July 23, 2021 NHTSA CAMPAIGN NUMBER: 21V562000
Weight and Tire Pressure Incorrect/FMVSS 567
Incorrect tire pressure information can result in underinflated tires, increasing the risk of a crash.
NHTSA Campaign Number: 21V562
Manufacturer Rosenbauer
America
Components EQUIPMENT
Potential Number of Units Affected 360
Summary
Rosenbauer
America (Rosenbauer
) is recalling certain 2012-2016 Commander and Warrior vehicles. The vehicle weight and tire pressure information may be incorrect on the certification label. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 567, “Certification.”
Remedy
The remedy is currently under development. Interim owner notification letters were mailed on September 30, 2021. Owners may contact Rosenbauer
customer service at 1-651-462-1000.
Notes
Owners may also contact the National Highway Traffic Safety Administration Vehicle Safety Hotline at 1-888-327-4236 (TTY 1-800-424-9153), or go to www.nhtsa.gov.
Dear Owner of a Rosenbauer
Fire Apparatus:
This interim notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. This is to inform you that your vehicle may have a defect due to a potential of having the wrong tire inflation, which could result in an underinflated tire that can cause a crash. Please take
note that this is an interim notification as we gather more information.
Federal law requires the Recall Remedy completed on this unit prior to customer delivery.
What is the issue?: Rosenbauer
recently discovered we have a compliance issue where there is a discrepancy of information on the incomplete manufacturer certification label and the final stage manufacturer certification label located on the B pillar of our Rosenbauer
fire trucks. Our further investigation found that on those labels, some of the gross vehicle weight ratings and/or tire pressure PSI could be incorrect. If your tires have a lower PSI than what is recommended for the GVWR, then there is a risk of a tire malfunction which could result in an accident. Due to the safety risk, Rosenbauer
America is recalling the following fire trucks: All 2012-2021 Rosenbauer
Commanders, Warriors and Avengers.
How do I know if my truck has this type of equipment? Rosenbauer
is diligently working to analyze our data and determine the population effected. We are expecting that <1% of the population will have a safety risk due to the potential of underinflated tires.
To help us with this analysis, Rosenbauer
is requesting that all our customers upload pictures of the certificate labels located on your truck’s B pillar. We have set up a secure website where you will input your customer name and contact info (Fig. 1 below). For additional reference, below is the location of the B pillar (Fig. 2 below). We kindly request that you submit pictures within 14 days of receiving this letter.
How do I resolve this important safety recall? Once we have analyzed the information on your certificate labels pictures, we will notify you again if your truck is part of the recall and if you need new certificate labels and an incomplete vehicle document. At that time, we will advise you to set your tires to the corresponding PSI on those labels. We plan to finalize this in the next 30-60 days.
In the interim, please check your truck tires for tread separation or bulges in tread or sidewall which indicates a potentially underinflated tire. If you witness tire malfunction, please submit pictures to Rosenbauer
and your dealer of the certificate labels on the B pillar as well as the tire malfunction and contact your dealer immediately so they can submit a ticket.
Subject: Requesting increased speeds of trucks up to allowed ratings for tires
Applies to: 2012-2021 Rosenbauer
Fire Apparatus
Reason: The purpose of this communication is to provide Rosenbauer
Dealers requirements when discussing vehicle top speed and tire ratings with customers that exceed NFPA guidelines.
Action/Compliance: If the customer/dealer would like to exceed the vehicle top speed available for the type of apparatus and weight rating per NFPA (including Demo trucks), all the following conditions must be met:
1. The vehicle configuration must be capable of achieving their top speed request.
2. The tires must be rated for the top speed or greater.
3. The customer must sign an NFPA statement of exceptions.
Under no circumstances will Rosenbauer
authorize a vehicle top speed in-excess of the tire ratings.

Subject: Informal Notification – Re: Upcoming Recall 21V-562 & 2021-454
Attachments: RCLRPT-21V562-5170_573 form.PDF
Hello Valued Rosenbauer
Dealers,
We have submitted our initial paperwork to NHTSA and Transport Canada regarding an upcoming recall regarding
compliance to the certification requirements per governmental regulations. At this time, we are unsure the scope of the
safety risk but we do know that some of our certificates on the B pillar are not compliant with the standards and
regulations put in place by NHTSA and Transport Canada. Furthermore, we may have an issue where the correct tire
inflation is incorrect and could lead to underinflated tires.
Rosenbauer
is fixing the issue in production immediately. Furthermore, we’re analyzing what delivered trucks might be
impacted and will let you know as soon as we know. This is a lengthy process and we might not have answers for a few
weeks but we wanted to ensure our Dealers knew of an upcoming recall.
This email is to provide an informal notification as we gather information before we submit a formal letter or email to
you as well as the owners. Information that we are gathering are exactly which trucks are impacted as well as their
current location (in WIP, at the dealer, at the customer) and how we will handle the remedy. I anticipate sending official
letters to the customers by the beginning of mid-September and will let you know when we have solidified the list and
plan of action. At this time, we do not need our Dealers to do anything until we have identified the exact issue.
Feel free to reach out should you have any questions regarding recalls or technical service bulletins at
[email protected]. I have attached the 573 Recall Filing for your reference where you will find additional
details regarding the non-compliance. I will be in touch with you once we have more information.
Thank you,
Lisa Sampson
