Date: 09-13-2022 This report serves as Collins Bus Corporation’s notification to the U.S. Department of Transportation, National Highway Traffic Safety Administration that a noncompliance with Federal Motor Vehicle Safety Standards exists in certain Collins bus with Emergency Exit windows built 2-12-2012 to 4-8-2020. Description of the Defect or Noncompliance and Chronology of Events Collins Bus was notified by NHSTA Safety Compliance engineer office of Vehicle safety Compliance appears to be non-complaint of FMVSS217. Emergency Exit Identification and Labeling. When measured from the interior, the character height for the operating instructions for the left and right emergency exit windows is 8 mm. The letter height and location for the operating instructions does not meet the minimum height requirement. Collins had a meeting April 8, 2020, to determine the decal was not in compliance with FMVSS217. All units in production were inspected and will be corrected before shipping. Collins subsequently petitioned NHTSA on April 30, 2020, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety. Collins received the denial of this petition on August 8, 2022. SAFETY RISK: None MEASURES TAKEN TO CORRECT DEFECT: Collins Bus has addressed the noncompliance with production to make sure the new decal is installed in the proper location with the correct lettering height requirements to meet all FMVSS217 standards. IV. The Remedy Program and Its Schedule Collins Bus will address the current units in production. Collins will be sending out labels and instructions to all affected by this recall as soon as it is approved by NHTSA.

Why is a recall being conducted? The emergency exit label may be placed in the incorrect location and the lettering height may not meet the minimum height requirement. The affected units can be distinguished by measuring the emergency exit label from the interior. The minimum character height for the operating instructions for the left and right emergency exit windows is 8 mm. Certain school bus fail to conform to the requirements of FMVSS 217 “Emergency Exit Identification and Labeling”. What are we doing about the problem? Owners will be sent emergency window labels along with instructions. Removal and reinstallation of each label can be accomplished in 10 minutes, for which Collins will reimburse installers $10.00 for each window labeled.
