Summary
Motor Coach Industries (MCI) is recalling certain 2015-2016 D4000, 2015-2020 D4500 and D4505, 2016-2020 J4500, 2018 J3500, and 2017 D4005 buses. The seat belts may not extend from the retracted position, rendering the seat belt unusable. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standards (FMVSS) number 208, “Occupant Crash Protection,” and number 209, “Seat Belt Assemblies.”
Remedy
MCI will notify the affected owners, and dealers will inspect and replace the seat belts, as necessary, free of charge. MCI issued owners an interim notification June 26, 2020. The recall began January 13, 2021. Owners may contact MCI customer service at 1-800-241-2947. MCI’s number for this recall is SB 482.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Motor Coach Industries, Inc. (“MCI”) has decided that a defect which relates to motor vehicle safety may exist on the following MCI motor coaches equipped with Kiel passenger seats:

MCI is sending this initial notification letter to advise owners of affected vehicles that the seat belt retractors may not extend properly, preventing the seat belt from being used by a passenger and rendering the seat not compliant with Federal Motor Vehicle Safety Standards 208 and 209. If a seat belt is not available for use by a passenger there is an increased risk of injury if a crash occurs.
MCI is conducting a recall to inspect and repair the affected vehicles as necessary. The cause is still under investigation. MCI will notify you after the investigation has been completed with the necessary information for you to arrange to have your vehicle’s passenger seats inspected and repaired as necessary, at no cost to you.

IMPORTANT SAFETY RECALL NOTICE

Subject: Motor Vehicle Safety Recall 20V-242 – Kiel Seatbelt Retractors
This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.
Early in 2020, Motor Coach Industries (“MCI”), based on information provided by Kiel North America LLC (Kiel), decided that a defect which relates to motor vehicle safety exists on certain MCI coaches originally equipped with Kiel seating systems.
At that time an interim notification letter describing the subject recall decision was issued, and MCI records indicate that are the owner or operator of the following vehicle(s) originally included in this recall.

MCI sent the initial notification letter to advise owners that these potentially affected vehicles are equipped with seatbelt retractors may not extend properly from the stowed position, preventing the seatbelt from being used by a passenger and rendering the seat non-compliant with Federal Motor Vehicle Safety Standards (FMVSS) 208 and 209.
The inability for a passenger to use a seatbelt, could increase the risk of personal injury in the event of a crash.
Over the last several months, MCI and Kiel have conducted inspections on over 47,000 seatbelt assemblies. Additional research and the data review of the outcome of those inspections has determined that the recall problem was limited in scope to a specific batch of seatbelt assemblies which have been identified in the Kiel Equipment Recall 20E-050.
The vehicles identified in that equipment recall have been corrected and, after consultation with the National Highway Traffic Safety Administration (NHTSA) Office of Defect Investigation, MCI is now advising their customers, that for recall 20V-242 no additional repairs are required, and that this recall can be deemed to be complete.
