Summary
Caterpillar
Inc. (Caterpillar
) is recalling certain 2015-2019 Progress Rail 75HRT SkyTrim Hi-Rail vehicles. The boom cradle includes a support plate that may block the driver’s visibility. Additionally, the slew may be insufficient, which may result in the detachment of the boom from the cradle while the vehicle is in motion.
Remedy
Caterpillar
will notify owners, and Progress Rail dealers will relocate the boom cradle to provide visibility for the driver, and revise the boom hydraulic circuit to prevent an inadvertent boom in the event of a hose failure or leak. These repairs will be performed free of charge. The recall began August 12, 2019. Owners may contact Caterpillar

SAFETY – RECALL – Defect in Boom Cradle and Slew, NHTSA Recall #19V-462
MODELS INVOLVED – 75HRT SkyTrim Hi-Rail Mobile Units
Dear SkyTrim Owner:
This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. Progress Rail has determined that defects which relate to motor vehicle safety exist on the 75HRT SkyTrim Hi-Rail Mobile Units with certain hydraulic and construction features.
The SkyTrim units affected were manufactured between August 2015 – April 2019. In the event of a hydraulic system failure (such as a hose burst), certain SkyTrim 75HRT hydraulic circuits that control the swing of the upper boom structure could allow the boom to drift and potentially swing into motor vehicle traffic. A hydraulic system holding valve must be relocated to prevent this possibility.
The SkyTrim units produced between August 2015 – April 2019 may also have an upper platform that is located directly above the operator’s cab that contains a boom rest mount which can interfere with the operator’s ability to see the end of the saw head assembly. Failure to see the end of the saw head assembly could result in the operator infringing upon or contacting other structures or vehicles that are not in the line of sight.
Components necessary for the remedy are available at this time. Progress Rail Services will contact you via telephone to schedule a service visit and will perform this service to correct the hydraulic valve relocation and modification to the SkyTrim 75HRT unit(s) at your business location free of charge. Alternatively, you may contact Progress Rail Services at your earliest convenience to arrange for the repair of the SkyTrim 75HRT unit(s).
Until Progress Rail is able to complete the necessary service, we recommend that SkyTrim operators: (1) increase their following distance while in traffic due to limited visibility to the end of boom; (2) take note and remain vigilant regarding overhead clearance needs due to the limited visibility to end of the boom; and (3) perform a walk-around visual inspection of the boom prior to beginning movement via a road or highway to ensure hydraulic hoses to the boom are leak free and intact.
You received this notification because government regulations require that notification be sent to the last known owner of record. If you are a lessor of these vehicles, you must forward this letter to your lessee within ten days.
