Starter Lock-Out Relay Failure Causing No-Start
The damaged starter lock-out relay may prevent the vehicle from starting, hindering personnel from responding to emergencies, increasing the risk of an injury.

Incorporated (E-One
) is recalling certain 2013-2019 Typhoon and Cyclone 2, 2013-2014 Cyclone 3, 2014-2019 Quest 2 and 2017 CHSH emergency vehicles equipped with a Cummins
ISL, L9
, ISX12, X12, ISX15
, or X15
engine. The engines do not have a diode in the starter solenoid circuit to improve the longevity of the lock-out relay, resulting in accumulated damage over time.
Remedy
E-One
will notify owners, and dealers will install a diode in the starter solenoid circuit and install a new starter lock-out relay, free of charge. The recall began November 15, 2019. Owners may contact E-One
customer service at 1-352-861-3612. Note: Vehicles previously repaired under recall 18V-019 also need this recall remedy.

Purpose:
Replace the EIM K-15 micro relay with a solid state mini relay in order to increase the relay cycle time.
Instructions:
Before conducting any repair to the electrial system, disconnect the ground cables from the batteries.
Replacing the relay requires removing the EIM module from the officer side step.
This can be done by disconnecting the circular connectors and power cable connector from the back of the EIM box.
Remove the face plate hardware holding the EIM box to the officers step then pull the EIM box out through the step face.
The EIM box bottom plate can now be removed to access the Engine Interface Module.
Remove the six hex head screws holding the module top cover.
Identify the K-15 relay in the top right corner. Additionally there is a label printed on the relay board. Pull Relay K-15 from the relay base using a back and forth rocking motion.

Identify the K-15 relay in the top right corner. Additionally there is a label printed on the relay board. Pull Relay K-15 from the relay base using a back and forth rocking motion.

Install the new solid state relay supplied in the EIM K15 posistion.
The top cover can be reinstalled to the module.
Reassemble the EIM box and install it into the officer side step. Then reconnect the circular connectors and power cable to the EIM box.
Reconnect the ground cables to the batteries.
