The hopper hydraulic lift system allows for additional fluid to enter the hopper hydraulic lift system after the operator has disengaged the hopper lift system. If additional hydraulic fluid enters the hopper hydraulic lift system, the hopper could unexpectedly raise to its maximum height and impact overhead obstructions, causing debris from the obstruction to fall, increasing the risk of injury to individuals. [October/November] 2022 To: VIN(s): Subject: Notification of Safety Recall and Recall Remedy Instructions for 22V-761 Certain A9SE Monsoon (single engine) street sweepers manufactured in 2021 – 2022 Hopper Hydraulic Lift System REASON FOR THIS SAFETY RECALL: On October 11. 2022, Alamo Group Inc., the parent company of Schwarze Industries LLC, filed a Defect Information Report with the National Highway Traffic Safety Administration (NHTSA) informing the agency that in A9SE Monsoon (single engine) street sweeping vehicles manufactured by Schwarze, the hopper hydraulic lift system which regulates the engagement and disengagement of the hopper lifting mechanism is allowing hydraulic fluid into the hydraulic lift system even after the operator disengages the lift system. If hydraulic fluid continues to flow into the hydraulic lift system after the operator disengages the lift system, the hopper could unexpectedly raise to its maximum height and impact with an overhead obstruction causing debris to fall and increasing the risk of injury to individuals. AFFECTED VEHICLES: Make and Model Number of Production Period vehicles A9SE Monsoon (single 3 October 29, 2021 – September 13, 2022 engine) REMEDY: Remedy parts are available now. Dealers will install additional valves near the hydraulic cylinders in the hopper hydraulic lift system which will allow for a closed path and the lock the regulation of the hydraulic fluid. This service must be performed on all affected vehicles at no charge to the vehicle owner. Attached please find the service procedure for completing this repair. As a result, the hopper could unexpectedly continue to lift after disengaged by operator. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : In instances where the hopper is raised past the center-of-gravity or if the vehicle is parked on an incline and the hopper is raised, when the vehicle is stationary, the open center valve manifold allows the hydraulic fluid to continue to flow into the hydraulic lift system. Description of the Cause : The A9SE Monsoon (single engine) street sweeper is a new model introduced by Schwarze in October 2021. This new model was designed with an open center valve manifold instead of a closed one in the hydraulic lift system. Through the course of this testing it was discovered that while the vehicle was stationary, if the hopper was lifted by the operator above the center-of-gravity or if the hopper was lifted while the vehicle is on an incline, the hopper would continue to lift to its maximum height even after the operator disengaged the lifting mechanism. From September 13, 2022 to September 22, 2022, Schwarze conducted a safety investigation to assess the failure mode, the failure rate, and potential causes. Schwarze tested the hydraulic system and determined there was continued flow of hydraulic fluid after the lift system was disengaged by the operator. Schwarze tested a completed A9SE Monsoon vehicle on the lot and observed identical issues with the unexpected or continued lifting of the hopper. Based on this testing, Schwarze determined the issue was not isolated to a single vehicle. Schwarze then tested the hopper hydraulic lift system on the twin engine model of the A9 Monsoon which has a closed valve manifold to regulate the hopper hydraulic lift system and discovered that there were no issues with the hopper continuing to lift after Part 573 Safety Recall Report 22V-761 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 the lift system was disengaged by the operator.
