This allowed a small number of incorrectly loaded tires to proceed through the curing process undetected. Software that will prevent this from occurring has since been implemented. Identification of Any Warning that can Occur : Drivers may experience a steering pull during acceleration, air loss, irregular wear, vibration during operation, or they may notice bulging of the tread or sidewall or exposed cord or cracking in the tread grooves. A hold was placed on inventory and four of the suspect tires were recovered from Toyo inventory. September 28, 2023: The four recovered tires were examined and confirmed to have been cured in the wrong mold. October 3, 2023: FMVSS 139 testing was completed on special project tires that were built to recreate each of the suspected combinations of green tire and mold, and all of the tests met requirements. October 20, 2023: Additional testing and analysis were completed to evaluate the performance, durability, and other characteristics of the subject tires. The decision was made by Toyo’s Quality Assurance Department to present the issue to Toyo’s Quality Assurance Committee. October 24: Based on the results of the investigation, Toyo’s Quality Assurance Committee authorized a recall Part 573 Safety Recall Report 23T-007 Page 12 The information contained in this report was submitted pursuant to 49 CFR §573 action with respect to the subject tires. Description of Remedy : Description of Remedy Program : Owners who registered their tires will be notified directly by mail. For those owners who did not register their tires, Toyo will work with independent dealers or distributors to obtain owner information, where available. Owners will be requested to inspect the DOT code and mold number on the sidewall to determine whether their tire is subject to the recall. Alternatively, they can take their vehicle to a Toyo Tire dealer to have the inspection performed. If the tire is identified as one of the suspect tires, the tire will be replaced at no cost, parts and labor. This program to provide remedy tires without charge to the owner will be conducted through June 15, 2024. Dealers performing the replacement of recalled tires will be notified of their responsibilities in accordance with 49 CFR part 573.6(c)(9). Dealers will be instructed to return recalled tires directly to Toyo. Toyo’s owner notification will advise owners that they may be eligible to receive reimbursement for the cost of obtaining a pre-notification remedy, consistent with Toyo’s General Reimbursement Plan (October 2023). How Remedy Component Differs from Recalled Component : Remedy tires will be from unaffected production weeks. This system will not allow a press to cycle if an incorrect tire is scanned to the press.
