Summary
Eagle Eyes Traffic Ind. Co., Ltd (Eagle Eyes) is recalling certain Eagle Eyes UPI aftermarket headlights with model numbers 31645 and 31646, sold as replacement headlights for Peterbilt
389 vehicles. The headlights may not have the correct amount of light output, which can reduce visibility. As such, these headlights fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamp, Reflective Devices, and Associated Equipment.”
Remedy
Eagle Eyes will replace the headlights, free of charge. Owner notification letters are expected to be mailed July 31, 2023. Eagle Eyes’ number for this recall is 23UPIAC1.

Chronology :
On December 12, 2022, NHTSA provided a draft of photometric test conducted by CALCOAST ITL to UPI which was then referred to Eagle Eyes. The report indicates that certain aftermarket replacement headlights made for United Pacific 31645/46 for 2018 Peterbilt 389 as purchased and tested experienced various non-compliance with FMVSS108. To be safe, UPI was instructed to not sale any more United Pacific 31645/46. Although the test was conducted CALCOAST ITL using test fixture provided by Eagle Eyes, concerns that perhaps CALCOAST ITL did not mount the headlights properly caused failure of the test points. Nevertheless, Eagle Eyes began the process of modifying the mold to address at least some of the issues addressed in the draft of photometric test.
On June 1, 2023, NHTSA officially issued a demand of information letter to UPI based on the December 12, 2022, draft test report. Upon reviewing the letter, Eagle Eyes determined a noncompliance with a motor vehicle safety standard has been deemed to exist and shall proceed with recall action. Neither Eagle Eyes nor UPI is not aware of any reports of accident or injury related to this condition.
