Saddlebags Can Detach While riding

Summary
Harley-Davidson Motor Company (Harley-Davidson) is recalling certain Detachable Saddlebags, part numbers 90201561, 90201645, 90501552, 90201644, 90201555, and 90201513. The saddlebag latching arm, part number 90200481, may disengage, allowing the saddlebag to separate from the motorcycle while riding.
Remedy
Harley-Davidson will notify owners, and dealers will install a kit onto the affected saddlebags that prevents the arm from unlatching inadvertently, free of charge. The recall began on March 9, 2018. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0172.

M1461: RECALL 0172 – 2018 SOFTAIL P&A DETACHABLE SADDLEBAGS
Purpose for Service Bulletin
Harley-Davidson has decided that a defect which relates to motor vehicle safety exists on some P&A Detachables™ Saddlebags kits listed in Table 2.
When the saddlebag is installed, the latching arm can have inadequate engagement to the saddlebag mounting bracket due to variability in saddlebag wall thickness. This condition could allow the latching arm to rotate out of the locked position. If this condition remains undetected, the saddlebag may become separated from the motorcycle while it is in motion, possibly creating a hazard for other motorists.

Dear Dealer:
Harley-Davidson® has learned that the saddlebag latching arm, P/N 90200481, on some 2018 Harley-Davidson Genuine Motor Parts and Accessories DetachablesTM Saddlebags included in kit P/Ns 90201561, 90201552, 90201645, 90201644, 90201555 and 90201513 may become disengaged and not adequately secure the saddlebag to the motorcycle during use. Due to the variance of the saddlebag wall thickness in the area where the latching arm is installed, the latching arm may have inadequate engagement to the saddlebag mounting plate/bracket, which may allow the latching arm to rotate out of the locked position. If this condition remains undetected, the saddlebag may become separated from the motorcycle while it is in motion, possibly creating a hazard for other motorists.
We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall (Campaign 0172) all affected saddlebag kits. The remedy is to first confirm that the saddlebags are covered by this recall. If covered, perform the recommended inspection and, if necessary, repair per the service bulletin. A recall kit is necessary to perform the service repair and can be ordered beginning the week of March 5, 2018. A Service Bulletin outlining the repair and credit procedures will follow within one or two days of this dealer communication; please reference the bulletin for a detailed description of the repair.
In the interest of the safety of our mutual customers and as required by federal law, you may sell but NOT DELIVER any motorcycles equipped with the affected Parts and Accessory saddlebags or deliver any over the counter saddlebag kits until the remedy is completed per the service bulletin.
In accordance with federal regulations administered by NHTSA and other appropriate market specific government agencies, Harley-Davidson Motor Company, Inc. or authorized HarleyDavidson dealers will provide notice to all owners of record of affected products with direction to arrange for the recall service.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Harley-Davidson Motor Company, Inc. has decided that a defect which relates to motor vehicle safety exists on certain 2018 Harley-Davidson Genuine Motor Parts and Accessories
DetachablesTM Saddlebags included with kit P/Ns 90201561, 90201552, 90201645, 90201644, 90201555 and 90201513. We are notifying you because our records indicate that you have purchased one of these accessory saddlebag kits, either as a dealer-installed accessory when you purchased your motorcycle or as an accessory upgrade.
What is the Issue?
Due to the variance of the saddlebag wall thickness in the area where the latching arm is installed, the latching arm may have inadequate engagement to the saddlebag mounting plate/ bracket. This may allow the latching arm to rotate out of the locked position. If this condition remains undetected, the saddlebag may become separated from the motorcycle while it is in motion, possibly creating a road hazard, and increasing the risk of a crash.
What Should You Do?
We urge you to contact your authorized Harley-Davidson dealer to schedule an appointment to bring your saddlebags in for the repair, at no cost to you. Only the saddlebags are needed for this repair, not the motorcycle.
Until this recall work has been performed on your saddlebags, we recommend that you remove them from your motorcycle.
The service will require less than 1 hour to perform. However, due to scheduling, your dealer may request to have your saddlebags for a longer period of time. To verify that the service has been completed, your dealer will ask you to sign a repair/work order.
If you have sold your motorcycle and/or saddlebags and have an address for the current owner, it is important that you forward this notice to the new owner. Alternatively, you may contact us at the Harley-Davidson phone numbers listed below and provide us with the new contact information so that we may notify the new owner of this recall. Also, Federal law requires that any vehicle lessor receiving this recall notice must forward a copy of this notice to the lessee within ten days.
