Description of the Cause : According to Engineered Controls International evidence indicates that a tool change in Feb 2021 for a limited production run resulted in an incorrect thread depth for the affected valves. Identification of Any Warning that can Occur : Leaking valves may be detected by smell, sound, or loss of propane. Due to a manufacturing error, the POL threads for some service valves may not meet specification, which could result in propane leaks at the POL threads. June 29, 2022: Manchester Tank forwarded the RegO Field Advisory to its RV customers. July-Sep. 2022: Manchester Tank reviewed its records to identify RV tanks that may have used suspect RegO service valves. On July 12, 2022, RegO issued inspection procedures for vehicles in service with suspect. Manchester Tank forwarded the inspection procedures to its RV customers. Manchester Tank reached out to NHTSA’s Manufacturer Help Desk to discuss the service valve issue. On July 15, 2022, Engineered Controls International filed a defect information report with NHTSA (22E058). Manchester Tank investigated quality checks related to the threading issue and reviewed sales records for customers that may have received suspect RegO service valves. Sep. 23, 2022: Based on the defect information report filed by RegO, a review of production records, and defect Part 573 Safety Recall Report 22V-949 Page 8 The information contained in this report was submitted pursuant to 49 CFR §573 information reports filed by more than one vehicle customer, Manchester Tank determined to pass through a defect information report to NHTSA for RV tanks equipped with RegO’s defective service valves. Manchester Tank is not aware of any fires or injuries related to this defect. Nov. 2, 2022: REV Group was notified on recall 22E-082. Description of Remedy : Description of Remedy Program : REV RV will notify dealers & customers of the potential safety-related defect. All of the subject tanks remain under the manufacturer’s warranty. REV RV / Manchester Tank and Equipment will be supplying this recall remedy at no charge. How Remedy Component Differs from Recalled Component : The affected valves have manufacturing date codes between 02X21 and 02X22. The “X” represents any letter between A through E, which denotes the week of the month the valve was assembled. The date code is marked on a wrench flat. Also, there is a compatibility issue between the threads from the POL connector to the service valve. Identify How/When Recall Condition was Corrected in Production : Evidence indicates that a tool change in Feb 2021 for a limited production run resulted in an incorrect thread depth for the affected valves. The tool was later removed and re-installed in Dec 2021. After analyzing units produced after Dec 2021, ECI has determined that the tool was correctly re-installed. ECI has no reason to believe that the units produced after Dec 2021 are affected by the incorrect thread depth issue. Nevertheless, out of an abundance of caution ECI has included service valves produced through Feb 2022 within the recall. Due to a manufacturing error, the POL threads for some service valves may not meet specification, which could result in propane leaks at the POL threads. June 29, 2022: Manchester Tank forwarded the RegO Field Advisory to its RV customers. July-Sep. 2022: Manchester Tank reviewed its records to identify RV tanks that may have used suspect RegO service valves. On July 12, 2022, RegO issued inspection procedures for vehicles in service with suspect. Manchester Tank forwarded the inspection procedures to its RV customers. Manchester Tank reached out to NHTSA’s Manufacturer Help Desk to discuss the service valve issue. On July 15, 2022, Engineered Controls International filed a defect information report with NHTSA (22E058). Manchester Tank investigated quality checks related to the threading issue and reviewed sales records for customers that may have received suspect RegO service valves. Sep. 23, 2022: Based on the defect information report filed by RegO, a review of production records, and defect Part 573 Safety Recall Report 22V-949 Page 8 The information contained in this report was submitted pursuant to 49 CFR §573 information reports filed by more than one vehicle customer, Manchester Tank determined to pass through a defect information report to NHTSA for RV tanks equipped with RegO’s defective service valves. Manchester Tank is not aware of any fires or injuries related to this defect. Nov. 2, 2022: REV Group was notified on recall 22E-082. Description of Remedy : Description of Remedy Program : REV RV will notify dealers & customers of the potential safety-related defect. All of the subject tanks remain under the manufacturer’s warranty. REV RV / Manchester Tank and Equipment will be supplying this recall remedy at no charge. How Remedy Component Differs from Recalled Component : The affected valves have manufacturing date codes between 02X21 and 02X22. The “X” represents any letter between A through E, which denotes the week of the month the valve was assembled. The date code is marked on a wrench flat. Also, there is a compatibility issue between the threads from the POL connector to the service valve. Identify How/When Recall Condition was Corrected in Production : Evidence indicates that a tool change in Feb 2021 for a limited production run resulted in an incorrect thread depth for the affected valves. The tool was later removed and re-installed in Dec 2021. After analyzing units produced after Dec 2021, ECI has determined that the tool was correctly re-installed. ECI has no reason to believe that the units produced after Dec 2021 are affected by the incorrect thread depth issue. Nevertheless, out of an abundance of caution ECI has included service valves produced through Feb 2022 within the recall. Turn off the key and remove it from the ignition. Maintain control of the keys until all work is completed. Note: Read this entire Bulletin before proceeding with repairs. Follow the steps in the procedure below to inspect, leak test and if necessary, replace the service valve on the propane tank. Not all sections will apply to every motorhome. The following is a list of scenarios: (Pictures will be required for each scenario) • VISUAL INSPECTION: Determine if the Model Number on the service valve is within scope. Section 1 Steps 1-3 • VISUAL INSPECTION: If the Model Number is within scope, determine if the Date Code is within scope. Section 2 Steps 4-5 • LEAK TEST: Once the Model Number and Date Code are found within scope, leak test all fittings in this area. On tanks with LP: Section 3 Step 6. On tanks without LP: Section 5 Steps 18-21. • REPLACEMENT AND REPEAT LEAK TEST: If the Model number and Date Code are within scope, and the service valve is showing signs of leaking. On tanks with LP: Section 4 Steps 7- 17. On tanks without LP: Section 6 Step 21. REMINDER: ALWAYS BEGIN WORK WHILE THINKING OF SAFETY. SECTION 1 1. Open the propane tank compartment and locate the service valve on the propane tank (See Figure 1 ). 2. Once the service valve has been located on the propane tank, check the Model Number. The affected Model Numbers are 901C3 and 901C5 only. The Model Number will be located on the flat surface on the bottom side of the service valve. Once the Model Number has been located and identified determine; A. If it does not match the affected Model Numbers, TAKE A PHOTO OF THE MODEL NUMBER, on the valve and submit for authorization. Page 3 of 19 SECTION 3 IF THERE -IS PROPANE PRESSURE IN THE LP TANK: 6. Ensure the service valve is open (and the propane system is pressurized), apply a leak detection solution (SHERLOCK 5 SECOND LEAK DETECTOR UNDILUTED IS RECOMMENDED) at the service valve outlet connection and the POL connector. (See Figure 3) *While performing solution test, check other connections in the area as a precaution. FIGURE 3 ‘IA Open Service Valve VAPOR Apply Leak detection solution. A. If no leaks are detected, STOP: No further action is required. If a leak is detected, try tightening the connection, and re-apply the leak detection solution. If tightening the connection does not stop the leak, (PHOTOS WILL BE REQUIRED SHOWING THE LEAK), close the service valve and contact REV RV PARTS DEPT AT (800) 509~3417 AND ORDER PART #10108779. Then proceed to step 7. SECTION 4 REPAIR PROCEDURE: NOTE: THIS MAY BE USED IN THE SECTION 5 REPAIR PROCEDURE WHAT TO DO IF: A LEAK HAS BEEN DETECTED WITH PROPANE PRESSURE IN THE TANK (LP IN TANK) 7. Once a leak has been verified, ensure that all propane is purged from the tank and the tank pressure is O psi. FOLLOW RVIA AND LP STANDARDS FOR REMOVING LIQUID PROPANE. 8. Once all propane has been properly purged, and the tank pressure is O psi, replace the leaking service valve. 9. The new service valve will have thread sealant pre-applied and can be inserted into the tank and turned two times around by hand. An additional 3 ½ to 4 ½ turns may be needed to allow for proper orientation of the valve. 10. Once the new service valve is installed, open the valve, and purge any trapped air from the tank. 11. Reconnect the POL connector to the service valve outlet. 12. Close the service valve and install an air fitting on the ¼” NPT threads of the POL connector. (See Figure 5) Page4 of 19 13. Apply 50-100 psi air pressure back towards the outlet of the service valve. 14. Use a leak detection solution to determine if the connection is leak tight between the POL connector and the service valve. 15. If a leak is detected, tighten the connection, and re-apply the leak detection solution. 16. If no leaks are detected, reconnect the POL connector to the LP regulator. Ensure the LP regulator is back to the original orientation. 17. The LP tank should be ready for use. STOP: No further action is required. Submit For Authorization Using Flat Rate Code 6310 12 Inspected/Tested/Replaced Valve/Retest SECTION 5 IN THE RARE EVENT THERE IS NO PROPANE PRESSURE IN THE LP TANK: 18. Close the service valve and unhook the POL connector from the LP regulator, install an air fitting on the ¼” NPT threads of the POL connector. (See Figure 5) 19. Make sure the service valve is closed. Apply 50-100 psi air pressure back towards the outlet of the valve. 20. Use a leak detection solution to determine if the connection is leaking between the POL connector and the service valve. A. If no leaks are detected, reconnect the POL connector to the LP regulator. Add a small amount of LP to the tank and leak test again. STOP: No further action is required. Submit For Authorization: Use Flat Rate Code 6310 11 Inspected/Not Defective & 0401-23 Propane System Leak Test B. If a leak is detected, try tightening the connection between the POL connector and the service valve. Apply 50-100 psi air pressure and use a leak detection solution. On motorhomes affected by this recall campaign, the Manchester Propane Tank may have a service valve with incorrect thread depth on the POL outlet, which could result in a leak of propane. Identify any warning which can precede or occur: A leak in an enclosed area in the presence of an ignition source could lead to a fire, and in some circumstances, tank ruptures. Leaking valves may be detected by smell, sound, or loss of propane. WHAT SHOULD YOU DO? Please make certain your motorhome is immediately inspected and repaired by contacting an authorized REV Recreation Group servicing dealer. June 29, 2022: Manchester Tank forwarded the RegO Field Advisory to its RV customers. July-Sep. 2022: Manchester Tank reviewed its records to identify RV tanks that may have used suspect RegO service valves. On July 12, 2022, RegO issued inspection procedures for vehicles in service with suspect. Manchester Tank forwarded the inspection procedures to its RV customers. Manchester Tank reached out to NHTSA’s Manufacturer Help Desk to discuss the service valve issue. On July 15, 2022, Engineered Controls International filed a defect information report with NHTSA (22E058). Manchester Tank investigated quality checks related to the threading issue and reviewed sales records for customers that may have received suspect RegO service valves. Sep. 23, 2022: Based on the defect information report filed by RegO, a review of production records, and defect Part 573 Safety Recall Report 22V-949 Page 8 The information contained in this report was submitted pursuant to 49 CFR §573 information reports filed by more than one vehicle customer, Manchester Tank determined to pass through a defect information report to NHTSA for RV tanks equipped with RegO’s defective service valves. Manchester Tank is not aware of any fires or injuries related to this defect. Nov. 2, 2022: REV Group was notified on recall 22E-082. Description of Remedy : Description of Remedy Program : Certain Manchester propane tanks may have a service valve that may have the incorrect thread depth. REV RV will notify dealers & customers of the potential safety-related defect. All of the subject tanks remain under the manufacturer’s warranty. All service valves will be inspected/tested and replaced if necessary. REV RV / Manchester Tank and Equipment will be supplying this recall remedy at no charge. How Remedy Component Differs from Recalled Component : The affected valves have manufacturing date codes between 02X21 and 02X22. The “X” represents any letter between A through E, which denotes the week of the month the valve was assembled. The date code is marked on a wrench flat. Also, there is a compatibility issue between the threads from the POL connector to the service valve. Identify How/When Recall Condition was Corrected in Production : Evidence indicates that a tool change in Feb 2021 for a limited production run resulted in an incorrect thread depth for the affected valves. The tool was later removed and re-installed in Dec 2021. After analyzing units produced after Dec 2021, ECI has determined that the tool was correctly re-installed. ECI has no reason to believe that the units produced after Dec 2021 are affected by the incorrect thread depth issue. Nevertheless, out of an abundance of caution ECI has included service valves produced through Feb 2022 within the recall.
