This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. If you are still in possession of any of the following RevHD hub cap part numbers, you should cease selling those hub caps and quarantine them at your location effective immediately. Please note that it is a violation of federal law to sell a hub cap covered by this recall. RHO‐S01 RHO‐T03 RHO‐T04 RHO‐T03psi RHO‐T04psi Hub caps with these part numbers were released with lenses that can become loose or dislodged if the wheel end reaches temperatures above 270°F, allowing lubricant to leak out of the wheel end. Lack of lubricant in the wheel end can cause the wheel bearings to overheat, resulting in bearing seizure, wheel end fires or a wheel‐off condition, leading to an increased risk of a crash. Though wheel ends should not reach temperatures of this magnitude, RevHD is nonetheless conducting this recall to remove these hub caps from the market as part of its proactive commitment to safety. RevHD will be finalizing recall procedures for these hubcaps in the coming days. RevHD is working with NHTSA to finalize written correspondence providing formal notification of this recall to owners. This recall is specific to certain aftermarket hubcaps designed for use on wheel ends in commercial truck applications. The recalled population differs from other RevHD commercial truck hubcaps not included in the recall because there is a translucent lens material on the front specific to the Oil Application of these hubcaps. This lens material is not used on the other RevHD hubcaps, which are for Grease Applications. Production Dates : SEP 01, 2022 – MAY 31, 2023 Description of Defect : Description of the Defect : Due to high temperatures, the lens of the recalled hubcaps has come loose, allowing lubricant to leak out of the wheel end. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : Lack of lubricant in the wheel end can cause the wheel bearings to overheat, resulting in bearing seizure, wheel end fires or a wheel-off condition, leading to an increased risk of crash. Additionally, a loose hubcap lens could detach from the hubcap, creating a road hazard. Description of the Cause : The recalled hubcap lenses have come loose due to high heat. Part 573 Safety Recall Report 23E-057 Page 2 The information contained in this report was submitted pursuant to 49 CFR §573 Identification of Any Warning that can Occur : Every hubcap comes with a thermal alert bolt that is set to trigger if hub temperatures reach an excess of 250 degrees Fahrenheit. This alert bolt acts as a warning that the hubcap assembly is operating at an elevated temperature. Jinshan District Shanghai Foreign States 201502 Country : China Chronology : As of June 26, 2023, RevHD received notification of 14 incidents related to this issue. RevHD has not received any warranty claims or any reports of injuries or deaths related to this issue. On June 26, 2023, RevHD stopped distributing the oil hubcaps in order to conduct internal tests. Testing continued to July 21, 2023. Based on RevHD’s review of the results of that testing, RevHD determined that overall hubcap durability was not within RevHD standards and that a re-design was needed. Description of Remedy : Description of Remedy Program : RevHD will repurchase affected hubcaps upon return of the hubcaps using a prepaid postage label or proof of return to a local retailers. Owners that have returned their hubcaps according to this process will be refunded the purchase price of their hubcap and, with appropriate documentation, associated labor at local labor rates. Additionally, RevHD will reimburse owners who paid for a remedy to correct the recall issue prior to RevHD’s filing of this Part 573 report, in the amount of the cost of parts for the remedy, plus associated labor at local labor rates. RevHD is also investigating the possibility of offering a replacement with a corrected RevHD hubcap that addresses the noted defect in the hubcap lens. How Remedy Component Differs from Recalled Component : To the extent that RevHD is able to provide replacement hubcaps, the remedy component will not be susceptible to hubcap lens loosening at high temperatures. Identify How/When Recall Condition was Corrected in Production : RevHD is working with its supplier to correct the recall condition in production. Recall Schedule : Description of Recall Schedule : RevHD will notify our customers, which are aftermarket retailers, and will ask them to notify their known retail owners or provide their retail owner contact information to RevHD for direct notification. Specifically, in high heat situations in excess of 270 degrees Fahrenheit, the lens of the hub caps subject to this notice can come loose or dislodged, allowing lubricant to leak out of the wheel end. Lack of lubricant in the wheel end can cause the wheel bearings to overheat, resulting in bearing seizure, wheel end fires or a wheel-off condition, leading to an increased risk of a crash. RevHD has initiated a voluntary safety recall of the subject hub caps. This recall has been designated as NHTSA Recall No. 23E-057. Our records indicate that your company may have purchased one or more of the recalled hub caps. We are writing to you to provide additional information about the safety recall and how you and your customers can obtain refunds for hub caps subject to this recall. Please note that it is a violation of federal law to sell a hub cap covered by this recall. Please read this notice carefully and follow the steps outlined in the instructions below. The recall includes ALL hubcaps matching the above SKUs; there are no specific date codes needed to identify them. WHAT REVHD WILL DO RevHD will provide a refund to the end user customers of the full purchase price that he or she paid for any hub caps subject to this notice that are returned to RevHD and, with appropriate documentation, associated labor, calculated at local labor rates, for removing the affected hub cap and installing a new replacement hub cap. Additionally, RevHD will refund the purchase price you paid for any hub caps subject to this notice still in your possession that are returned to RevHD. RevHD will also pay for all shipping charges to have the hubcaps returned to us. WHAT YOU SHOULD DO 1. If you still are in possession of one or more of the hub caps covered by this recall, you should immediately cease all sales of these hub caps and return them to RevHD. Please contact RevHD promptly at (888) 317-6694 or by email at [email protected] to arrange for your refund and a prepaid postage label for you to use to return your hub cap(s). Your refund will be processed once your hub cap(s) has/have been received. 2. We have prepared a letter to be sent to all purchasers of the recalled hubcaps that notifies them of this defect and instructs them how to obtain a refund. A copy of that letter is enclosed. Spanish and French translations of the letter are being prepared and will be made available as necessary in the coming days. Please promptly send a copy of that letter to each of your customers that purchased one of the affected hubcaps so any hubcaps already in circulation can be returned to us and refunds issued to those customers. The included letter provides instructions on how your customers can send the recalled hubcaps back for a refund, as well as guidelines on associated labor costs, calculated at local rates, to remove those items already installed on equipment. Please keep a record of to whom those letters are sent. 3. If you are contacted by the owner of an affected hubcap concerning the recall, please have them contact RevHD at (888) 317-6694 or by email at [email protected]. Customers should follow the instructions outlined in the letter in order to be refunded for the recalled items. We do not expect you to issue refunds to them directly for products or labor. You may choose to refund your customers for the product, and then process the recall return and refund through the steps above, if you wish to do so.
