Descriptive Information : The production date range represents the period during which certain
clockspring/spiral cable components supplied to certain Tier 1 and OEM
customers for installation as original equipment may have been washed in
contaminated alcohol. This contamination may have affected components to
varying degrees, with some parts being affected more than others depending
upon design, process, and/or material differences.
AFI has not made a safety defect or FMVSS noncompliance determination and is
not conducting a safety recall of the subject parts. Rather, this supplier report is
being submitted based upon recalls initiated by Toyota Motor Engineering &
Manufacturing (Recall #23V480) and FCA (Recall #24V-199/24E-025), related to
a determination by the respective manufacturers of an FMVSS 208
noncompliance in their vehicles, and by Ford Motor Company (Recall #23V847),
related to Ford’s determination of a safety-related defect in its vehicles. Please
refer to these reports for the part numbers and number of parts that are
potentially affected. The “Number potentially involved” listed below represents
the quantity of potentially affected parts shipped to AFI’s customers for
installation in these vehicles.
AFI notes that these components are incorporated into steering column
assemblies that vary by vehicle model application, and the vehicle model
application may have an influence on the field performance of the component.

Description of Defect :
Description of the Defect : A component in the clockspring/spiral cable assemblies shipped to certain
customers may have been washed in contaminated alcohol.
American Furukawa has not made a safety-defect determination with respect
to the subject parts, but it is providing this report based upon recalls initiated
by Toyota Motor Engineering & Manufacturing (NHTSA Recall No. 23V480),
FCA (NHTSA Recall No. 24V-199/24E-025), and Ford Motor Company (NHTSA
Recall No. 23V847). Please refer to these recalls for a description of the vehicle
noncompliances (in the case of Toyota and FCA) and safety-relate defect (in the
case of Ford) determined by these manufacturers to exist in vehicles that were
equipped with the subject components.
FMVSS 1 : 208 – Occupant crash protection

Description of the Safety Risk : Each vehicle manufacturer determines whether and, if so, to what extent this
condition may be present in their respective vehicles and evaluates the
potential safety risk and/or FMVSS compliance. Please refer to Recall No.
23V480 (Toyota), Recall No. 24V-199/24E-025 (FCA), and Recall No. 23V847
(Ford) for each vehicle manufacturer’s assessment of the potential safety risk
in their respective vehicle populations.
Description of the Cause : Alcohol wash solution may have been contaminated.

that can Occur :
Please refer to Recall No. 23V480 (Toyota), Recall No. 24V-199/24E-025 (FCA),
and Recall No. 23V847 (Ford) for a description of any warnings. In this regard,
Ford state that “[t]he customer may notice loss of illumination and function of
switches on the steering wheel (e.g., radio controls), inoperative horn and an
airbag warning lamp”; FCA noted that “an airbag warning light will illuminate
in the instrument panel cluster”; and Toyota noted that “[i]f connectivity is lost,
the SRS warning light will illuminate.”

Chronology :
AFI has not determined that a safety-related defect exists in the subject components and, because no FMVSS
applies to these components, no FMVSS noncompliance has been determined to exist in the components
themselves. This information report is filed based upon vehicle DIRs submitted by three OEMs. AFI is not
conducting a safety recall of the subject parts.
7/12/23: Toyota Motor Engineering & Manufacturing filed a DIR identifying an FMVSS 208 noncompliance in
certain vehicles equipped with the spiral cable assembly that includes a Flexible Flat Cable (FFC) that “may not
have been welded sufficiently due to a specific production issue.” Recall #23V480.
10/5 – 12/2/23: AFI receive a supplier inquiry from NHTSA’s Recall Management Division requesting a list of
other purchasers of the same or similar components identified in the Toyota recall. AFI responded to NHTSA’s
inquiry and provided purchaser information.
12/15/23: Ford Motor Company filed a DIR identifying a safety-related defect in certain vehicles equipped
with Steering Column Control Modules (SCCMs) supplied by BCS Automotive Interface Solutions and which
were equipped with AFI clocksprings/spiral cables that may have been affected by the contamination issue.
Recall #23V847.
3/14/24: FCA/Stellantis filed a DIR identifying an FMVSS 208 noncompliance in certain vehicles equipped with
SCCMs in which the weld between the internal FFC and bus bar may have been insufficient. Recall #24V199.
Because no safety defect has been determined to exist in the AFI part by more than one manufacturer, and no
manufacturer has decided that a noncompliance exists in the original equipment part (because no FMVSS
applies to the part itself), the requirements of 49 CFR 573.3(f) do not strictly apply. However, following
discussions with NHTSA staff, AFI has agreed to submit this information report. (Purchaser information was
previously provided to NHTSA.)
Description of Remedy :
Description of Remedy Program : All recall remedies are being handled by the respective vehicle
manufacturers. Please refer to Recall No. 23V480 (Toyota), Recall No.
24V-199/24E-025 (FCA), and Recall No. 23V847 (Ford) for their
respective remedy programs. Dealer and owner notification and quarterly
recall completion reporting are being handled by the respective vehicle
manufacturers.
