Identification Guideline Sheppard™ Steering Gears RHS0007 Effective Date: 7/1/22 Identifying Sheppard™ Steering Gears Covered in this Field Action A potentially defective steering gear can be identified by a serial number and a part number engraved into the steering gear housing. Perform the following procedure to identify the steering gear serial number and part number. 1. Park the vehicle on a flat surface. 2. Set the transmission to park or neutral and set the parking brake. 3. Ensure the vehicle ignition is turned off. 4. Install the wheel chocks. 5. Unlatch and open the hood to access the steering gear. 6. Locate the steering gear serial number and part number. NOTE: If the serial number or part number cannot be easily read due to paint application, SERIAL NUMBER I PART NUMBER gently scrape the number(s) with a flathead screw driver, wire brush, or emery cloth, or Figure 1- Style 1 apply acetone. Too much intervention may cause the numbers and letters to be illegible. There are three common styles of engraving locations to be aware of when locating the serial number and part number. NOTE: If you need assistance with locating or deciphering the steering gear serial number and/or part number, email [email protected]. Sending a photograph of the steering gear serial number and part number may be helpful. Style 1: This style will have the serial number and part number engraved on one line with a space between the part number and serial number. The entire engraving should be centered on the machined surface as shown in Figure 1. Style 2: This style will also have the serial number and part number engraved on one line with a space between the part number and serial number. The only difference is the amount of machined surface given for the engraving. The numbers should be engraved on more of a curve due to the lack of space provided. See Figure 2. Style 3: The serial number and part number should be displayed on one line with a space between the part number and serial number. This style will also have a customer number printed on the housing opposite of the part number and serial number. See Figure 3. 7. Record the Vehicle Identification Number (VIN), steering gear serial number, and steering gear part number. 8. Use the URL provided by your vehicle manufacturer to access the Sheppard Steering Gear Classification Tool. This URL is expected to be available after August 1, 2022. I SERIAL NUMBER I PART NUMBER Figure 2 – Style 2 SERIAL NUMBER CUSTOMER NUMBER \ / I PART NUMBER • Vehicles with a “Good” steering gear serial number can be returned to service Figure 3 _ Style 3 with no further remedy action required. Sheppard will cover the labor involved in • • the serial number inspection. Vehicles with a steering gear serial number identified as 11Suspect” will require removal and replacement. Sheppard will provide a 1 :1 replacement gear (that does not contain the defect), free of charge, manufactured outside the stated dates. Follow the OEM instructions on recording the VIN, serial number, and part number in order to process a claim. A “Not Found” serial number indicates circumstances such as a possible character input error by the individual conducting the inspection or some other unique situation. Receipt of a Not Found classification will require you to contact the Sheppard Steering Gear Recall Product Action Center noted at the close of this letter. 9. Keep record of all inspected steering gears and their status outcomes. 1 October 31, 2022 Dear Sir or Madam, This letter is for mailing the Part 577 Owner Notifications for Recall 22V-561 after the 60 day limit. I will not make excuses and I take full responsibility for the late mailing. I waited until the last week to send the letters to the printing company. The printing company has always been able to print and send the letters within a couple of days. However, this time the company’s printing machine went down and they were having problems getting the parts to repair it which caused an additional delay. I should not have waited until the last minute to send these letters for printing and will not wait until the last minute in the future. I apologize for this happening. Sincerely, Leroy C. October 24, 2022 IMPORTANT SAFETY RECALL: 22V-561 Sheppard Steering Gear Assembled Incorrectly This notice applies to your vehicle VIN: X UNIT: 1xxxxx This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. E-ONE
has decided that a defect which relates to motor vehicle safety exists in certain models of the following emergency vehicles manufactured June 2021 – July 2022, equipped with Sheppard Steering Gear: E-ONE
– 2021 Cyclone N, 2022 Cyclone N and Typhoon N WHY IS A RECALL BEING CONDUCTED? Steering gear was assembled with fewer than the required number of recirculating balls which can lead to a fracture in the steering gear worm-shaft and loss of vehicle steering. A steering gear with fewer than the required number of recirculating balls may bind when loads are applied. In some cases, the balls may align on the same side of the gear’s worm-shaft and concentrated loads may cause the gear’s internal parts to fracture resulting in loss of vehicle steering. Loss of steering increases the likelihood of a crash. Preceding the internal fracture, the steering may be perceived as strained by the driver. No audible or visual warning is available. An anomaly in the steering gear recirculating ball insertion operation occurred during assembly. Subsequent rework processes and inspections did not detect the missing recirculating balls. The affected item is the Sheppard Steering Gear. WHAT ARE WE DOING ABOUT THE PROBLEM? Purchasers will identify the unique serial number imprinted on the recalled equipment. NOTE: This steer gear is also used on the Tiller steering system. A web-based tool is available after August 1, 2022, to vehicle manufactures and their service networks to classify the serial number. Serial numbers will be classified as either suspect and must be replaced or as not suspect and may remain in service. Sheppard assumes cost burden for the remedy being performed. to proceed with filing the Recall Description of Remedy : Description of Remedy Program : Purchasers will identify the unique serial number imprinted on the recalled equipment. A web-based tool is available after August 1, 2022, to vehicle manufactures and their service networks to classify the serial number. Serial numbers will be classified as either suspect and must be replaced or as not suspect and may remain in service. Sheppard assumes cost burden for the remedy being performed. The estimated time of repair is 4 hours. How Remedy Component Differs from Recalled Component : The remedy component was assembled after the recall condition was corrected in production when additional controls were put in place. The remedy component has been verified to have the correct number of recirculating balls. Each remedy component is identifiable by an imprinted unique serial number. Identify How/When Recall Condition was Corrected in Production : At RH Sheppard, On Feb 10, 2022, the recirculating ball insertion process control was enhanced. Additional process controls and inspectors were added to the process to verify that the correct number of recirculating balls in each steering gear. At E-ONE
, all trucks have been prevented from shipping, awaiting the activation of the web-based tool that RH Sheppard states will be available after 8/1/2022. Once the web-based tool is available, all serial numbers will be checked to see if the specific unit is affected. If it is affected, the truck will be Red Tagged to prevent shipping until the steering gear is replaced. All inventory has been placed in Red Tag and will also be verified using the web-based tool.
