Summary

Harley-DavidsoneBay logo Motor Company (Harley-DavidsoneBay logo) is recalling certain 2019-2020 FLHTCUTG, and FLRT Trike motorcycles. The Trike Traction Control System software may respond incorrectly to a faulty rear wheel speed signal by activating one of the rear brakes.

 

Remedy

Harley-DavidsoneBay logo has notified owners, and dealers will update the traction control system software, free of charge. The recall began December 2, 2019. Owners may contact Harley-DavidsoneBay logo customer service at 1-800-258-2464. Harley-DavidsoneBay logo’s number for this recall is 0175.

Purpose for Service Bulletin

To inform dealers of a safety recall for 2019-2020 Trikes with traction control, refer to Table 2. The Trike may respond incorrectly to a faulty rear WSS (Wheel Speed Sensor) signal by activating one of the rear brakes. Unintended activation of one rear brake could lead to an unexpected change in the vehicle direction which may increase the risk of a crash.

 

Motorcycles Affected

Trikes built between March 12, 2018 and November 05, 2019. Refer to Table 2.

Required Dealer Action

  1. Verify that vehicle is part of recall 0175.
    1. H-Dnet.com > FAVORITES > MY TOOLBOX > Vehicle Information. Then enter the VIN (Vehicle Identification Number) of the vehicle in question.
  2. Connect a battery charger to vehicle, equivalent to:

  1. Turn vehicle ON.
    1. Keyed Vehicle: Turn ignition switch ON.
    2. Keyless Vehicle: With fob present, switch RUN/STOP switch to RUN.
  2. Connect DT II to vehicle.

Special Tool: DIGITAL TECHNICIAN II (HD-48650)

  1. Upload vehicle information.
    1. See Figure 1. Click Vehicle/TechLink II Selection (1).
    2. Upload vehicle information.
    3. Click Okay (22).
  2. Click Reflash (8).
  3. Verify software number.
    1. If the software current and the available numbers are different, update is needed. Go to Step 8. Refer to Table 3.
    2. If the software current and the available numbers are the same the update has been completed. Stop Recall. Refer to Table 4.
  4. Proceed to update.
    1. Click ABS.
    2. Click Okay.
  5. Click on update.

NOTE

ABS (Anti-lock Braking System) Service procedure is not needed after a reflash, the hydraulic system was not opened to perform reflash.

    2. Verify software current and the available numbers are the same. Refer to Table 4.
  2. Clear all DTCs (Diagnostic Trouble Codes).

Worldwide Dealers:

Harley-DavidsoneBay logo has learned that the Trike Traction Control System software used on model year 2019 and 2020 Trike models (FLHTCUTG, FLRT, FLHTCUTGSE) built between 3/12/18 and 11/5/19 may respond incorrectly to a faulty rear wheel speed signal by activating one of the rear brakes. Unintended activation of one rear brake could lead to an unexpected change in vehicle direction which may increase the risk of a crash.

We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall (Campaign 0175) all affected motorcycles. The remedy is to first confirm that the motorcycles are covered by this recall. If covered, perform the recommended service per the service bulletin using the software download. A service bulletin (M1506) outlining the repair and credit procedures will be posted prior to the software release; reference the bulletin for additional information.

In the interest of our mutual customers’ safety, and as required by federal law, you may sell but not deliver any motorcycles until the remedy is complete. Please refer to H-Dnet / My Toolbox / Warranty Campaign Center. Select “Safety Campaign Open VIN list,” then select “0175” Campaign to view the VIN list.

In accordance with federal regulations administered by NHTSA and other appropriate market- specific government agencies, Harley-DavidsoneBay logo Motor Company, Inc. or authorized HarleyDavidson dealers will provide notice to all owners of record of affected products with direction to arrange for the recall service.

The owner letter will include the following direction, which should also be followed by all dealership personnel operating affected motorcycles:

IMPORTANT:  Should you choose to ride your motorcycle before this safety recall service has been completed, to reduce the risk associated with this condition, we recommend that you disable traction control on your motorcycle BEFORE each ride per the following procedure:

  1. Start motorcycle, but do not begin moving. (Note: The (TC) icon in the tachometer will be flashing.)
  2. Press and hold the (TC) button on the left hand control until the (TC) icon remains illuminated (solid) in the tachometer.
  3. Do not touch the (TC) button during vehicle operation.
  4. Since the system resets with every ignition switch cycle, this procedure needs to be performed at the beginning of every ride until the safety recall service has been completed.

NOTE: While the Traction Control function will be disabled, this does not affect other functions of the Reflex Defensive Rider System (RDRS). Reflex-Linked Brakes with Cornering-Enhanced ABS and Drag Torque Slip Control systems will remain operational.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.

Harley-DavidsoneBay logo Motor Company, Inc. has decided that a defect which relates to motor vehicle safety exists on certain model year 2019 – 2020 Trike models (FLHTCUTG, FLRT, FLHTCUTGSE). We are notifying you because our records indicate that you may own one of these motorcycles.

 

What is the Issue?

The electro-hydraulic control unit (EHCU) software on affected motorcycles may respond incorrectly to a faulty rear wheel speed signal by activating one of the rear brakes.  Unintended activation of one rear brake could lead to an unexpected change in vehicle direction which may increase the risk of a crash.

 

What Should You Do?

Revised software to address this condition will be available the week of November 25. Please contact your Harley-DavidsoneBay logo dealer to schedule an appointment to have the repair performed  at no cost to you. The repair will take less than one hour to perform. However, due to scheduling, the dealer may require your motorcycle for a longer period of time. To verify that the service has been completed, your dealer will ask you to sign a recall claim.

IMPORTANT:  Should you choose to ride your motorcycle before this safety recall service has been completed, to reduce the risk associated with this condition, we recommend that you disable traction control on your motorcycle BEFORE each ride per the following procedure:

  1. Start motorcycle, but do not begin moving. (Note: the (TC) icon in the tachometer will be flashing.)

Trike Traction Control System November 22, 2019

 

Chronology

10/5/18 – H-D’s Service organization documented a Service Request involving a customer report that the traction control system on a 2019 Trike FLHTCUTG activated unexpectedly, causing the vehicle to veer off the intended course and crash (with injuries).  (This vehicle was later inspected by H-D personnel, but no defects were found or pre-crash Traction Control fault codes indicated.)

10/30/18 – The TSC conducted a review of the Service Request and related information.

11/02/18 – An initial warranty/field service review was conducted on the traction control systems   One additional incident involving alleged unintended traction control activation was identified (with no crash or injuries). A malfunctioning wheel speed sensor was replaced, which appeared to resolve the issue.  At this point in time, it was understood per the supplier that a wheel speed sensor fault would disable the traction control system and prevent unintended activation.

1/9/19 – A follow up warranty/field service review identified a third incident of alleged unintended traction control activation (with no crash or injuries).  A malfunctioning wheel speed sensor was replaced.

1/14/19 – After review of all available information, the TSC completed its review and closed out the issue.

6/24/19 – Upon learning of a fourth incident (with no crash or injuries), the TSC re-opened its review of the issue.  This vehicle was inspected by H-D personnel and a bad wheel speed sensor pin connector was identified and replaced.  This inspection marked the first time that H-D learned that wheel speed sensor faults may result in unintended traction control activation.

6/24 – 10/24/19 – H-D Engineering and BoscheBay logo, the Traction Control System software supplier, conducted a joint investigation of the findings, ultimately leading to the re-creation of this type of incident.

10/24/19 – Based upon the information developed during its review, the TSC initiated a formal investigation, to include reviews with the system supplier BoscheBay logo.  A fifth potential incident related to this issue was identified (with no crash or injuries).

11/4/19 – The TSC concluded its investigation and escalated the issue to the Field Action Committee (FAC).

11/11/19 – The FAC reviewed this issue and escalated it to the Executive Decision Authority (EDA).

11/18/19 – The Executive Decision Authority (EDA) reviewed this topic and authorized a recall.
