Summary
Diamond Coach Corporation (Diamond Coach) is recalling certain 2023-2024 VIP 2200 transit buses, equipped with certain GO-ES Space Saver Foldaway Seats. The recliner mechanism may not engage when the seat back is fully reclined. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 210, “Seat Belt Assembly Anchorages.”
Remedy
Diamond Coach will work with the equipment manufacturer, Freedman, to inspect and repair the seats as necessary, free of charge. Owner notification letters are expected to be mailed June 03, 2024. Owners may contact Diamond Coach at 1-800-442-4645.

Description of Defect :
Description of the Defect : See NHTSA Recall #24E026 -Freedman Seating Company (FSC) has decided that a defect which relates to motor vehicle safety exists in certain GO-ES Spacesaver Foldaway Seats manufactured between December 11, 2023 and January 31, 2024. The seat back cushion may become disengaged from the dump mechanism when there is a high load applied to the shoulder portion of the seat belt. The seat back may not support an FMVSS 210 shoulder belt load when itis in the fully reclined popsition.

Description of the Safety Risk : If the seat back recliner mechanism is not fully engaged the seat back could release when a substantial load is applied to the shoulder belt potentially increasing the risk of injury to the seat occupant during a vehicle crash.
Description of the Cause : Incorrect welding process and use of welding fixtures.

Description of Remedy Program : Diamond Coach will notify the owners of the 10 VIP 2200 vehicles that had
the suspect GO-ES Spacesaver Foldaway Seats installed in them and forward the Seat Inspection & Repair Procedure provided by Freedman. Freedman will reimburse the cost of any repairs relating to this recall at no cost to the vehicle manufacturer, dealer, or owner. The remedy will consist of a visual inspection of the recliner mechanism lever when the seat back is in the upright and reclined positions. Instructions have been developed for this inspection and in how to determine if the seat requires rework, instructions have been provided on how to do this. Seat disassembly nor no new parts are required. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The position of the recliner mechanism handle for the remedy component will be in the same position when the seat back is in the upright and reclined positions.
