) is recalling certain 2021-2024 International
LT and RH trucks. The engine control module (ECM) may be unresponsive to throttle pedal application, which can cause the vehicle to unexpectedly slow to idle speed on the road.
Remedy
Dealers will update the ECM software, free of charge. Owner notification letters are expected to be mailed May 26, 2023. Owners may contact Navistar

DEFECT DESCRIPTION
The Engine Control Module (ECM) disregards throttle pedal input and reduces engine torque when the ABS control unit senses a wheel speed sensor fault and may cause the vehicle to unexpectedly slow to idle speed on the roadway. A vehicle that unexpectedly slows to idle speed on the roadway can increase the risk of a vehicle crash that may result in property damage, personal injury, or death.

SERVICE PROCEDURE
1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brake.
3. Turn vehicle ignition to Key OFF position.
4. Install wheel chocks.
5. Connect battery charger/ maintainer to vehicle batteries.
NOTE: Use SDS to program vehicles for this campaign.
6. Using SOS, connect to vehicle.
7. Using SOS, program ECM.

NOTE: Clear all inactive / previously active faults after programming. Only perform diagnostics or procedures on ACTIVE faults and then open a new claim section on your work order.

Warranty claim expense is to be charged to Warranty. Claims are to be
submitted in the normal manner, making reference to Safety Recall 23509.
Section 7 of the Warranty Policy and Procedures Manual contains further
information related to the submission and processing of AFC / Recall claims.
As with all claim submissions, items acquired locally must be submitted in the
“Other Charges” tab. The cost of any bulk items (such as a bag of cable tie
straps, roll of wire, barrel of oil, or tube of silicone) should be prorated for the cost
of the individual pieces/ amount used during each repair.

The National Traffic and Motor Vehicle Safety Act, as amended, provides that
each vehicle that is subject to a vehicle recall campaign must be adequately
repaired within a reasonable time after the owner has tendered it for repair. A
failure to adequately repair within 60 days after a tender of a vehicle is prima
facie evidence of failure to repair within a reasonable time. If the condition is not
adequately repaired within 60 days, the owner may be entitled to replacement
with an identical or reasonable equivalent vehicle at no charge, or to a refund of
the purchase price less a reasonable allowance for depreciation.
Dealers must correct all vehicles subject to this campaign at no charge to the
owner, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Dealers should proceed immediately to make necessary correction to units in
inventory. Federal law prohibits a dealer from delivering under a sale or lease, a
new motor vehicle or any new or used item of motor vehicle equipment (including
a tire) covered by the notification of a recall until the defect or noncompliance is
remedied.
Dealers must make every effort to promptly schedule an appointment with each
owner to repair his or her vehicle as soon as possible. However, consistent with
the customer notification, dealers are expected to complete the repairs on the
mutually agreed upon service date.
Dealers involved in the recall process will be furnished a listing of owner names
and addresses to enable them to follow up with owners and have the vehicles
corrected. Use of this listing must be limited to this campaign because the list
may contain information obtained from state motor vehicle registration records,
and the use of such motor vehicle registration data for purposes other than this
campaign is a violation of law in several states.

Dealers must correct all vehicles subject to this campaign at no charge to the
owner, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Dealers should proceed immediately to make necessary correction to units in
inventory. All inventory vehicles subject to this recall campaign must be
corrected prior to sale, transfer or delivery. If vehicles have been sold or
transferred and you are in receipt of Customer Notification Letters and
Authorization for Recall Service cards for those vehicles, the transfer location or
customer must be notified immediately from your dealer location.

requirements of the National Traffic and Motor Vehicle
Safety Act.
Navistar has decided that a defect which relates to motor
vehicle safety exists in certain 2021 thru 2024 LT® and
RH® series trucks built 06/11/2020 thru 03/16/2023 with
engine feature code 12BET, 12BEU, 12BEV, 12BEW,
12BEX, 12BEY, 12BEZ, 12BGA, 12BGB, 12BGC, 12BGD,
12BGE, 12BGG, 12BGH, 12BEJ, 12BGK, 12BGL, 12BGM,
12BGN, or 12BGP (International
® A26B engine) and ABS
feature code 04AAS, 04AZE, 04AZH, 04AZX, 04BAB, or
04BAC (Air Brake Anti-Lock Brake System [ABS]).
REASON FOR THIS RECALL
The Engine Control Module (ECM) disregards throttle
pedal input and reduces engine torque when the ABS
control unit senses a wheel speed sensor fault and may
cause the vehicle to unexpectedly slow to idle speed on the
roadway.
RISK TO MOTOR VEHICLE SAFETY
A vehicle that unexpectedly slows to idle speed on the
roadway can increase the risk of a vehicle crash that may
result in property damage, personal injury, or death.
DEFECT REMEDY
The repair will involve updating the ECM software to the
latest calibration. Authorized repair locations have software
and instructions to repair your vehicle. The repair will be
performed free of charge and take approximately 45
minutes to complete.
ACTIONS YOU SHOULD TAKE

with any Authorized repair center to have your vehicle

• Navistar’s plan for reimbursement of pre-notification remedies, on file with NHTSA and dated 05/06/2022, applies and reimbursement instructions will be included in the customer notification. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The remedy software includes a vehicle speed quality check that, under certain conditions (like a WSS fault) can switch the vehicle speed source from a wheel speed sensor to the transmission output shaft if necessary, where the recalled software did not include vehicle speed quality check.
/23/2023 – Navistar quarantines all vehicles at its assembly plants including future builds that will have the ECM software updated when the new software becomes available in April 2023. Recall Schedule :
