVSS 119 S6.1.2(a), which states that, following the endurance test, โ[t]here shall be no visual evidence of tread, sidewall, ply, cord, innerliner, or bead separation, chunking, broken cords, cracking, or open splices.โ FMVSS 1 : 119 – New pneumatic tires- other than passenger cars FMVSS 2 : NR
Description of the Safety Risk : If the deformation remains undetected, there may be a potential for the bead to separate. If the bead separation occurs in a manner that affects vehicle stability, there may be an increased risk of a crash. No accidents, injuries, or deaths have been reported to date as a result of this condition.
Description of the Cause : Joint-tape rubber used to join the two ends of the inner liner may have been misplaced during the tire-building process. Additionally, due to a change in the joint-tape composition, the rubberโs adhesiveness was altered. As a result, the joint-tape rubber in the subject tires may protrude beyond the designated area for the joint-tape rubber. Identification of Any Warning

Description of Remedy Program : Tire owners will be contacted and asked to bring their vehicle/tires to an
authorized dealer for replacement at no cost. Owners who registered their tires will be notified directly by mail. For those owners who did not register their tires, SRI will work with independent dealers or distributors to obtain owner information, where available. This program to provide remedy tires without charge to the owner will be conducted through November 21, 2022. Dealers performing the replacement of recalled tires will be notified of their responsibilities in accordance with 49 CFR part 573.6(c)(9). All subject tires remain under the manufacturer’s warranty. Therefore, pursuant to 49 CFR 577.11(e), SRI requests an exemption from the reimbursement plan requirements. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : Replacement tires will be manufactured with joint tape that was properly placed during the manufacturing process.
The coexistence of the factors ended at the Shirakawa plant on June 2, 2020 and at the Miyazaki plant on June 9, 2020. Accordingly, tires manufactured on and after June 3, 2020 at the Shirakawa plant do not contain the defect and tires manufactured on and after June 10, 2020 at the Miyazaki plant do not contain the defect. This deformation may violate FMVSS 119 S6.1.2(a), which states that, following the endurance test, โ[t]here shall be no visual evidence of tread, sidewall, ply, cord, innerliner, or bead separation, chunking, broken cords, cracking, or open splices.โ FMVSS 1 : 119 – New pneumatic tires- other than passenger cars FMVSS 2 : NR
Description of the Safety Risk : If the deformation remains undetected, and if the condition causes a bead
separation that affects the structural integrity of the tire, there may be a potential for the bead to separate. If the bead separation occurs in a manner that affects vehicle stability, there may be an increased risk of a crash. No accidents, injuries, or deaths have been reported to date as a result of this condition.
Description of the Cause : Joint-tape rubber used to join the two ends of the inner liner may have been misplaced during the tire-building process. Additionally, due to a change in the joint-tape composition, the rubberโs adhesiveness was altered. As a result, the joint-tape rubber in the subject tires may protrude beyond the designated area for the joint-tape rubber. Identification of Any Warning

Description of Remedy Program : Tire owners will be contacted and asked to bring their vehicle/tires to an
authorized dealer for replacement at no cost. Owners who registered their tires will be notified directly by mail. For those owners who did not register their tires, SRI will work with independent dealers or distributors to obtain owner information, where available. This program to provide remedy tires without charge to the owner will be conducted through November 21, 2022. Dealers performing the replacement of recalled tires will be notified of their responsibilities in accordance with 49 CFR part 573.6(c)(9). All subject tires remain under the manufacturer’s warranty. Therefore, pursuant to 49 CFR 577.11(e), SRI requests an exemption from the reimbursement plan requirements. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : Replacement tires will be manufactured with joint tape that was properly placed during the manufacturing process.
The coexistence of the factors ended at the Shirakawa plant on June 2, 2020 and at the Miyazaki plant on June 9, 2020. Accordingly, tires manufactured on and after June 3, 2020 at the Shirakawa plant do not contain the defect and tires manufactured on and after June 10, 2020 at the Miyazaki plant do not contain the defect. This deformation may violate FMVSS 119 S6.1.2(a), which states that, following the endurance test, โ[t]here shall be no visual evidence of tread, sidewall, ply, cord, innerliner, or bead separation, chunking, broken cords, cracking, or open splices.โ FMVSS 1 : 119 – New pneumatic tires- other than passenger cars FMVSS 2 : NR
Description of the Safety Risk : If the deformation remains undetected, there may be a potential for the bead to separate. If the bead separation occurs in a manner that affects vehicle stability, there may be an increased risk of a crash. No accidents, injuries, or deaths have been reported to date as a result of this condition.
Description of the Cause : Joint-tape rubber used to join the two ends of the inner liner may have been misplaced during the tire-building process. Additionally, due to a change in the joint-tape composition, the rubberโs adhesiveness was altered. As a result, the joint-tape rubber in the subject tires may protrude beyond the designated area for the joint-tape rubber. Identification of Any Warning

Description of Remedy Program : Tire owners will be contacted and asked to bring their vehicle/tires to an
authorized dealer for replacement at no cost. Owners who registered their tires will be notified directly by mail. For those owners who did not register their tires, SRI will work with independent dealers or distributors to obtain owner information, where available. This program to provide remedy tires without charge to the owner will be conducted through November 21, 2022. Dealers performing the replacement of recalled tires will be notified of their responsibilities in accordance with 49 CFR part 573.6(c)(9). All subject tires remain under the manufacturer’s warranty. Therefore, pursuant to 49 CFR 577.11(e), SRI requests an exemption from the reimbursement plan requirements. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : Replacement tires will be manufactured with joint tape that was properly placed during the manufacturing process.
The coexistence of the factors ended at the Shirakawa plant on June 2, 2020 and at the Miyazaki plant on June 9, 2020. Accordingly, tires manufactured on and after June 3, 2020 at the Shirakawa plant do not contain the defect and tires manufactured on and after June 10, 2020 at the Miyazaki plant do not contain the defect.
