Summary
Weldon Division of Akron Brass (Akron Brass) is recalling certain Weldon i4G Vivtech control panels, part numbers 10020480 and 10020481. Due to a incorrect processor over voltage, the control panel display may stop working without warning, causing some of the ambulance features to not function.
Remedy
Weldon will notify the purchasers, and dealers for those manufacturers will replace or repair the circuit board in the display, free of charge. The recall began December 8, 2020. Owners may contact Weldon customer service at 1-800-228-1161. Akron Brass’s number for this recall is TBS 20-11.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. Weldon, a division of Akron Brass, has decided a safety related defect exists with some Vivtech display units. The affected units were only installed in Horton Emergency Vehicles. The Vivtech display units control various functions on the ambulance such as warning lights, module
power, and other vocational functions depending on how the unit was programmed for the individual vehicle.
You are receiving this notice because Horton has provided information to Weldon that indicates you have an emergency vehicle that includes one or more of the Vivitech display units that is subject to this recall.
PROBLEM DESCRIPTION
The processor that runs the display unit may stop functioning without warning. If the control panel experiences a malfunction, the display unit and the associated button functions will be impacted. If a function controlled by the display unit was already “on” and the display unit fails, the function will stay on and will not turn off through the display unit, unless the power to the unit is cycled. Likewise, if a display function is “off” and the display fails, the function may not turn on using the display unit unless power to the unit is cycled. Emergency services could be delayed as a result, which can increase the risk of injury, or death.
Until the display unit can be addressed, please use manual over‐rides and/or backup systems, where available, to operate the functions that are connected to the display unit. Information on any manual over‐rides is available with vehicle documentation or contact your Horton dealer.
As an interim measure, turning the power to the display unit off and on again restores full operation, however, the issue can repeat without warning. If the vehicle is equipped with multiple display units, this condition may prevent operation of one or all screens.
Only the vehicles on the attached list are affected. Please verify you have these vehicles and contact Weldon with Vivtech Display serial number and the vehicle VIN number to obtain a free repair.

Attention: Brett Carlson to implement this recall. If you have additional questions or need assistance, please call Weldon Customer Service at 1‐800‐228‐1161 for the remedy. Contacts for local service providers who can provide remedy in the form of returning the display for immediate factory service or replacing the circuit board as they become available. The factory can typically remedy your display and run thru production test in a day or two.
If you believe there is a failure to remedy this defect without charge to the end user/owner of the vehicle and within a reasonable period of time, you may submit a written complaint to the Administrator, NHTSA, 1200 New Jersey Ave, SE, Washington, DC 20590, or call the Vehicle Safety Hotline 1‐888‐327‐4336 (TTY: 1‐800‐424‐9153) or go to https://www.safercar.gov .

The Vivtech model display units control various functions on the ambulance such as warning lights, module power, and other vocational functions depending on how the unit was programmed for the individual vehicle.
You are receiving this notice because Horton has provided information to Weldon that indicates you have an emergency vehicle that includes one or more of the Vivtech display units that is subject to this recall.
This revised notification supersedes previous communications on this topic. Weldon has identified an additional concern related to the Vivtek display unit where the software may prevent the display unit from operating. Weldon will conduct a recall campaign to address both of the issues and vehicles that have already been remedied with new hardware will also need to receive the additional software update. Please see the information below for further details on the issue and instructions how to schedule an appointment for the remedy.

The factory can typically remedy your display and run thru production test in a couple days. During the installation in the vehicle, the software needs to be updated as well.
Units that have been previously remedied without the software update, need to be updated with a new software revision OS v1.18. Before updating, check your software revision. If the display does not show any version on power up, then it should be updated to OS v1.18 or the latest available version.

A problem has been discovered with the Vivtech display units installed in Horton ambulances that controls various functions on the ambulance such as warning lights, module power, and other vocational functions. This TSB only applies to part numbers and revision levels shown above that are manufactured exclusively for Horton Ambulance and only for these part numbers and revision levels shipped between March & October 2020.
This revised bulletin supersedes previous communication on this topic.
Please be aware that this notice has been resent as an OS update has been added to the solution section of this notice for an effective remedy. This software update in addition to the hardware update. Both need to be installed. Refer also to end user/vehicle owner letter TSB 20‐12 Rev 1.
PROBLEM DESCRIPTION
The processor that runs the display may stop functioning without warning. This impacts the display and the button functions which may not turn devices on or off if the control panel experiences a malfunction. The ambulance features and items that are operated through the control panel may not function if the control panel experiences a malfunction.
If the controls were not designed with a manual override or there is not an alternate way to control the function, the function may not be available without turning the vehicle power off and back on again and could delay emergency services. Turning the power to the display off and on again restores operation, however the issue can repeat without warning. This condition may prevent operation of either screen in a vehicle equipped with front and rear screens.
In some cases, the display may flash on and off and then return to normal operation. The user may not even notice this issue if they are not looking at the display.
The issue is random and may not have presented itself on many installations. The root cause of the issue is a power supply operating at a voltage which is at the upper limit for the processor so that the processor is prone to locking up or stalling and once locked up, the power must be turned off to reset the processor.
If the vehicle has already had the hardware remedy installed, confirm the OS has been updated as well. In order to prevent random issues, both the hardware and OS update need to be installed.
SOLUTION
Per agreement with Horton Emergency Vehicles, Weldon will execute the recall directly with vehicle owners and dealers to ensure that vehicle owners will not bear the repair cost. Horton will supply the customer information for the affected vehicles. The specific part numbers listed above which were manufactured from January 2020 thru October 2020 will be remedied.
The circuit board will be changed with an updated part that does not have the processor power supply issue and Weldon will supply detailed work instructions on unit identification and remedy.
If the version of the software is older than OSV1.18 then the software should be updated to the latest version. See TSB 20‐13 for more details on how to update the operating system.
New production after the change notice has been processed will have the revision incremented and will no longer have the deviation sticker. [ 10020480 REV C and 10020481 REV B ]
When servicing older installations the OS can be updated to OSV1.18 without concern for compatibility issues.
EFFECTIVITY
538 total units are affected and need both the hardware and the OS update. There are 251 front units and 287 rear display units.
