Summary
Brenner Tank, LLC (Brenner Tank) is recalling certain 2020 TKLQXDC vehicles. The steering arm may fracture during certain conditions, such as low speed and high side-loading.
Remedy
Dealers will install a new steering arm and additional welds, free of charge. Owner notification letters were mailed January 25, 2022. Owners may contact Brenner Tank customer service at 1-800-558-8265.

The steer arm on the Dexter
Smart Steer 2.0 self-steer axle lift axle has the potential to fracture.
Risk to Motor Vehicle Safety:
The fractured steer arm and tie rod can separate and fall to the ground, increasing the risk of crash or injury.
Precautions You Should Take:
The condition of the steer arm typically will not be apparent during routine inspections. A visual inspection is needed to see if the steer arm is fractured. We feel that this inspection should take place as soon as practical, but not to exceed your normal PM cycle.
Remedy:
Enclosed with this notification is Wabash
Technical Bulletin TSBIMT1001. The equipment listed within should be inspected and remedied per the instructions described in TSBIMT1001 as soon as practical. This repair should take approximately 6 hours and will be performed at no cost to the owner. The owner may perform this recall and be reimbursed by Wabash

Background:
Under certain repeated heavy loading conditions, the steer arm has the potential to fail. The following procedure outlines how to remedy this situation by replacing the steering arm with an up-dated version from the manufacture.

Chronology :
10/26- Reviewed a recall notification letter received from Dexter
Axle company, a supplier to Brenner Tank LLC., regarding a manufacturing flaw that could lead to a fracture of the steer arm. The letter gave our PO# of the axles affected in the recall. Started an investigation to determine our part number and identify what trailers have these steer arms installed that were manufactured at the Brenner facility in Wisconsin.
10/28- Held meeting with the Product Safety Team, which voted to escalate the matter to the Product Safety Committee. Scheduled Product Safety Committee meeting.
10/31- Determined that three trailers were manufactured with defective steer arms in the Brenner Tank facility in Wisconsin. These three tank trailers were manufactured and sold to one single customer.
11/1- Held Product Safety Committee meeting. Committee voted to proceed with a safety recall to remedy 5 defective steer arms, 3 installed in the Brenner Tank facility in Wisconsin and 2 installed in the Bulk Tank facility in Mexico and sold in the United States. (See 22V-822 for the 573 report for the 2 trailers manufactured by Bulk.) All 5 trailers were sold to one customer.
11/2- Submitted a 573 safety recall report to NHTSA for the three trailers manufactured by Brenner Tank LLC. (See 22V-822 for the 573 report for the 2 trailers manufactured by Bulk.)
11/4-Revised 573 per input from NHTSA RMD
3/29/2023 – It was brought to our attention that repair parts were not available from the supplier, Dexter
Axle, at the time the owner was notified of this safety recall in January 2023. Accordingly, the first notification letter should have been an interim letter. Parts are now available, and a final owner notification letter will be issued by 05/01/2023

Canada conducted an analysis of the failure mode and determined the material was not robust enough to withstand the higher loading events which may occur in this configuration. Re-design activities were initiated to define a steer arm design that will withstand the unique, higher load events based on collected toad load data. Description of Remedy : Description of Remedy Program : Service work will include the following steps (per SB015): 1. Remove the existing steer arms and mounting hardware. 2. Clean mounting surface and surrounding surfaces to prepare for mounting of the new bolt-on steer arm and additional welds. 3. Grind a 3/16″ chamfer along the mounting face edge (see page three for location & detail). 4. Mount new design steer arms (Part # 703293-LH/RH) with supplied hardware and torque to 400 ft-lbs. 5. Add welds as shown on page three of this bulletin. How Remedy Component Differs from Recalled Component : New design has a higher strength material and is welded to the steer knuckle. Axle company, a supplier to Brenner Tank LLC., regarding a manufacturing flaw that could lead to a fracture of the steer arm. The letter gave our PO# of the axles affected in the recall. Started an investigation to determine our part number and identify what trailers have these steer arms installed that were manufactured at the Brenner facility in Wisconsin. 10/28- Held meeting with the Product Safety Team, which voted to escalate the matter to the Product Safety Committee. Scheduled Product Safety Committee meeting. 10/31- Determined that three trailers were manufactured with defective steer arms in the Brenner Tank facility in Wisconsin. These three tank trailers were manufactured and sold to one single customer. 11/1- Held Product Safety Committee meeting. Committee voted to proceed with a safety recall to remedy 5 defective steer arms, 3 installed in the Brenner Tank facility in Wisconsin and 2 installed in the Bulk Tank facility in Mexico and sold in the United States. (See 22V-822 for the 573 report for the 2 trailers manufactured by Bulk.) All 5 trailers were sold to one customer. 11/2- Submitted a 573 safety recall report to NHTSA for the three trailers manufactured by Brenner Tank LLC. (See 22V-822 for the 573 report for the 2 trailers manufactured by Bulk.) 11/4-Revised 573 per input from NHTSA RMD 3/29/2023 – It was brought to our attention that repair parts were not available from the supplier, Dexter
Axle, at the time the owner was notified of this safety recall in January 2023. Accordingly, the first notification letter should have been an interim letter. in regard to the number of units affected. Our system shows we purchased five axles. Three were built at our Brenner facility and two were built at our Bulk facility. In talking with Phil, they did not send a letter to our Bulk facility as they didn’t think they needed to. All five trailers sold to the same customer. Phil said he would support repairs on all five units. 11/1- Held Product Safety Committe meeting. Vote was to proceed with recall process. I started the 573 documents. 11/2- Completed 573 and submitted. 11/4-Recevied e-mail from Sarah Shiver with necessary changes. Made changes to: chronology, describe the defect and noncompliance verbiage, describe the safety risk (consequence on PDF in e-mail), and resubmitted the 573. Remove the existing steer arms and mounting hardware. 2. Clean mounting surface and surrounding surfaces to prepare for mounting of the new bolt-on steer arm and additional welds. 3. Grind a 3/16″ chamfer along the mounting face edge (see page three for location & detail). 4. Mount new design steer arms (Part # 703293-LH/RH) with supplied hardware and torque to 400 ft-lbs. 5. Add welds as shown on page three of bulletin supplied by Dexter
