Strobe lights in this location may be wrongly interpreted when signaling others, increasing the risk of crash.

Summary

Oshkosh Corporation (Oshkosh) is recalling certain 2014-2019 S-Series Glider vehicles equipped with a strobe light package in the rear fender. The strobe lights may have been incorrectly located in the rear fender marker light position, potentially causing confusion for other drivers. As a result, the vehicles fail to comply with Federal Motor Vehicle Safety Standard (FMVSS) number 108, “Lamps, Reflective devices, and associated Equipment.”

 

Remedy

Oshkosh will notify owners, and replace the strobe lamp with a steady burning lamp, free of charge. The recall began April 10, 2019. Owners may contact Oshkosh customer service at 1-888-686-7278.

Attention: McNeilus Product Owner
Subject: Clearance Lamp Wiring Update
Models Affected: Oshkosh S-Series Front Discharge Mixer
Model Year: 2014-2019
Date: April 2019

 

Purpose:

McNeilus Truck and Manufacturing, Inc. has decided that a concern affecting safety exists in some McNeilus/Oshkosh S-Series Front Discharge Mixers. Trucks have been identified that are equipped with an optional strobe lamp that may be the wrong color and wired incorrectly. The wiring may allow the clearance lamps to flash, which is noncompliant to Federal Motor Vehicle Safety Standards that require steady burning red lamps. This bulletin provides instructions on how to replace the amber lamps and update the wiring to have to the clearance lamps function as steady burning lamps as required by federal regulations.

 

Affected Vehicles:

The affected vehicle population is Oshkosh S-Series Front Discharge Mixers produced between  2014-2019. The recall population consists of units 241. Please refer to the attached VIN list of affected vehicles.

 

Time Completion:

Upon receipt of the parts, complete the enclosed Clearance Lamp Wiring Update Procedure for each affected unit. The time of accomplishment may vary due to a number of factors; however, the estimated time for completion of the procedure is 2.0 hours under normal circumstances.

 

Required Action:

Review and verify your ownership of all affected serial numbers of McNeilus vehicles. If McNeilus records indicate that you are the owner of one or more affected units, a Serial Number List is enclosed. Please be reminded that it is a violation of Federal law for you to sell or lease the vehicles covered by this notification until this recall has been performed on these vehicles. Substantial civil penalties apply to violations of this law.

 

Reimbursement of Costs:

Affected units shall be repaired using the customer’s own qualified service technicians – at no cost to the owner. The repairs should take approximately 2.0 hours.

 

Labor Reimbursement:

In order to receive credit, claims are to be submitted through the normal warranty claim system. Claims must be received within 30 days of the repair. Claims must include the McNeilus serial number of the vehicle, the customer asset number, and the number of this bulletin.

 

Parts Reimbursement:

Parts and ground shipping will be reimbursed to the customer. Parts necessary for this repair must be ordered from McNeilus Parts at 888-686-7278.

Claims are to be submitted through the normal warranty claim system. Claims must be received within 30 days of the repair. Claims must include the McNeilus serial number of the vehicle, the customer asset number, and this bulletin’s number.

PROCEDURE

Tools and Equipment Required (Customer to supply own):

• Needle nose pliers
• Deutsch removal tool DT-RT1
• Meltable inner wall heat shrink
• Zip ties

Procedure A: Preparation and Inspection

1. Perform your company’s Lockout/Tagout procedure. If your company does not have a Lockout/ Tagout procedure, follow OSHA 1910.147 and 1910.146 Confined Space as appropriate.
2. Battery Disconnect Switch

If your vehicle is equipped with a BATTERY DISCONNECT switch, it is located near the battery box. Use the battery disconnect switch when performing any maintenance so the vehicle cannot accidentally be started.

1. Turn the battery disconnect switch (Figure A, Item 1) counterclockwise so the hole on the switch aligns with the hole in the bracket (Figure A, Item 2).
2. Install the safety lockout device ring (Figure B, Item 1) through the holes on the battery disconnect switch and the bracket.
3. Install a padlock (Figure B, Item 2) onto the safety lockout device ring, lock it, and put the key in your pocket. If more than one person is working on the vehicle, each person must install his or her own padlock.

 

WARNING

For trucks without a battery disconnect switch, to prevent accidental vehicle start-up, which could cause death or serious injury, disconnect battery cables (negative cable first) before proceeding.

Disconnect negative (-) battery cable first. If positive (+) cable should contact ground with negative (-) cable connected, the resulting sparks can cause a battery explosion, which could result in death or serious injury.

 

Battery Cable Disconnect

If the vehicle is not equipped with a battery disconnect switch, disconnect the negative (black) battery cable first, then disconnect the positive (red) cable.

 

Procedure B: Clearance Lamp Wiring

1. Remove the rubber mounting grommet and amber marker lamp from the rear of the right-hand fender assembly. See Figure 1.
2. Disconnect the harness plug from the back of the amber lamp.
3. Separate the amber lamp from the rubber mounting grommet. Discard the amber lamp.
4. Install red lamp (PN 3551395) into the rubber mounting grommet.
5. Connect the wire harness plug to the back of the red lamp.
6. Install the rubber mounting grommet and red lamp into the right-hand fender assembly.
7. Locate connector C9 along the right-hand frame rail. See Figure 1. Cut zip ties that secure the harness and plug.
8. Unplug the C9 connector.
9. Remove the green connector wedge lock from the front of the receptacle side of the connector using a needle nose pliers. See Figure 2.
10. Remove the red wire from connector position A using a Deutsch removal tool DT-RT1. See Figure 3.
11. Fold the red wire removed from the connector back and seal the end of the wire with meltable inner wall heat shrink. Make sure the wire is completely sealed.
12. Install sealing plug (PN 114017) in position A of the connector where the red wire was removed. See Figure 4.
13. Reinstall the green connector wedge lock using needle nose pliers. See Figure 5.
14. Reconnect connector C9. Zip tie connector and harness into original position along the frame rail.
15. Remove the rubber mounting grommet and amber marker lamp from the rear of the left-hand fender assembly. See Figure 1.
16. Disconnect the harness plug from the back of the amber lamp.
17. Separate the amber lamp from the rubber mounting grommet. Discard the amber lamp.
18. Install red lamp (PN 3551395) into the rubber mounting grommet.
19. Connect the wire harness plug to the back of the red lamp.
20. Install the rubber mounting grommet and red lamp into the left-hand fender assembly.
21. Locate connector C8 along the left-hand frame rail. See Figure 1. Cut zip ties that secure the harness and plug.
22. Unplug the C8 connector.
23. Remove the green connector wedge lock from the front of the receptacle side of the connector using a needle nose pliers. See Figure 2.
24. Remove the red wire from connector position A using a Deutsch removal tool DT-RT1. See Figure 3.
25. Fold the red wire removed from the connector back and seal the end of the wire with meltable inner wall heat shrink. Make sure the wire is completely sealed.
26. Install sealing plug (PN 114017) in position A of the connector where the red wire was removed. See Figure 4.
27. Reconnect connector C8. Zip tie connector and harness into original position along the frame rail.
28. Remove Lockout/Tagout devices.
29. Reconnect the engine starting batteries by either turning the battery disconnect ON, or reconnecting the battery cables. Reconnect the positive (+) terminal first, then reconnect the negative (-) terminal.
30. Make sure the fender clearance lamps function as only clearance marker lamps.
31. Make sure the vehicle’s other lights all function correctly.
