The clearance lamps and reflectors do not meet U.S. or Canada Federal Motor Vehicle Safety Standard (FMVSS/CMVSS) governmental regulation 108 for the United States. PRODUCT SAFETY RECALL FIRST NOTICE SMV2021-009 28 October 2021 Page 2 of 6 DEATH OR SERIOUS INJURY POSSIBLE When towing or parking the vacuum excavator on public roadways, a crash may occur resulting in death or serious injury resulting from a driver(s) of other vehicle(s) not seeing the unit at night or during limited sunlight and striking the vacuum excavator. To reduce the potential of this occurring, red rear clearance lamps, red rear reflex reflectors, red rear side clearance lamps and/or red rear side reflex reflectors will be installed on the vacuum excavator. Property or equipment damage may also occur. Solution: IMMEDIATE MACHINE MODIFICATIONS REQUIRED VMV00-0013 has been created to provide the necessary parts and instructions to install red rear and side clearance lamps and red rear and side reflex reflectors. The kit must be installed as soon as possible. Please be reminded that it is a violation of federal law for you to sell or lease the machines covered by this notification until this recall has been performed on these machines. Substantial civil penalties apply to violations of this law. DEALER PARTICIPATION REVIEW REPORT, ORDER KITS, CONTACT CUSTOMERS 1. Reports will be emailed during the week of October 28, 2021, to dealerships shown in our records which have units in their territory affected by this alert. Please review the report for accuracy, including owner and/or address changes. Each dealership should determine the quantity of kits to order initially depending upon the number of units that may be available for immediate upgrade. Do not order more kits than needed for immediate installation. 3. Contact your affected customer(s) to schedule a mutually acceptable time to upgrade their machine(s). Note: Letters will be sent to the customer(s) on or about November 11, 2021. Also refer to Owner Notification section below. If you have any questions concerning the installation of VMV00-0013, please contact the Vermeer MV Solutions service department – South Carolina. REIMBURSEMENT Upon completion of each kit installation, a campaign warranty claim must be submitted to the Vermeer corporate warranty department for reimbursement of the parts cost and labor installation. This kit will reimburse 1 hour of labor. Note: Future notices to dealers and owners are dependent upon the receipt of warranty claims by Vermeer Corporation warranty department. Owner registrations indicate no translations are required for this campaign. The owner letter will only be available in English. This owner notification/letter instructs the owner to contact their local dealership to arrange for a time to have the kit installed. After receiving VMV00-0013, you must contact your affected customer(s) immediately and schedule a mutually acceptable time to upgrade their machine(s). Vermeer MV Solutions, Inc. has decided that a defect that relates to motor vehicle safety exists in certain model year 2005 – 2021 McLaughlin or Vermeer «MODEL» vacuum excavator trailers. Vermeer Corporation is administering this recall on behalf of Vermeer MV Solutions, Inc. INADEQUATE REAR AND SIDE REFLECTORS The red rear clearance lamps, the red rear reflex reflectors, the red rear side clearance lamps and/or the red rear side reflex reflectors of each unit do not include sufficient marker lamps and reflex reflectors. The clearance lamps and reflectors do not meet U.S. or Canada Federal Motor Vehicle Safety Standard (FMVSS/CMVSS) governmental regulation 108 for the United States. Please contact your authorized, independent Vermeer dealer immediately to arrange a mutually acceptable time and location to install VMV00-0013 at no cost to you for labor or materials. The installation of this kit is estimated at 1 hour of labor. If the Vermeer dealer travels to the unit to install the kit, costs may be incurred by the owner. You must have your machine upgraded for these safety features. Special tools and conditions:  Punch, hammer, drill, 3/8-in drill bit WARNING: Use the shutdown procedure before attempting to do any of the work described in this kit. Stopping the Machine NOTICE: For your safety and the safety of others, use the shutdown procedure before servicing, cleaning, unclogging or inspecting the machine. Step 1: Reduce engine speed to idle. Step 2: Verify all switches are in off/down position. Step 3: Move reverse flow control to neutral. Step 4: Allow engine to idle for five minutes before turning it off after full-load operation. NOTICE: Failure to allow engine to idle for the recommended time may result in turbocharger damage. Step 5: Turn engine off and remove ignition key. Step 6: Relieve water pressure from water-assisted tools by squeezing trigger. Disconnect tool(s) from hose. WARNING: Avoid high pressure water. High pressure water from digging tool or wash wand can penetrate body tissue and result in death or serious injury. Fluid injected under the skin must be removed immediately by a surgeon familiar with this type of injury. Never point the digging tool or wand at anyone or at any part of the body. Never use the high-pressure wand to clean any part of your body or clothing.  Unless indicated, new parts from kit have callouts with numbers. Callouts with letters indicate existing parts or general items. VMV000013 28 October 2021 Page 3 of 9 Procedure 1 – Locate and drill holes for mounting bracket (Figure 1) 1. On rear corner of truck, place one face each of the bracket assembly (1) flush with side and rear faces of the truck bed. 2. Adjust bracket assembly (1) vertically to flush with bottom of truck bed as shown. 3. Avoid locating holes that would interfere with structural members. 4. Mark two hole locations (2) on side at least 1 inch apart and one hole location (3) on rear using slots on the bracket assembly as a guide. 5. Set bracket assembly (1) aside and drill 3/8-in holes as marked. 6. Repeat on opposite rear corner of truck. Figure 1 3 1 2 2 VMV000013 28 October 2021 Page 4 of 9 Procedure 2 – Install brackets with provided hardware (Figure 2) 1. Position the bracket assembly (1) on the rear corner of the truck aligning bracket assembly with the drilled holes. 2. Install and hand tighten provided 5/16-in hardware (4) (bolt, washers and nut) in place, using holes drilled in procedure 1, step 5. 3. Tighten fasteners (4) with wrench and driver to 18 ft-lb (24 Nm). 4. Repeat on opposite rear corner of truck. Figure 2 4 4 4 VMV000013 28 October 2021 Page 5 of 9 Procedure 3 – Install wiring harness (Figure 3) 1. Unplug truck light connector from unit light connector. 2. Position wiring harness (5) as shown in Figure 3. 3. Connect main trunk connectors (6) and unit light connectors (7) unplugged in step 1. Reference Figure 6. 4. Connect main trunk connectors (6) to truck light connector (8) unplugged in step 1. 5. Connect harness branch connectors (9) to light connectors (6). Check reflectors by shining a light at them from sides and rear to ensure they are functioning correctly. 2. Test lights to ensure functionality. a) In cab of truck, turn on the running lights. b) Walk around the truck and ensure all running lights have turned on. 3. Coil any slack in wires and zip tie (10) (not provided) to hard points to protect harness. Reference Figure 6. a) Minimum radius of any coil should be 3 in (7.6 cm). b) Truck bed will have points where other wires are secured (11), zip tie to hard points or other wire bundles to secure the harness at those locations.
