Contact between the brake line and the exhaust could, over time, lead to a hole in the brake line and a loss of rear brake fluid. Description of the Cause : The brake line is not retained in the clamp on the frame rail. Part 573 Safety Recall Report 23V-672 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 09/13/2023 – Upon completion of the investigation, TSC escalated the matter to H-D’s Field Action Committee (FAC) for further consideration. 09/19/2023 – The FAC reviewed the TSC’s findings and analysis and escalated the matter to H-D’s Executive Decision Authority (EDA). 09/27/2023 – Based upon the information developed during the investigation, the EDA authorized a voluntary recall to address this condition. Description of Remedy : Description of Remedy Program : The clamp on the rear brake line (P/N 41800890) will be replaced with an updated part. Owners of affected motorcycles will be advised to arrange service with an authorized Harley-Davidson dealer, who will perform the remedy at no charge to the customer. Pursuant to 49 CFR 577.11(e), Harley-Davidson requests that it be exempt from providing a notification of a reimbursement plan. Any pre-notification product failure would have been addressed under the manufacturer’s limited warranty. Accordingly, no person would be eligible for reimbursement pursuant to 573.13. How Remedy Component Differs from Recalled Component : The recall kit will include a revised clamp to retain the rear brake line (P/ N 41800890). Contact between the brake line and the exhaust could, over time, lead to a hole in the brake line and a loss of rear brake fluid. If brake fluid loss remains undetected, rear braking may be compromised, increasing the risk of a crash. We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall (Campaign 0184) all affected motorcycles. The remedy is to first confirm that the motorcycles are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1610 (the “Bulletin”). As part of Campaign 0184, any affected brake lines (P/N 41800890) in your service parts inventory must also be remedied. The bulletin outlines the repair and credit procedures for the recall update, and additional relevant information. The recall kit (part number 91500116) will be used for Recall 0184. Recall kits will begin shipping on or about October 16, 2023. Kits will not be available for dealer order at launch, but will be distributed in wave shipments.
